REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES
May 29, 1986
The regularly scheduled meeting of the Andover Park and Recreation Commission
was called to order by Chairman Kinkade at 7:30 p.m. at Andover City Hall,
1685 Crosstown Boulevard, N.W., Andover, Minnesota.

APPROVAL OF MINUTES
MOTION by Kinkade, seconded by Sabel to approve the minutes of the May 15,
1986 meeting. Motion carried unanimously.
PARK SIGNS
Frank Stone sent quotes to the park board for signs.
MOTION by Kinkade, seconded by Sabel to direct Public Works Supervisor
Frank Stone to purchase ten park regulation signs (per 5/15 meeting)
at $40/per sign for following parks and six reserve signs at $26/sign:
3-City Hall (near ballfields 1-3-4 off parking lot)
l-Northglen II
I-Pine Hills
I-Terrace Park
l-Boat Landing
I-Red Oaks West
I-Rose Park
l-Forest Meadows
WATERING AT CITY HALL
Watering bid (for materials) was awarded by the City Council to Toro at
$ 14,731.09. The original plumber who was going to volunteer his time is
no longer available.
Discussion: Lions Club, North Metro and Fire Department have offered their
help to the Andover Athletic Association so labor should be no problem.
A certified plumber, trencher and pipe puller are needed for the project.
Work will have to start after July 15th when softball/soccer season is over.
A balance of about $10,000 is left over from original watering system estimate
which would cover the cost of cyclone fence for ballfields 3 and 4.

MOTION by McMullen, seconded by Strootman to advise Jim Schrantz to proceed
with purchase of watering system based on his satisfaction with the system
and that the job can be satisfactorily completed. Project to be started
after July 15th and completed by the end of August. Motion carried
unanimously.
MOTION by McMullen, seconded by Strootman to request the city council to
instruct Frank Stone to purchase 60" cyclone fence for ballfields 3 and 4
at approximately $2,800/field. Motion carried unanimously. The council
has already approved this purchase (per 5/20 meeting).
Discussion: Frank Stone should install snow fence (from ball fields 3 & 4)
on the souths ide of the under 8 soccer field along the road.
MOTION by McMullen, seconded by Strootman to request the City Council to
allow expenditure of up to $2,000 as the City Engineer and Public Works
Director deem necessary, for plumber and rental of equipment to complete
the watering of City Hall project.
SKETCH PLAN - WOODLAND MEADOWS
Lary Carlson, Woodland Development, presented proposed park area as requested
by the Park Commission--a little over 1 1/4 acres in a wooded area for Woodland
Meadows. Cash balance should be between $27,500 and $28,000. This money will
purchase equipment for this park with the remainder going to Hawk Ridge park.
The park commission suggested that Woodland Development bid on grading of
Hawk Ridge.
REPORT FROM CHAIRMAN
Discussion: Farming on Hawk Ridge. The farmer says he had an agreement
to farm this land for five years and this is the last year. Chairman Kinkade
was against this farming agreement and said the City Engineer and Mayor would
decide on action. The agreement he had was with Pat Lindquist.
McMullen reported that Forest Meadows would need to be graded. Chairman Kinkade
suggested that Frank Stone be requested to get a bid for grading this park.
Discussion: Softball Tournament Application. The council has taken the
application for discussion and revision.
PARK EQUIPMENT
Equipment purchase plans were tabled until the next meeting. The park commission
will meet prior to the June 5th meeting at River Forest to go over the needs of
the park.
MOTION by McMullen, seconded by Strootman to request the city council instruct
the city engineer and public works director to get bids for park equipment

PARK CHART
Sabel prepared a park chart listing the names of the parks in Andover. It was
decided they should list a street location to the park. It was also suggested
that this chart be included in the Andover newsletter.
Meeting adjourned at 9:15 p.m.
