REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES
April 17, 1986
The regularly scheduled meeting of the Andover Park and Recreation
Commission was called to order by Chairman Kinkade at 7:30 p.m. at
Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota.

APPROVAL OF MINUTES
MOTION by Sabel, seconded by Strootman to approve the minutes of
the April 3, 1986 meeting. Motion carried unanimously.
Historical Presentation on Kelsey-Round Lake Park--Lyle Bradley

Lyle Bradley, member of the Anoka County Historical Society, gave
a slide presentation on the history of Kelsey-Round Lake Park.
The park board plans to begin development of this park in 1987.
Round Lake is 411 acres and a primary swan stop over point. Round
Lake once had a beautiful beach and an island which was called
Petler's Island. Petler, a trapper/general practioner, had a cabin
on the island where people would stop over because it was protected
by Indian attack. Today the island no longer exists. It is a
peninsula due to drop in the water level. Round Lake was also the
site of a major Indian battle where 85 Chippewa Indians were
slaughtered by the Sioux Indians. Other historical sites include
the Kelsey home and the clay pits, which were mined in the late
1800's. Round Lake has the natural habitat to produce all types
of water fowl such as blue winged teal, blue heron, Canadian geese,
American egret, rough grouse, ringed neck pheasants, bobwhite quail,
kingfishi white tail deer, coyote and beaver. Mr. Bradley showed
with his slides how ideal the Round Lake park was for outdoor
education with ideas for future development including winter camping,
bird identification, cross country skiing, snow mobiling, archery,
bike paths, children's zoo (bantam chickens, guinea pigs, exhibits,
etc.), bird houses, snow shoeing, fishing. Presently planned are
two shelters and cross country/jogging trail. People were invited
to sign up if interested in being involved in the planning of Kelsey-
Round Lake Park. The following people attending the meeting signed
up: Clint Trousil, Rick Ramsmeyer, Kathryn DeLarco, Karen Ames,
Sally Myers, Jim Myers, Jeff Kieffer, Don Haltne, John Johanson,
Nancy' Carlson, Lyle Bradley.

Mr. Bradley also spoke of George Ghostley, a geneticist, who put
Andover/Anoka on the map with his work with leghorn chickens and
irises to name a few. With his experiments with leghorn chickens
he was able to double the size of a leghorn chicken egg with only
increasing the size of the chicken by one-half.
Rosella Sonsteby--Park
Rosella Sonsteby requested that the Park Board state in their
minutes that she asked if Good Value was denied building permits
and the park chairman said to his knowledge they were not.
Sketch Plan for G.M. Investments
The park board and public works superintendent agreed on the sketch
plan. A tot lot park is needed in that area. The initial discussion
indicated a desire for lot 11-12, block 2 for a park.
Waterinq of City Hall
Frank Stone said the specs for the sprinkler system were in but
there were some questions: 1) How much supplier assistance is
needed...enough to cover warranty; 2) How many hours is the park
open...sunrise to sunset--7 days/week; 3) Will the lines be plowed
under or pulled under...the method least destructive to the land.
It needs to be decided before purchase to know what type of pipe
and material is needed. The watering system plan should be ready
before the May 6th city council meeting. Chairman Kinkade will
send a letter to the Andover Athletic Association president to
request a meeting with Chairman Kinkade and Frank Stone to go over
plans before this meeting (letter attached).

This item was tabled until the next park board meeting.
Report from City Council

Chairman Kinkade suggested that for clarification of park names,
a chart be made listing the names of all parks with their old
names included. Gretchen Sabel volunteered to make the chart.
Stuart Kinkade and Frank Stone attended the city council meeting
and presented their park maintenance requirements (see attached).
The council agreed to match park funds (50/50). It was decided
one person for six months at $5 per hour (cost $5,200) is needed.
Chairman Kinkade recommended removing $1,300 from Rose Park
(budgeted for seed and ag lime) and $1,300 from Terrace Park.
MOTION by McMullen, seconded by Strootman to remove $1,300 from
Rose Park and $1,300 from Terrace Park to meet 50% need of park
employee. Motion carried unanimously.
Discussion: Sabel was concerned about having maintenance taken
out of park budget. It was hoped to work labor for parks into
next year's budget.

