HomeMy WebLinkAboutMay 31, 1983 o 0 ~ ~ ANDOVER o SPECIAL PLANNING AND ZONING COMMISSION MEETING MAY 31, 1983 MINUTES A special meeting of the Andover Planning and Zoning Commission was called to order by Chairman d'Arcy Bosell at 7:36 P.M., Tuesday, May 31, 1983 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota. Commissioners Present: Commissioners Absent: Knutson, Perry, Spotts Apel, Rogers, Schreiner Chairman Bosell stated that the Commission would be going through the Manufactured Home Park section of the ordinance, noting that throughout this section the words 'manufactured home park' should be used rather than mobile home. In the Purpose section, second sentence, the word 'almost' was questioned. What types of manufactured homes would be excluded if 'almost' is left in? Under Permitted Uses, 'or land' will be deleted as land cannot be erected or structurally altered. Item (3) under Permitted Uses should read 'Buildings or structures intended for use as a part of and which are subordinate to the function of the manufactured home park'. Chairman Bosell questioned the reason for not allowing any that a beauty shop should be allowed as a Conditional Use. there should be any conditional uses allowed. Conditional Uses. She felt Commissioner Spotts didn't feel The secretary will ask Barton-Aschman why there are no conditional uses and consider allowing some things, like beauty shops and day care centers. Chairman Bosell suggested that we require a copy of the rules for the manufactured home park be given to the city. This will be included under 6.06-4 (0). It was also suggested that the lot and yard requirements be put in the beginning of the section as was done with the other zoning districts. Commissioner Spotts figured that a person could put 35 units on a 5 acre parcel, which is the minimum size for this district. It was decided that this being the case, 5 acres was too small and the minimum area will be changed to 20 acres. Chairman Bosell stated that she would like to see a manufactured home park go by the same rules as a plat, starting with a sketch plan. Under (D), Review and Approval Procedures (3) and (4) will be combined to read: "Planning Commission Review. The Planning Commission shall review all applications for manufactured home parks. No permit for any manufactured home park shall be issued by the City Council until after a public hearing has been held on the application. This hearing will be advertised in the official newspaper of the City at least once, ten (10) days and not more than twenty (20) days prior to the public hearing. The City shall mail a notice of said hearing to each of the property owners shown on the certificate of ownership at their C=>last known address so that they might appear and be heard. The findings and recommendations of the Planning Commission shall be forwarded to the City Council for action." The sketch plan requirement will go after the above section. o u Special Planning Commission Meeting May 31, 1983 - Minutes Page 2 , \ -~nder (E), Submissio~ Requirements, the following changes and additions will be made: (1) 10 copies of the Manufactured Home Park plan showing the following. (a) A boundary line survey, including measured distances and angles, which shall be tied into the nearest quarter section or section line by traverse. Boundary lines of land within 100 feet of the tract of land within the plat and the name of the owner thereof, but including all contiguous land owners or controlled by the developer or owner of the tract to be developed. (c) Locations of sites or lots for manufactured homes, including area for each lot and its dimensions. (d) Change to read 'Proposed method of disposing of surface water drainage within and beyond the limits of the development.' (h) Location of community building showing dimensions and design. (k) Location of setback lines along with a typical lot. (n) Change to read: "Location of util ity easements." (0) Copy of Manufactured Home Park rules for comment by the city, including amendments and updating. Under (2), ten copies should be changed to eight copies. It was questioned whether the streets within the park would be public or private. The gen- eral feeling was that they should be public and somewhere in the ordinance it should say that they are public. Also questioned were the requirements for a 200 square foot concrete patio and a 440 square foot parking area. Commissioner Knutson didn't feel a concrete patio should be required. Recess 9:15 - Reconvene 9:30. Section (3), Proof of Agency Review, under Submission Requirements - it was felt that this should be done after the preliminary plat approval. The Secretary will ask Barton-Aschman what the State Department of Health would require and if this is a current requirement. Throughout this section of the ordinance, should be changed to 'Building Official'. 'Building Official '. Manufactured Home Park Site Requirements will be moved to the front of this section and will be called Lot and Yard Requirements. wherever the words 'Zoning Official' are used, they Also, 'Building Inspector' should be changed to Seciton (1), 'Every manufactured home park shall be located on a well drained area and the 'Jremises shall be properly graded so as to prevent the accumulation of storm or other waters' 'shall be deleted. (2) Minimum Size - change to Minimum District Size 20 acres. () () Planning Commission Meeting May 31, 1983 - Minutes Page 3 \ 14) Shall be changed to read: Minimum Width: 50 feet at setback line. (6) Delete entire section and put in: Side yard setback: 5 feet. Rear Yard setback: 5 feet. (7) Check with the State Manufactured Home code to see if 25 feet is required; if not, change to 20 feet. Commissioner Spotts felt that canopies should be required for the parking space and they should be made out of the same material as the manufactured home. The next work session will be on Tuesday, June 21, 1983. MOTION by Perry to adjourn. Motion carried unanimously. Meeting adjourned at 10:30 P.M. Respectfully submitted.
