HomeMy WebLinkAboutOctober 17, 1985 (~ l~ F-, U CITY of ANDOVER MINUTES PARK AND RECREATION COMMISSION October 17, 1985 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order by Chairman Prochniak at 7:40 p.m. at Andover City Hall, 1685 Crosstown Blvd. N.W. MEMBERS PRESENT: Prochniak, LeFebvre, Kinkade, McMullen, Sabel, Strootman, Szyplinski MEMBERS ABSENT: NONE Resident Forum: ~J Dan Rannaker-14056 Raven St. N.W. - Mr. Rannaker stated that on August 15, 1985, he bought a new home and it has been vandalized. He stated that his home is located next to Red Oaks West Park and that the children in the area take advantage not only of the park itself, but also his yard and property. He stated that he asked the deputies to patrol the area and that they did for awhile but then he didn't see much patrol beyond that. prochniak asked if the teenagers were hanging in the park? Mr. Rannaker stated yes. Prochniak asked if they were mostly teenagers and Mr. Rannaker stated yes. Mr. Rannaker then stated that he would like a fence around the park area to protect his yard and his home. He stated that possibly a street light would be helpful. LeFebvre asked if his neighbors were having similar problems? Mr. Rannaker stated that he didn't really know the answer to that because he is relatively new to the area. Kinkade asked if a fence would be a negotiable item, in other words, would he consider going half on the cost of the fence since the area of 138' by 169' is a considerable amount of fence. Prochniak then stated that we could send a recommendation to the deputy to police the area more often to see if that would help keep the problem down. He felt that by making the deputy more visible in that area for a 2 week period that possibly that would keep the children more aware of the activities they chose in the park. It would let them know that it is not a"hang out". He stated that possibly it would need to be patrolled for 2 months. Strootman also stated that the Key Communicator Program would be something that Mr. Rannaker may consider having in his home with residents of the area to see if others may help in solving the situation. Another suggestion was by Commissioner Kinkade. He stated that possibly a security light installed to be shared by several neighbors may be helpful. Mr. Rannaker stated that these were all good ideas. The secretary was asked to type a memo to the Deputy to see if the area of Red Oaks West Park could be patrolled for a period of time on a regular basis. Mr. Rannaker stated that Page 2 October 17, 1985 lJ \ '-----/ \ he would try these ideas and if nothing worked out for him he would J return for more action. CREEKRIDGE PRELIMINARY PLAT Dick Carlson the owner/Tom O'Malley the developer presented their plan before the Commission. Dick Carlson stated he felt a park would be advantageous to the development, especially with the access off Coon Creek Drive. Carlson stated that he had a great deal of earth moving to do and would prefer to give cash in lieu of land. Prochniak stated that a park would be needed and that the Commission needed something to work with in order to not incur alot of expense in the future. Mr. Carlson stated that he would have to close off Outlot A if it were not to be accepted as parkland. Kinkade stated that the Commission would have to check with the City Council to see if they were interested in Outlot A or not because of the responsibility and legal aspects of land on the lake front. Discussion was then geared to lot 7 and lot 8. Prochniak asked what the contour would be like in that area when the developing was finished. Carlson stated that it would be fairly level with a slight drop off to the east. O'Malley stated that there should be a revised grading plan to show the finished proposal of park land. McMullen stated that his concern with Outlot A was the responsibility and he felt it was important to chek with the City Council regarding that aspect. LeFebvre stated that he felt there would be a need for Outlot A. Chairman prochniak stated that he spoke to some people at the County and also someone from the DNR and the general feeling he got from the conversations with these people was that there were no plans at present for that area due to the hunting line in the City but if that were to change a possible joint venture could be considered in the future. MOTION: by McMullen, seconded by Szyplinski to accept lot 1, block 5 (2.6 acres) and lot 8, block 4 (.5 acres) and recommendation to accept outlot A (3 acres) in the Creekridge development. The remaining .8 acres will be cash in lieu of land based on the 10% requirement for park dedication with the fair market value to be determined by the City Engineer. The developer will be allowed to remove dirt from lot 1, block 5 (ballfield area) and will level and seed disturbed land according to the Engineer's Report. Motion carried unanimously. GROVER-BAK (PLEASANT HILLS) MOTION: by Szyplinski, seconded by Sabel to accept cash in lieu of land based on 17.45 acres at a total estimated market value of $18,800 per assessor's market value which equates to park dedication in the amount of $1,880 due upon approval of final plat. Motion carried unanimously. DISCUSSION The Commission reminded the secretary to send a memo to the deputy ; regarding patrolling of the Red Oaks West Park area.