Chairman Kinkade requested for the board, a report of park
dedication money, an activity of expenditures for this year
to date and balances of park and recreation accounts.
Dollar allocation for 1986 capital improvements should be discussed
at the next meeting in order to send a memo to the city council to
go out for bids. Parks needing equipment are: Northglen II,
Pleasant Oaks, Lunds Evergreen, Forest Meadows and Rum River Canoe
Landing. Be prepared at the next meeting with ideas for these
parks.

unanimously.
John Peterson committed to completing his park work at the May
6th city council meeting.
It was discussed and agreed upon that one person from the park
board should attend the city council meetings.
Sabel discussed grants for park money require letters of inter
organizational cooperation for extra points. Suggestions were:
Boy Scouts, Lions Club.
Due to conflict of schedules, park board meeting dates will change
for the month of May. May meetings will be held on the 15th and
29th.
Meeting adjourned at 9:45 p.m.

REFERENCE: Kelsey-Round Lake Park
The Park and Recreation Commission requests the City Council
to direct Jim Schrantz and Frank Stone to research the
Kelsey-Round Lake Park boundaries for staking purposes with
staking to be completed by May 1, 1986.
The Park and Recreation Commission also requests the City
Council to direct Jim Schrantz to research the property owners
bordering Kelsey-Round Lake Park that allow a farmer to plant
corn on their land and on park land. No further farming
activities should be allowed on Kelsey Round Lake Park.

April 3, 1986
The regularly scheduled meeting of the Andover Park and
Recreation Commission was called to order by Chairman Kinkade
at 7:30 p.m. at Andover City Hall, 1685 Crosstown Boulevard
N.W., Andover, Minnesota.

APPROVAL OF MINUTES
Rosella Sonsteby attended the March 20th and stated concerns
she had about Good Value homes and referred to minutes from
Park and Recreation meeting minutes from May 5, 1983 and March
21, 1985. She wished to amend the minutes from the March 20,
1986 minutes to include the exact wording of those referrals.
Reference to May 5, 1983 Park & Recreation Commission Minutes
are as follows:
~OTION by Lefebvre. seconded by Nichols, to recommend the City
Council accept the park land shown on the Northglen II Preliminary
Plat knowing that County Rd. #116 will be going through part of
it and that any monies received from the County for right of way
acquisition be placed in the park savings account for future
development. Further, Good Value has agreed to remove the
necessary trees, level, add topsoil and seed areas large enough
for a ballfield off of 139th La. and an area 380' x 500' off of
Underclift St. for future field use resulting with an elevation
of above 868'. The walkways shown on this preliminary plat will
also be leveled, topsoil added and seeded for access to the above
mentioned field areas, plus a 48" chain link fence on both sides
of the two walkways--provided this park area is not assessed for
any improvements. Motion carried unanimously.

She also requested that her reference to March 21, 1985 Park &
Recreation Commission Minutes be detailed as follows:
MOTION by McMullen, seconded by Kinkade to recommend to the City
Council that they do not approve the final plat for Northglen V
until Good Value completes the work on the park area in Northglen
II is completed as agreed upon by Mr. Peterson at the December 6,
1984 meeting.
She also wished to have detailed in the minutes of March 20, 1986
that when she asked Chairman Kinkade if a developer had to write
a letter when the park work was completed, Chairman Kinkade
stated that the Parks and Recreation Commission did not require
notice but he did not know what the City Engineer or Council required.

