Adjournment (J lJ CJ CITY of ANDOVER MINUTES PARK AND RECREATION COMMISSION November 21, 1985 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:30 by Chairman Prochniak at Andover City Hall, 1685 Crosstown Blvd. N.W., Andover, Mn. MENBERS PRESENT: MElmERS ABSENT: ALSO PRESENT: Chariman Prochniak, Kinkade, LeFebvre, Strootman Sabel, Szyplinski, McMullen Frank Stone, Public Works Roger Sharon, Andover Athletic Association Gary West, Andover Athletic Association Residents from Red Oaks West Betty Nook, Crooked Lake Advisory Committee CROOKED LAKE WARMING HOUSE o Betty Nook stated that since the last time she had attended the Park meeting, she had acquired 20 fixtures for lights from the City of Anoka and 4 poles from Anoka Electric. She stated that she would need to find someone to install this equipment. She stated that a rough estimate for use of lights would be $218 per month. Kinkade asked if this would corne out of the school budget and Nook stated no. She said that if the District did that for one school than other schools would also request the same treatment and they can't do that. Prochniak stated that he had checked with the City Attorney regarding liability for school property and the attorney felt that there would be no problem. Kinkade stated that the Commission should get something in writing for the record. Ms. Nook stated that the school would carry liability during the school day but not after school hours. Prochniak asked Ms. Nook if the Advisory Committee would expect the City of Andover to handle the scheduling of hours for open and close of warming house and hours for attendant and Ms. Nook stated yes. Prochniak asked if once this was turned over to the City if this would have to be a yearly budgeted item? Ms. Nook stated yes because the Committee is not legally able to hire any help. It was then determined that it would cost approximately $2632 plus $600 for attendant and lites for that particular site. Kinkade stated that he felt that was too much money - 10% of the yearly park budget. Ms. Nook stated that the building was donated and that it is definitely an asset to the community and that it would serve alot of people. She also stated that the School would take care of the heat, electrical wiring and phone jack for portable phone. The City would be responsible for paying the light bill. Mr. Stone stated that there would have to be a time allowed for flooding of the rink and clearing etc. probably mornings. Prochniak I \ \.- .J ~ ' -..J Page 2 -, stated that because there were no boards around the hockey rink, it ',~ would have to be set for use and the rules would have to be followed accordingly. He also stated that the attendant would have to make sure that the children did not get out of line with sticks and pucs and abide with the rules until boards get installed. Mr. Stone asked if the Advisory Committee coult install a snow fence and Ms. Nook stated that she was sure they could consider doing that because it is not too expensive. Prochniak asked Mr. Stone if there would be any impact on any other rinks if this area was added for maintenance. Mr. Stone commented that some rinks will not be flooded as often due to number of staff and that if there is a snow storm, it will have to be understood that the streets must get cleared first. Strootman stated that because the bond issue was defeated we will need some residents to help with their parks. He stated that the survey indicated a great interest in winter sports so he would like to see 5% of the budget used for this project. MOTION: by LeFebvre to accept the request by the Crooked Lake Advisory Council for the funding of salary for a warming house attendant at Crooked Lake School with the first payment to be allocated out of the 1986 budget - not to exceed $2500 total - and for future purposes to have this item budgeted each year. Motion seconded by Kinkade. Motion carried unanimoulsy. MOTION: by Kinkade, seconded by Strootman that it be understood that the City of Andover will water and groom the 2 rinks at Crooked Lake School and will budget $600 per year to pay for power to hockey rink. Motion carried unanimously. DISCUSSION: prochniak asked Ms. Nook to supply the Park Commission with a copy of the layout of the area and the expense for lights etc. ANDOVER ATHLETIC ASSOCIATION Roger Sharon stated that he would like to be able to use 2 fields at City Hall site for softball for youth (any 2) and that he would need several practice sites in the City of Andover. He stated that their program will expand in 1986 because they are adding 2nd and 3rd graders to the program and they would like to be able to have all their practice in the City of Andover. There was discussion amongst the members and Mr. Sharon and Mr. West regarding the use of neighborhood parks for practice. They discussed possible alternatives and possible future development, such as Lund's Evergreen. Mr. Sharon stated that some parks would work well but that they would need some ag lime etc. Mr. Sharon stated that we need to look to the future as far as expansion of field usage for the next 10 years. It was then decided to have representatives of the Andover Athletic Association return in January to see what '.. proposed plans are made for 1986 park usage. J i " \ .J ~) Page 3 i , .i RED OAKS WEST POND/PARK Carol Glancy - 2316 140th Ave. N.W., Kathy Paul - 2310 l40th Ave. N.W., Sandra Borton - 2330 140th Ave. N.W., and Gary West - 2240 140th Ave. N.W. wanted to express their concern regarding the pond at Red Oaks West Park. They stated that it was in dire need clean up and needed to be dredged. Ms. Glancy stated that the pond is directly behind her house and that since the storm in 1983, it has never been cleaned. She stated that anything that went into the pond seems to be coming up at this time. She said that it is starting to look like a dump site and it keeps getting worse. Ms. Paul stated that the southwest side of the park needs improvement. She stated that it had not been mowed and that there are boards and debris in that area also. Mr. Kinkade asked Mr. Stone if that pond had ever been drained or if it could be pumped and Mr. Stone stated no, because it would drain naturally to his under- standing. Mr. Stone stated that the land debris could be cleaned up but that the pond would entail dredging at an approximate cost of $1700. Gary West requested that the volleyball posts be taken out of the park and Mr. Stone stated that that would be done. MOTION: by Kinkade, seconded by LeFebvre that the City be responsible for cleaning (dredge) the pond at Red Oaks West park including those areas of debris on dry land from the 1983 storm. The Park and Recreation Commission recommends that the City Council approve cost of dredging the pond with the costs not to be included in the Park 860 budget. Motion carried unanimously. DISCUSSION: Kinkade asked after the clean up occurs, what issues will need to be addressed? Prochniak stated that the residents in that area may need to get involved with the Key Communicator program due to the amount of damage that occurs in that park to equipment and properties nearby. One of the residents then recommeded a light at the end of the cul-de-sac. It was also suggested that a post/cable type blockade be installed at the one end of the park in order to keep motorized vehicles out of the park. Mr. Stone stated that this matter could be handled by his department. TAX FORFIET PROPERTY Prochniak asked Mr. Stone if he was aware of where this property was located. Mr. Stone stated that it was in the Russell STack area. The exact location was not known so the Park and Recreation Commission decided to table this item until more information could be obtained from the City Engineer. MOTION: by Kinkade, seconded by Strootman to allow $5000 to be cut from the $60,000 allocated for 1986 budget #530 upon request by the City Council for each department to cut $5000; therefore, the 1986 budget for Park and Recreation Commission $530 will be $55,000. Motion carried unanimously. \ .: TOURNAMENT FIELD USAGE REQUEST LeFebvre stated that he would like to be able to use the soccer fields Page 4 '\ \, ..J' '--,) at City Hall site for the weekend of July 4, 5 and 6, 1986 for a state VFW soccer tournament. He stated that it would be a tournament for ;youth and if the Andover Lion's Club wanted to have their food wagon " 'on the site that would be fine. Prochniak stated that he would like to see some no parking signs posted off Crosstown Blvd. for fear some children may get hurt. He would check with the County. MOTION: by Kinkade, seconded by Prochniak to allow the State V.F.W. use of two soccer fields at City Hall site and one make-shift field on the same facility. Motion carried unanimously.
