REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES
May 15, 1986

The regularly scheduled meeting of the Andover Park and Recreation Commission
was called to order by Chairman Kinkade at 7:30 p.m. at Andover City Hall,
1685 Crosstown Boulevard N.W., Andover, Minnesota.

APPROVAL OF MINUTES
MOTION by Sabel, seconded by Strootman to approve the minutes of the April
17, 1986 meeting. Motion carried unanimously.
Sketch Plan--Woodland Terrace - 5th Addition
Discussion: Park Commission would like money in lieu of land (.27 acres).
This will be put into motion when preliminary plat is presented.
Sketch Plan--Woodland Meadows
Discussion: This is a 234 acre development. A park is needed in this area
but not as large as 23.4 acres. Woodland suggested doing earthwork--leveling,
grading, seeding, rolling, packing, etc. of Hawkridge toward cash settlement
of land. Chairman Kinkade said Park Commission has been directed not to
exchange labor in lieu of cash due with any developers. This causes bad
feelings with other developers. Chairman Kinkade suggested Woodland take
their proposal to the city council. Mr. Carlson said if this wasn't desirable
and caused any hard feelings, he would drop this idea. Mr. Carlson said he
had made this proposal for the development of Hawkridge, not to save money.
In fact, when he had this arrangement at Woodland, it cost him beyond his cash
payment. A small developed park area is desired for Woodland Meadows, in a
centrally located area with the cash, in lieu of balance of acreage, being
put back into this park and Hawkridge park. About 1-1~ acres, Lot 18 or 16,
Block 7, was suggested for a possible park site.
Watering at City Hall
Bids for sprinkling system will be in on May 17th and awarded at the May 20th
City Council meeting.

Park Signs
Park signs will be made for parks with posting of regulations. These signs
will be put in high usage parks and added to other parks as money is available.
Parks Signs will read: City of Andover - Park Regulations.
Open 6 a.m. - 11 p.m.
No motorized vehicles except in authorized areas
No open fires
No firearms
No offensive behavior
Pets will be kept under control
Wildlife is protected
No removal or destruction of trees or plants
Reference City Ordinance #47
Keep your city parks clean
MOTION by Strootman, seconded by Sabel to accept park sign as written. Motion
carried unanimously.
Discussion: Frank Stone will get quotes from the county for park signs.
Chairman's Report
Chairman Kinkade has received a request from John Bordwell from Crooked Lake
Civic Association to reserve the shelter area at Meadow Creek Boat Landing for
a fishing contest on June 14th.
MOTION by Kinkade, seconded by Strootman to allow the Crooked Lake Civic
Association to reserve the shelter area at Meadow Creek Boat Landing for
Sunday, June 14th from 1:00-4:00 p.m. for a fishing contest. A reserved sign
to post will be furnished by City Hall.
MOTION by Sabel, seconded by Strootman to approve request by Andover Youth
for Softball Tournament--August 1, 2, and 3 for four softball fields at City
Hall. No charge will be made to the association as these are not adult players.
Park Budget--As of 4/23/86 the cash balance of Park Dedication fund is $6103.98.
No money has been received for 1986. The 530 Improvement account has $55,000.
Kelsey Round Lake Park has not been staked yet nor has the farmer been
identified that is farming on park land.
Frank Stone has hired someone to do park mowing. The public works department
is working 10 hours a day at this time.
A letter will be written to Bill LeFebvre thanking him for his support of
Andover Park Commission.

Park Equipment Purchase
MOTION by McMullen, seconded by Strootman to approve purchase of ag lime for
Terrace Park.
Plans for purchase and city council approval were made as follows:
Northglen II: Ag Lime
Shelter for northwest area (including picnic tables, barbecue)
2 ball field benches
Playground equipment
Pitcher's mound and home plate
Pleasant Oaks: Cable and posts for west and east perimeters
Bid for leveling park
2 picnic tables
2 benches for ball fields
Lund's Evergreen: Bid for grading and seeding
Playground equipment
2 ball field benches
Park Benches
Backstop
Forest Meadows and Rum River South plans were tabled for the next park board
meeting.
MOTION by Strootman, seconded by Sabel to adjourn to meet with city council.
The park board met with the council to discuss ball field schedule and looking
at facilities for park purposes, possible purchase of 68 acres across from
City Hall.
Meeting adjourned at 10:15 p.m.
