HomeMy WebLinkAboutMarch 15, 1983 o 0 e<<, 01 ANDOVER o SPECIAL PLANNING AND ZONING COMMISSION MEETING MARCH 15, 1983 ~lINUTES A special meeting of the Andover Planning and Zoning Commission was called to order by Acting Chairman Marjorie Perry at 7:40 P.M., Tuesday, March 15, 1983 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota. Commissioners Present: Knutson, Rogers, Schreiner, Spotts (arrived at 8:00) Commissioners Absent: Apel Acting Chairman Perry noted that the purpose of the meeting is to discuss the transition area between where the sewer stops and the Urban Service Area line. At the last work session it was suggested that those areas that are in the Urban Service Area but are not served by sanitary sewer could possibly be platted in 20 acre parcels until the sewer is available. Mrs. Perry presented copies of a letter she received from the Metropolitan Council regarding what other cities require where there is no sewer. Coon Rapids is considering a requirement of 10 or 20 acres in its rural area. Maple Grove requires a minimum lot size of 20 acres when no urban services are available. The City of Woodbury allows three housing units per 40 acres with a three acre minimum lot size within its rural area. They require a re- subdivision plan when new plats come in. The City of Eden Prairie requires 10 acre lots in the unsewered areas. Mrs. Perry noted that the Mayor suggested allowing someone to plat a 40 acre parcel of land with urban size lots only on a portion of the 40 until such time as the sewer is available. Commissioner Rogers felt that if we require 20 acre lots in the Urban Service Area where sewer is not yet available we are going to run into trouble. Commissioner Knutson also felt that 20 acre lots would not be reasonable as no one would be developing that land. Acting Chairman Perry suggested that rather than requiring 39,000 square feet of land to build a house on we could change it to 34,200 square feet. Then when a person plats he could plat lots that are three times the 34,200 square feet size and also do a resubdivision plan showing three lots where they are actually platting one lot. Then when sewer comes in, he can resubdivide. She asked the commissioners if they felt this was a good idea. Commissioner Spotts didn't feel it was a good idea. It was suggested that someone platting in the Urban Service Area where sewer is not available could put the sewer in and pay for it themselves. The people with property on the way to this platted area would be assessed for the sewer when they developed their property. Commissioner Spotts noted that he likes the idea of requiring 20 acre lots where there is no sewer. aCOmmiSSiOner Rogers felt that anything that isn't sewered should be 20 acres, including the , ural area. Commissioner Schreiner felt that 20 acre lots would be a deterrent as people would wait to develop until the sewer becomes available. Commissioner Rogers felt that we should allow a developer to develop at 11,400 square feet and bring the sewer to his property with him paying for it and then defer the assessments for the people along the way until they develop. Commissioner Spotts noted that if we allow development with certain restrictions, eventually development will encroach on the junk yards and we will get rid of them. It was the concensus of the Commission that 20 acre parcels would not be a good idea. Commissioner Spotts was in favor of open development with stipulations such as having the developer pay for the extension of services. He felt that the Commission should come up with several suggestions and go the Council with them all. Recess 9:15 - Reconvene 9:30 At this time, Chairman Bosell arrived at the meeting. Commissioner Perry explained to Mrs. Bosell that the Commission decided that they should break up into groups and list the pros and cons of the following suggestions: 1) Open development with restrictions; 2) one house per 20 acres; 3) density development being allowed on one portion of a 40 acre parcel until such time as sewer is available. Chairman Bosell noted that the City Council just said that they would not allow any lift stations as it would cost too much to keep them going. Good Value's property that they are in the process of developing is disected by the CAB line and they have to put in fill so they won't need a lift station. The western part of Andover won't be served by sewer until the CAB comes in. If we are going to allow that area to develop, we are going to have to have some system to control it. Do we want on-site septic systems and how big should the lots be; do we allow 11,400 square foot lots and develop only on every third lot? Commissioner Knutson asked if you could fit an on-site septic system on an 11,400 square foot lot. Chairman Bosell stated that that was discussed and the suggestion was made that we could possibly allow a self contained system. Chairman Bosell noted that our major concern is the property surrounding Woodridge Acres. She stated that we could look at the possibility of extending the trunk with the cost being borne by the developer. Commissioner Perry noted that that seemed to be the solution most of the Commissioners felt comfortable with. Chairman Bosell noted that we should probably stay with 11,400 square foot lots and only if sewer is available. Commissioner Perry asked if the Commission could get copies of a map showing where the sewer 'ines are now. Chairman Bosell asked the secretary to get copies from the Engineer for the !ommissioners. Commissioner Perry asked if we allow a developer to extend the sewer trunk past Woodridge Acres, do the people along the way have to hook up to the sewer. The secretary noted that it has been the policy that everyone must be hooked up within one year. It was decided that in the Urban Service Area development will be allowed only with 11,400 square foot lots if there is sanitary sewer available. In the event a developer wants to plat where the sewer is not available, he will extend the trunk and the costs will be borne by him. Property owners along the way will be assessed when their property is benefitted. The secretary will type the above proposal and it will be discussed at the next meeting (March 22nd) .
