JANUARY 28, 1986 - MINUTES
The regularly scheduled Andover Planning and Zoning Commission meeting
was called to order by Chairman Don Jacobson at 7:30 P.M., Tuesday,
January 28, 1986 at the Andover City Hall, 1685 Crosstown Boulevard N.W.,
Andover, MN.

APPROVAL OF MINUTES
January 14, 1986
MOTION by Apel, seconded by Rogers to approve the minutes of January
14, 1986 as written. Motion carried unanimously.
JIM LARSEN VARIANCE (COMM. #1-86-1)

Doug York, Windfield Homes, representing Mr. Larsen - stated that Mr.
Larsen bought a home package from them that they constructed through
the frame stage. In order to obtain the building permit, Windfield
Homes had to provide Mr. Larsen with the material for a 12" overhang
which the City requires, but which was not on the house plans. Wind-
field Homes assured the City that the home would be built with the
overhang but it was not. They are now requesting a variance so that
the overhang will not have to be put on the gable ends of the house.
Mr. York also stated that if the variance is not approved, they will
go ahead and put the overhang on.
Chairman Jacobson asked if the error was made by Windfield Homes' crew.
Mr. York noted that it was. Mr. Jacobson asked how far the house is
to being done. Mr. York stated that it is framed, roofed, insulated
and most of the mechanical is in. It is not sheetrocked. The work
on the outside of the home has been stopped but the inside is being
worked on. Mr. York also stated that in order to install the 12" over-
hang, it will cost between $1,800 to $2,000 and will take two to three
days.
Commissioner Rogers asked who obtained the permit for the home. Mr.
York stated that the owner of the home (Mr. Larsen) signed for it.
Chairman Jacobson noted that Ordinance 8S requires all residential
dwellings to have a 12" overhang. We also have on file a letter from
Windfield Homes saying they would supply the material for the overhang.
MOTION by Apel, seconded by Rogers that the Andover Planning and Zoning

following reason: The building has been basically constructed. In

appealing with a 12" overhang on the gable ends.
Motion carried on a 3 yes, 1 no (Jacobson) vote. This will go to the
City Council on February 18, 1986.
HIDDEN CREEK SKETCH PLAN (COMM. #10-85-3)
John Peterson, Good Value Homes - noted that they had three choices on
how this plat would look depending on how Crooked Lake Boulevard is
going to be relocated. They have an additional 80 acres to the east,
and there will probably be some changes on the east side. The major change
is to put Crooked Lake Boulevard to the easterly property line which
involves the purchase by Good Value Homes of Roger and Diane Nutt's house.
If the county road is relocated there, it will be one of the most major
intersections in the city. The plan is to extend it north and it will
pick up Crosstown Boulevard just north of the Speedy Market. One
problem is that it will be going through a wetland which is controlled
by the Department of Natural Resources. A permit will be required from
the DNR to go through that wetland. Mr. Peterson also noted that if
they can't buy the Nutt's house, and the road doesn't go this way, they
still have room to put the major north/south collector to the west. He
noted that their first phase will be the northwestern part of the plat.
After meeting with the city staff and Council several streets were made
into cul-de-sacs.
Chairman Jacobson asked where the Park Board wants the park to be
located. Mr. Peterson stated that they have proposed the park to be
on the north side of the plat, just off of Bunker Lake Boulevard; however,
Park Board doesn't want it there because they don't want lots backing up
to a park, they didn't like it so close to the Speedy Market, they
didn't like it so close to Bunker Lake Boulevard and it's not centrally
located. In talking to the Park Board, Good Value Homes gave several
reasons why they didn't want the park to be in the center of the plat -
it would be three to five years before it is developed and it's hard
to build single family dwellings along a major road like Bunker Lake
Boulevard. Mr. Peterson also noted that this park will probably be used
by people other than those living in the neighborhood and they (Good
Value) didn't want to have people driving through the subdivision to
get to the park. The park shown on the plat does not satisfy their
whole park dedication; they could have another park in the south or the
rest could be cash in lieu of land. He stated that they will berm
along Bunker Lake Boulevard.

Chairman Jacobson asked why the lots in Block 1 are so large. Mr.
Peterson noted that there is a low area there. Mr. Jacobson also noted
there should be some type of access to the pond by Block 5 so the city
can get there if they need to take over the maintenance of the pond.
He also felt that something should be done differently with the lots
in Block 4 along the creek as they are 80' wide and 800' long. He
suggested making them smaller and giving the rest of the land to the
Park Board for a nature trail. The property shown on the plat as
commercial would require either a rezoning or a PUD by special use permit.

Mr. Peterson noted that the county has no objection to the access to
Bunker Lake Boulevard.
Mr. Jacobson explained that if the Park Board will not accept the park
where it is shown a major redesign will have to be done on the plat or
Good Value could go before the Council and say they want the park where
it is.
Mr. Peterson stated that they are going to ask the Council to approve
the park where it is.

UNIVERSAL PROPERTIES SKETCH PLAN (COMM. #12-85-5)
At this time, the Mayor, City Council and City Engineer joined the
Planning Commission to discuss Mr. Cook's sketch plan.
Mayor Windschitl stated that this particular plat prompted this discussion.
The City of Coon Rapids went through 131st and Hanson with sanitary
sewer and ended up with some huge assessments. If you have the potential,
what kind of development should you allow in an area that might have
sewer and water brought in. He also noted that the proximity of the
/ landfill is one of our concerns on this plat. He suggested doing a
cluster development. The whole idea of that is to see if you can give
the developer more lots but prevent a future resident from getting a
horrendous assessment. At today's prices, for a 2~ acre lot for sewer,
water and streets the assessment would be approximately $51,000. We
also have to provide for some logical street pattern. Two and a half
acre lots are horrible for resubdividing. Mayor Windschitl suggested
that we look at where we would allow a cluster development, that it
could be a transition line from our MUSA line. The Planning Commission
and City Council should decide what would be best for the city.
Chairman Jacobson noted that a cluster development could become rather
complicated because you would have to tell people which side they could
put their house on. We would also need to change our Comprehensive
Plan. He felt this approach may work for this plat but in other areas
of the city it might not be good. One of the reasons people move to
Andover is because of the bigger lots.
Jim Schrantz stated that Hartfiel's Estates is going to need sewer and this
development would draw it. There are other areas that would have to be
served if Hartfiel's gets sewer.
Mayor Windschitl noted that if we didn't have the landfill, it would be
simple to have larger lots in that area. We have about 8 years of land
left for development in the southern part of the city and there are no
assurances that we won't have any bad wells because of the landfill.
He also noted that at one time there was hope that the generators would
pay for a water system, but that hope is gone. Mr. Windschitl pointed
out that North Oaks West is a cluster development.

Dick Schneider - asked what the capacity of the sewer line is. Mayor
Windschitl stated that it is approximately 32,000 people. He also
noted that after 1990 we are going to see cities fighting to get
capacity out of the sewer line.
Mr. Schneider noted that when he sold the property to Mr. Cook the
ordinance required 2~ acre lots and now the Council is talking about
having smaller lots. He objected to the smaller lot sizes.
Councilman Knight asked if we are going to allow people to leapfrog
in the transitional zone. Mayor Windschitl stated that anything in
the line would have to be treated the same.
Chairman Jacobson asked the Council to make a decision on this and to
let Planning and Zoning know what they should do.
MOTION by Rogers, seconded by Jovanovich to adjourn. Motion carried
unanimously.
