Adjournment C~ L.J , ') '-..-' CITY of ANDOVER REGULAR PLANNING AND ZONING COMMISSION MEETING DECEMBER 23, 1986-MINUTES The was 23, MN. regularly scheduled Andover Planning and zoning Commission meeting called to order by Chairman Jacobson at 7:30 P.M., Tuesday, December 1986 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Commissioners Present: Commissioners Absent: Apel, Bosell, Jovanovich, Pirkl, Vistad Rogers Approval of Minutes - December 9, 1986 On Page 3 regarding the motion for Batson's Industrial Park it should read 'The Anoka County Highway Department has indicated they would like 17' . . . .' instead of 13'. Page 5 regarding the Waste Tire Ordinance, in the sixth paragraph, it should read' ..Bosell to redraft the ordinance amendment...' Page 6 regarding Commercial Lot Splits should read '....Jacobson stated that he will draft an ordinance amendment...' /--... ~ MOTION by Pirkl, seconded by Vistad to approve the minutes of December 9, 1986 as amended. Motion carried on a 4 yes, 1 p~esent (Jovanovich) vote. Waste Tire Ordinance Discussion Con~issioner Bosell stated that Sections 3.02 and 8.01 of this draft are from the State statutes. She also noted that the Building Official would like to have 4.e. of Section 8.01 striken because we would end up with the farmers having 500 tires on their properties. Commissioner Vistad suggested adding a section that states that if you are in a residential district, all waste tires must be stored inside. Chairman Jacobson didn't feel that we should do that as we would have to get rid of flower beds and tire swings. Commissioner Apel felt that our other ordinances would deal with tires on residential lots, such as the nuisance and visual standards ordinances. A public hearing will be held on this item on January 13th. Commercial Lot Split Discussion ~) Several minor changes were made to the draft amendment. Commissioner Bosell noted that Jim Schrantz would like this to apply only to platted lots. '- / , ) Regular Planning Commission Meeting December 23, 1986 - Minutes Page 2 This will be continued at the January 13, 1987 meeting. Chairman Jacobson stated that he is not in agreement with the winter festival that is planned for the City of Ham Lake and that he will attend the public hearing to voice his opposition. He didn't feel that University Avenue could handle all of the traffic that something like this would create. Other concerns of the Commission were the conflict of this festival with Coon Rapids Snowflake Days, what type of sanitary facilities would be available and the close proximity of residential homes.
