(612) 755-5100 REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES June 5, 1986 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order by Chairman Kinkade at 7:30 p.m. at Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota. MEMBERS PRESENT: ALSO PRESENT: Kinkade, McMullen, Strootman, Sabel Frank Stone, Ken Audette, Tom Audette, Jr., Tom Audette, Sr. APPROVAL OF MINUTES Amendments to June 5 minutes were: Page 1, Others Present: Gary Shay instead of Gary West, and on Page 2, Report from the Chairman: Discussion should have read sod farming on Forest Meadows instead of Hawk Ridge. MOTION by Sabel, seconded by Kinkade to approve the minutes as amended. Motion carried unanimously. WATERING AT CITY HALL Discussion: Frank Stone checked on the cost of rental of trencher. The cost is $440/week, however, it would only be used on weekends when people are available. He will check on weekend rental. He also talked to Toro and they suggested that with a rookie crew, the system should not be pulled. It should all be trenched. Toro, as part of their bid, will supply 20 hours of time from one of their people. Chairman Kinkade suggested that he find out what the hourly rate would be from Toro in case they would need supervision/advice beyond the 20 hours. July 19th was set for the first work date for the watering system installation. A letter will be sent to Gary West to notify the Athletic Association of the first work date. They will meet at the Public Works Building at 8:00 a.m. on July 19, 1986 for the first session. WOODLAND MEADOWS This item was tabled until June 19, 1986 meeting. CHAIRMAN'S REPORT *Park Board will be receiving $1880 for Prairie Oaks Final Plat. *He asked the city council why Rose Park hasn't been seeded and graded. Public Works took care of playground equipment installation. o *Hidden Creek--grading has been done. Dirt Bikes are a problem -- a no motorized vehicle sign will be posted. \ ~~ u June 5, 1986 Page Two / *The city purchased park land from a tax forfeiture in Russell/Stack addition. The land has not been signed over. MOTION by Strootman, seconded by Sabel to name this park, Zuni Park (.03 acres). *Kelsey has not been staked yet. July 1st was set for the deadline for staking. July 31st meeting was set the the planning meeting for next year's budget. July and August meetings will not follow the regularly schedule meeting dates. MOTION by Sabel, seconded by Strootman to change the July and August meeting dates to July 10, July 24, July 31 and August 28. Motion carried unanimously. Gretchen Sabel presented a park matrix update to be printed and used for handouts and will be included in the next Andover News. MOTION by Strootman, seconded by Sabel to name the park at Northglen II, Wild Iris Park. Motion carried unanimously. REPORT FROM PUBLIC WORKS Soccer fields are going to have dirt added and widened for bleachers, Tennis courts at Northwoods West are unplayable. They should be considered for next year's budget. RIVER FOREST The park board met at River Forest to assess needs at this park. Plans include a ballfield, picnic area/shelter for southside, trails, parking on both sides. Frank Stone requested a sketch plan to use for acquiring bids. FOREST MEADOWS--AUDETTE The Audettes have equipment for grading, disking and seeding. Park needs to be staked--this will be done within the next two weeks. They will need to have seed purchased, posts for boundaries, and playground equipment ordered. Discussion: type of equipment to be ordered. MOTION by Kinkade, seconded by Strootman to get bids for slide, four-child swing set, spring horses, merry-go-round and teeter-totter. The Park Board will meet prior to the next meeting on June 19th at 7:00 p.m. at Forest Meadows to assess the park. In response to Cindy Gangelhoff who had contacted the Park Board to see if they could rent Hawkridge again--it was decided they could have one more cut. MOTION by Kinkade, seconded by McMullen to allow Cindy Gangelhoff one more cut for $75.00 (which will be taken before July 1st). , /J Softball field scheduling was discussed. Park board discussed that tournaments, etc should be treated the same as reserving a shelter. We have reserved signs that can be posted o u June 5, 1986 Page Three Softball field scheduling was discussed. The park board does not have much control other than they can keep a calendar of scheduled tournaments. A reserved sign can be picked up at city hall when the fields are reserved. No service other than the signs would be provided by city hall. It would be on a first come-first serve basis. BY: Jane Risner BY: Request that the City Council instruct Jim Schrantz and Frank Stone to proceed with purchase of watering system based on their satisfaction with the system. Request the City Council to allow expenditure of up to $2,000 as the City Engineer and Public Works Supervisor deem necessary, for possible plumber and equipment rental to complete the watering system at City Hall. Request City Council to instruct Frank Stone to purchase cyclone fence (60") for ball fields 3 and 4 at approximately $2,800/field. Request the City Council to instruct the City Engineer and Public Works Supervisor to get bids for park equipment per May 15, 1986 meeting.
