(612) 755-5100 REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES March 20, 1986 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order by Chairman Kinkade at 7:30 p.m. at Andover City Hall, 1685 Crosstown Boulevard N.W. Andover, Minnesota. MEMBERS PRESENT: ALSO PRESENT: Kinkade, McMullen, Strootman, Sabel Tom Audette, Jr., Tom Audette, Sr., Frank Stone, Rosella Sonsteby, Tom O'Malley APPROVAL OF MINUTES MOTION by Sabel, seconded by Kinkade to approve the minutes of March 6, 1986. Motion carried unanimously. REVIEW OF NEWSLETTER ITEMS Gretchen Sabel duplicated and distributed copies of the newsletter articles to the Park Board. They will be given to Larry Johnson for editing and publication. EAGLE SCOUT--FOREST MEADOWS PARKS Tom Audette, Jr. met with the Park Board to discuss his ideas for Forest Meadows Park, as a project towards his Eagle Badge. He needs one more approval from the Viking Council, which he should receive this weekend, before he begins. His first step will be taking a survey of area people to see what they would like to have in their park. In addition, the possibilites presented by Tom Audette are as follows: reseeding park, planting trees, road, parking lot, soccer field, horse shoe pits, corner post markers, install park sign and park upkeep. His grandfather will also volunteer his time and equipment. Kinkade stated that this is a seven acre park and the Park Board has $7200 budgeted to go in that park this year--$3000 for playground, $~OOO for parking and $1200 for benches and soccer field. Frank Stone stated that there will have to be an area to be mowed for at least two picnic tables and garbage can for the summer school program. Stone also said he would send Audette a map of the park. Audette hopes to have the results of his survey for the next park meeting on April 3, 1986. -- " CJ u u Page Two March 20, 1986 ., , / Rosella Sonsteby (parks) Rosella Sonsteby addressed the Park Board with her concern that she was denied building permits for Shirley Estates pending completion of Pleasant Oaks Park. She then referred to meeting minutes of May 5, 1983 which outlined what Good Value homes needed to do with their park. They received building permits without completion of their park. Rosella Sonsteby wished to go on record as stating this was .unfair and she has been discriminated against and wanted the Park Board to be aware of this. She also distributed a copy of the letter she sent to the City Council dated February 7, 1986 outlining her concerns. Name Park for Hidden Creek This item was tabled for the April 3, 1986 meeting. Maintenance Matrix for Parks Frank Stone reported that the estimate for mowing the parks would be about 226 hours/month. This is only for mowing and does not include any other maintenance. Mowing is figured for about three and one-half months. Parks are figured as follows: Northglen II - 8 hours; Pleasant Oaks - 6 hours; Meadowood South - 2 hours; Fox Meadows - 4 hours; Pine Hills - 8 hours; Cedar Crest - 8 hours; Langseth - 6 hours; Chapmans - 4 hours; Woodland Terrace - 4 hours; Meadow Creek - 6 hours; Hidden Creek - 8 hours; Rose (Quickstrom) - 8 hours; Green Acres - 4 hours; Northwoods West - 6 hours; Northwoods East - 12 hours; Red Oaks West - 6 hours; Shady Knolls - 8 hours; City Hall - 96 hours; 138th Avenue Park - 4 hours; Nordeens - 2 hours; Cooks - 6 hours; New-Lunds - 4 hours; Forest Meadows - 6 hours. Other areas for the matrix were added to include marking and dragging fields, spraying (weed killers), hauling trash, watering, striping soccer fields, installation of equipment, routine maintenance (painting etc.), and winter maintenance such as flooding hockey rinks, etc. Frank Stone will keep a record of actual time spent in each park. This maintenance was for parks only and did not include roadside mowing etc. MOTION by McMullen, seconded by Strootman to name the combined Chapman and Woodland Terrace parks, Terrace Park. Signs need to be made for Forest Meadows, Kelsey/Round Lake, River Forest, Cedar Crest, and Terrace Park. Frank Stone stated, by request from Jim Schrantz, that approval be made from the City Council, before bids are taken on equipment. \ ) / u u Page Three March 20, 1986 \ MOTION by McMullen, seconded by Sabel that the Park Board ask the City-Council to instruct Jim Schrantz to go out for bids for material for watering of City Hall site with labor on installation supplied by the Andover Athletic Association (Note: as per 12/5/85 meeting). $24,000 has been budgeted for this. The Andover Athletic Association has presented a proposal that a certified plumber be supplied by them at no cost to the Park Board. On April 17th the history and acquisition of Kelsey/Round Lake Park will be discussed. MOTION by Strootman, seconded by McMullen to adjourn.