Mrs. Sonsteby also wished to have included in the minutes,
that Chairman Kinkade told her that John Peterson, just
prior to the March 21, 1986 meeting, said his park work would be
completed by Spring or Summer of 1986.
McMullen requested to have added to March 20, 1986 minutes (page
two--under Maintenance Matrix for Parks) Park signs need to be
made for all parks with existing names unless unsuitable for
development.
MOTION by McMullen, seconded by Strootman to approve the minutes
of March 20, 1986 as ammended. Motion carried unanimously.
Goodridqe Acres preliminary Plat
Preliminary Plat of Goodridge Acres was presented with a total
acreage of 18.5--thus ten percent is 1,853. The question discussed
was does the Park and Recreation Commission want land or money or
a split.
MOTION by McMulle~ seconded by Sabel to accept money in lieu of
land for Goodridge Acres--price per acre to be determined at time
of final plat (based on fair market value).
The board recommended that the city administrator check with the
county assessor at the time of final plat to determine the fair
market value for the price per acre.
Name Parks for Hidden Creek
MOTION by Strootman, seconded by Sabel to name large park at
Hidden Creek, Hidden Creek Park. Motion carried unanimously.
MOTION by Sabel, seconded by Strootman to name small park at
Hidden Creek, Hidden Creek Playground. Motion carried unanimously.
Discussion for Hidden Creek
MOTION by McMullen, seconded by Sabel to send the City Council a
memo regarding their concerns over Hidden Creek legalities (See
Memo--Attachment #1).
Lunds Park -- Jeff Kieffer
Jeff Kieffer addressed the Park & Recreation Commission as a
property owner who plans to build this summer on land bordering
on Lunds Park. He wanted to know the future plans for that park
and what kind of traffic flow they anticipate. He was concerned
about the three wheelers that are racing around the area causing
a nuisance and some destruction. The park and recreation commission
said it is a recreational/cross country/hiking/shelter type of park.

A parking lot will most likely be located on the northend of the
park off the cul-de-sac because there are no trees in that area.
It was also brought up that the police cannot enforce the no
motorized vehicles rule without it being posted. Chairman Kinkade
suggested one standard sign be made to include all park rules,
such as, no motorized vehicles, no alcoholic beverages, park hours,
etc. This will be discussed at the April 17th meeting (rules for
park signs). It was recommended that a no motorized vehicle sign
be posted for the present until a park sign can be made. Jeff
Kieffer also asked when property line markers will be put in the
park. The park and recreation commission could not commit to
marking the property line and suggested Mr. Kieffer plant DNR
trees around his property line. It was motioned that Frank Stone
stake the property (See Memo--Attachment #2).
Tom Audette -- Forest Meadows Park
Tom Audette completed a phone survey of what residents in the
Forest Meadows Park would like to have in the park, with the
most popular being playground equipment, soccer field, softball
area and also mentioned were picnic areas, shelter areas and
horseshoe area. There will be a need for a small parking lot.
Marc McMullen will meet with the Audettes before the April 17th
meeting for further development of park plans and McMullen will
report the progress at the next meeting. They hope to have a
scaled plan and labor schedule at that time. The city has soccer
goals and picnic tables. Money for playground equipment is
available but needs to be ordered. It was suggested that wooden
playground equipment be purchased--public works has catalogs for
equipment. Frank Stone will stake Forest Meadows. It was suggested
that Tom Audette contact Melanie DeLuca, Crooked Lake Community
School to see what the schedule is for school at the park so they
won't be working at the park_during: school.' hours.
Softball Fields
The Andover Athletic Association has requested four softball fields
for a tournament on August 1, 2, and 3. An application needs to
be filled out and returned to be approved by the April 17th meeting.
On Friday, August 1st only three fields will be available but four
will be available on August 2, and 3, 1986.

The new drawings were not available--tabled until April 17, 1986.

Reply to inquiry if there are any plans for upgrading Prairie
Knoll Park -- Chairman Kinkade answered that there were no plans.
Marc McMullen was contacted by Jack McAlvey requesting, for the
residents around city hall, that a chain link fence be put around
the northern boundary of city hall.
Chairman Kinkade motioned to send the city council a memo asking
for an update on chain link fencing for ball fields at city hall.
This was previously discussed with the city council (See Memo--
Attachment #3).
