HomeMy WebLinkAboutAugust 30, 1983 o 0 ~ ~ ANDOVER o SPECIAL PLANNING AND ZONING COMMISSION MEETING AUGUST 30, 1983 MINUTES A special meeting of the Andover Planning and Zoning Commission was called to order by Acting Chairman Marjorie Perry at 7:30 P.M., Tuesday, August 30,1983 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota. Commissioners Present: Apel, Rogers, Spotts Commissioners Absent: Knutson, Schreiner, Bosell Beginning with the Definitions Section of the proposed Ordinance 8 draft, the Planning Commission made the following changes and deletions. . Buildable - will be changed to Buildable Lot and the definition will read: A lot that meets 60% of the requirements of that zoning district provided it was a lot of record prior to the adoption of Ordinance 8. Convenience Grocery Store - will be removed from the Definitions Section and where it appears under Neighborhood Business it will be changed to Grocery Store (less than S. F. ). Earth Sheltered Structure - Commissioner Spotts will obtain a definition for this from materials that he has. Fast Food, Take-Out Establishments - the definition will read: A place where cooked food may be purchased by customers, but is not served to them. Industrial Waste - definition will read; Shall mean the waste from industrial processes, trade, or business as distinct from domestic sanitary wastes. Intoxicating Liquor - will read: Any distilled, fermented or vinous beverage containing more than three and two-tenths percent of alcohol by weight. Medical Uses - will be changed to: Those uses concerned with the diagnosis, treatment and care of human beings. These include but are not limited to, hospitals, dental services, medical services or clinic, nursing, convalescent home, rehabilitation centers, rest home and group home. Personal Services - will be deleted. Planning Commission - new definition will read: A commission consisting of 7 members appointed by the City Council. Retail Shopping Uses - change to: Stores and shops selling the personal services or goods over a counter. Service Station - new definition: A facility where gasoline, kerosene, or other motor o fuel oil or lubricating oil and grease for operating motor vehicles is offered for sale to the public and deliveries are made directly into the vehicles. This shall also include minor repairs, replacement of parts and motor services to vehicles and trucks not exceed- ing one and one-half (l!) tons capacity. It shall not include major repairs. Story - will be changed as soon as the amendment to Ordinance 8 regarding this definition is adopted. Trailer Park - will be deleted Travel Trailer - will be deleted Use - will be deleted Use, Conditional - will be deleted as the definition is elsewhere in the ordinance. Use, Open - will be deleted. Use, Permitted - will be deleted. Used Auto Parts - will be deleted as it appears elsewhere. Waterfront Uses - will be deleted. Wholesaling (Warehousing) - (Warehousing) will be deleted. Yard ~ the definition will read: A required open space on a lot which is unoccupied and un- obstructed by a structure from its lowest level to the sky except as permitted in this ordinance. Zoning Oistrict- new definition: A plan implementation tool designed to reserve specified areas within the city for specific types of land uses. Limitations may be placed on the land, structures, or use, as specified in this ordinance. Recess 8:56 - Reconvene 9:06 Going to the Administration Section, Acting Chairman Perry noted that when she retyped this section, using the suggestions made at the last meeting, she did not include any conditions for rezonings, variances or special use permits as there are too many to be included here. Also, they are going to be included in the zoning districts. Under 5.03.1, Rezonings, the second sentence in the first paragraph will have the words 'to the text' deleted. (EE) shall be changed to read: 'Site plans shall be provided for Andover Review Committee comment prior to Planning Commission review'. (HH) the first sentence will be changed to read: 'The Planning Commission shall make its report to the City Council within 30 days but not later than sixty (60) days from the date of the original public hearing. Section 5.03.2, Special Use Permits: (0) Time Limit will be changed to read: 'If a time \limit or periodic review is included as condition by which a Special Use Pe~it is granted, /the Special Use Permit shall be reviewed by the City Council.' (GG) shall be changed to read: 'The report of the Planning Commission shall be placed on the agenda of the City Council following referral from the Planning Commission within thirty :J , \ '--J Special Planning Commission Meeting August 30, 1983 - Minutes Page 3 , . (30) days, but not later than sixty (60) days from the date of the original public hearing, unless an extension is granted by the applicant. 5.03.3 Variances - (DD) will be changed to read: 'The Planning Commission shall submit a recommendation for approval or denial to the City Council within thirty (30) days of the date of the meeting. I Reviewing the Administration Section beginning with Certificate of Occupancy, i.t was decided the the rest of this section will be deleted as it is covered in Ordinance 10.
