MINUTES
PARK AND RECREATION COMMISSION
February 20, 1986
The regularly scheduled meeting of the Andover Park and
Recreation Commission was called to order by Chairman
Kinkade at 7:30 p.m. at Andover City Hall, 1685 Crosstown
Blvd. N.W., Andover, MN 55304

Mr. Heffner stated that they were interested in the park
in Lund's Evergreen. They wanted to know what the plans
were for that park and if parking would be provided. He
also stated that he was concerned about games for organized
sports being played in that park in a residential area.
Mr. Heffner also asked if there would be lights for the
park and the Commission stated no. Mr. Heffner also
stated that this park would certainly gain more public
acceptance with a playground. Kinkade stated that with
the bond referendum being voted down, there would be less
monies available for that area. He stated that after
the grading and seeding is completed, any extra monies
could be used for equipment etc. He stated that the
estimates for the matrix for parks could be high. The
residents then stated that they would like to see the
plans after they are drawn up. It was also suggested
that the plans contain some kind of off street parking.
McMullen stated that sometimes a parking lot invites
more adult traffic. Sabel then stated that with no
restroom facilities, she didn't feel that that problem
would occur. The residents agreed. Chairman Kinkade
then stated that all parks are considered City parks;
therefore, any problems which would occur would have
to brought to the attention of the City. He also stated
that the Commission understands their concerns regarding
ga~es being played in a neighborhood park, but it will be
given a try to see if there would be a problem. It was
then mentioned that the games would be with children under
age 8 which should not incur a real problem. Chairman
Kinkade then summarized the residents concerns and it was
agreed by the Commission to give them a call when the plans

are put together using off street parking in the plans.
APPROVAL OF MINUTES
Chairman Kinkade asked to have the Andover Athletic Association's
request for 3 ballfields at the City Hall Park added to the
minutes of February 6, 1986.
MOTION by McMullen, seconded by Strootman to accept the minutes
of February 6, 1986 as ammended. Motion carried unanimously.
HIDDEN CREEK
It was discussed and decided that Good Value would have to
come before the Commission with their new revised preliminary
plat. Any further discussion would be tabled until the
Commission would have the opportunity to review the preliminary
plat.
SCHEDULING OF FIELDS
A schedule of the fields for softball and soccer was set up
(see attached). The Commission also numbered the fields
so that Public Works can label the parks as such. (see attached)
MOTION by Strootman, seconded by Sabel to accept the schedule
for fields as layed out. Motion carried unanimously.
GRANT INFORMATION
Sabel stated that she talked with someone from the State and
that she will be getting more information in March regarding
this issue. Sabel stated that she would be willing to
handle the grant application etc. The Commission was in
agreement to pursuing this. There was discussion regarding
Kelsey Park and trail systems etc. Sabel stated that she
would continue to research this and get back to the Commission
with more information as she obtains it.
DISCUSSION
McMullen stated that JoAnn Audette had approached him regarding
the park area in Forest Meadows. She is interested in having
her two sons do some work in that park to earn their Eagle
Scout badges. The Commission felt this was a good idea.

MOTION: by McMullen, seconded by Strootman to allow the
Audette boys to perform a survey of the residents in that
area as to their needs etc. with the results to be presented
to the Commission at the second meeting in March. Motion
carried unanimously.

Mrs. Sonsteby did haul in additional material and pushed it
out across the low area to the LakeRidge around the lake as
proposed in her plan.
We installed the curb cut at the access as was requested of
the developer.
The grading wasn't satisfactory to the Park Board but we have
improved the grading and installed the playground equipment
including a backstop.
The reason we proceeded with the development of the park was
that by not doing it we were penalizing the wrong people so
the Park Board reluctantly agreed that the Public Works
Department should make the park usable.
Many people cross one of the lots and cross the park to go
across the south end of the lake or to go back in the open area
and dump junk, brush, etc. This damages the park because of
the sandy nature of the soil.
Mrs. Sonsteby, I believe, is selling or has sold the lots to
Ziegler Construction, the contractor who developed Rosella's
Addition.
The last time Merle Prochniak and I looked at the park, we
had agreed that park should be accepted and in the future make
sure the development contract included adequate escrow funds
for the grading, topsoiling, and seeding work the developer
provides.

after Mrs. Sonsteby appealed we cancelled the assessments for
the access correction.
The quality of workmanship was far below my expectations.
The work the developer agreed to do during the platting process
was not to my expectations.
