HomeMy WebLinkAboutMay 12, 1983 /' 0\ 0 e<<, 01 AN DOVER o SPECIAL PLANNING AND ZONING COMMISSION MEETING MAY 12, 1983 rlINUTES A special meeting of the Andover Planning and Zoning Commission was called to order by Chairman d'Arcy Bosell at 7:30 P.M., Thursday, May 12,1983 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota. Commissioners Present: Apel, Spotts, Rogers, Perry (Arrived at 9:23) Commissioners Absent; Knutson, Schreiner The Planning Commission went through the Permitted and Conditional Uses in all of the business districts to see if there were any items listed that shouldn't be included and to see if there were any missing that should be included. Commissioner Spotts felt that we should just list the things that cannot be in the city because there are things that don't exist today that will exist years from now. He also questioned why plastics manufacturing is not included in Limited Industrial, but is in General Industrial. Specialty shop was questioned as to what such a shop would include. It was felt that such shops would include a bait shop, secondLhand store, arts and crafts shops, silk flower shops, etc. It was noted that a definition is needed for grocery store and supermarket. The secretary was asked to find out how many square feet the Tom Thumb store, Bill's Superette and the Speedy Market are. Going through the districts, the following changes and corrections were made: Neighborhood Business Permitted Uses: Convenience grocery store (not supermarket)- (not supermarket) will be removed and (less than square feet) will be added. Bakery (under 1000 s.f.) will be eliminated and put under Limited Business. Specialty shop(consignment)-(consignment) will be eliminated. Conditional Uses: Nursery, day will be changed by adding Nursery school and preschool. Limited Business Permitted Uses: Add Bakery (under 1000 S.F.). Conditional Uses: After Restaurants, add Fast Food. Also, add Liquor License. Shopping Center c==Yermitted Uses: Conditional Uses: will be added. No changes were made. Automobile sales and service and used car lot will be removed and 'vehicular sales and service' will be added. Conditional Uses: After service station, add 'and/or garage and towing'. 'Open storage for permitted GB uses' will be changed to 'Open storage when incidental to permitted GB uses'. Limited Industrial Permitted Uses: Shops and offices for contractors including: plumbing, heating, glazing, painting, paper-hanging, roofing, ventilating, electrical, welding, carpentry, and general contracting, but not storage yards will be changed to read 'Shops and offices for contractors but not storage yards'. Everything listed after Limited manufacturing will be eliminated. The following will also be eliminated: Sheet metal shops; Leather products including shoes; Medical, dental, drafting equipment, optical goods; Tood, die and pattern-making and similar small machine shops; Custom wood products; Machine shops and metal products manufacture when not equipped....; Carpet & rug cleaning; Veterinary clinic; Greenhouses; Medical app1icance and equipment manufacture; but not motor freight terminals; Storage yards for contractors and building materials. Conditional Uses: Liquor license will be added. General Industrial Permitted Uses: Wherever the word commercial is used, it will be changed to business. Every permitted use will be eliminated and the following will be added: General manufacturing; Vehicular major repair. Conditional Uses: The first two items, Refuse and garbage disposal and Petroleum or other liquid storage tanks,wi11 be left in and everything else will be taken out. The following will be added: Motor freight terminals; liquor license. The secretary will retype the chart with the above additions and corrections. The next work session will be at 7:30 P.M., Tuesday, May 31,1983, at which time the Planning Commission will go through the mobile home section of the ordinance and the definitions.
