MINUTES
The regular Andover Planning and Zoning Commission meeting was called to order by Chair-
man d'Arcy Bosell at 7:49 P.M;, Tuesday, July 12, 1983 at the Andover City Hall, 1685
Crosstown Boulevard N.W., Andover, Minnesota.

MOTION by Perry, seconded by Schreiner, to approve the minutes of June 28, 1983 as corrected.
Motion carried on a 3 yes, 1 present (Apel) vote.
ROLLING FOREST PRELIMINARY PLAT PUBLIC HEARING (COMM. #5-83-1)
Chairman Bosell opened the public hearing.
Lawrence Carlson, 17750 Aztec Street N.W. - stated that he is seeking preliminary approval
of. thi s pl at. It was reviewed as a sketch plan by the Park Board, the City Counc il and the
Planning Commission. The roads were cleared by the previous owner. There is not much that
can be done with the wetland to the North and East.
City Engineer Schrantz reviewed the Andover Review Committee's memo regarding the plat. He
noted that his only concerns are the long cul-de-sac and the two stub streets to the south.
Both stub streets serve the same 40 to the south; the easterly one serves no purpose but
if it is eliminated the cul-de-sac will be too-long.
Gloyd Boyum, 1101 - 161st Avenue N.W. - owns the property to the south of the plat.

Mr. Peterson asked if 166th Avenue will be going through to Pinger's Plaza in Ham Lake. Mr.
Carlson said no. Mr. Peterson noted that the ditch on the property is all plugged and
doesn't flow at all. He has a petition in to the Watershed to have it cleaned and if it is
c=)cleaned, the water will then start to flow. He then asked Mr. Carlson how many lots there
are in the plat. Mr. Carlson stated that there are 15 lots.

all; however, if it is not built, the cul-de-sac will exceed the length allowed by ordinance.
It was noted that a variance could be granted for the length of the cul-de-sac. Mr. Carlson
stated that if Evergreen is eliminated they will move the west line of Lot 8 over to the
West.
Chairman Bosell noted that a letter of consent from the owner, Lawrence Keillor,,:rnust',be
received by the city; the number of acres being developed must be listed on the plat; the
width of 167th Avenue must be shown; restrictive covenants must be provided; and a letter
from the Coon Creek Watershed must be provided.
Mr. Carlson noted that they met with the Watershed Board and they sent him a letter saying
that he must pay them a $27,000.00 fee for equivalent ponding. Mr. Carlson could not
understand what this fee is for and Mr. Schrantz stated that he will call Harold Israelson
to see why the figure is so high.
Chairman Bosell noted that the legend also needs to state the proposed use of the lots and
the number of dwelling units; on the legend for Lot 9, Block 3, eliminate the minus sign as
the lots have to be 2! acres or more.
Mr. Carlson said that Paul Ruud will be sending a letter approving access to Crosstown
Boulevard.
City Engineer Schrantz stated that, looking at the Comprehensive Park Plan, a winter trail
is proposed along the ditch on this property.

MOTION by Schreiner, Seconded by Apel to close the pUblic hearing. Motion carried unanimously.
MOTION by Apel, seconded by Schreiner that the Andover Planning and Zoning Commission recommend
to the City Council approval of the preliminary plat of Rolling Forest legally described as
'All that part of the South 1/2 of Section 12, Township 32, Range 24 lying Southeasterly
of the centerline of County State Aid Highway No. 18, except the North 990 feet thereof', for
the following reasons: 1) A public hearing was held. There was public input from the
neighbors; 2) The plat is in conformance with the Comprehensive Plan; 3) The plat has been
reviewed by the City Engineer; 4) The plat has been reviewed by the County Highway Department;
5) A letter from the Coon Creek Watershed District has been received; 6) The Park Board,
at its meeting of June 2nd, requested cash in lieu of land; 7) The plat meets with city
ordinances except for a variance to be granted for a cul-de-sac along 166th Avenue for
excessive length. The approval is contingent upon receiving the following outstanding items:
1) A letter of consent from the owner; 2) A letter from the County Highway Department.
Motion carried unanimously. This will go to the City Council on August 2, 1983.
MOTION by Apel to adjourn. Motion carried unanimously.
