REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES
July 10, 1986
The regularly scheduled meeting of the Andover Park and Recreation Commission
was called to order by Chairman Kinkade at 7:30 p.m. at Andover City Hall,
1685 Crosstown Boulevard N.W. Andover, Minnesota.

APPROVAL OF MINUTES
MOTION by McMullen, seconded by Strootman to approve the minutes. Motion
carried unanimously.
SOD FARMING AT FOREST MEADOWS
Discussion: Agreement Mr. Magnuson had with Pat Lindquist, former City Clerk
was discussed. They had agreement that he could farm sod at Forest Meadows.
The current park board was not aware of this agreement and have plans for
development of this park. Chairman Kinkade said this was against Ordinance
46--removing plant materials from park. Mr. Magnuson said that this land
was a swamp area and he has done extensive work on this land, clearing field,
ditching, draining, etc. Chairman Kinkade stated that they wished to have
sod left for soccer field for Fall league and did not want Mr. Magnuson to remove
the sod this year.
MOTION by McMullen, seconded by Sabel to request the city council to allow
M.Magnuson to use a triangular shaped piece of property at Forest Meadows
park (southeast of ditch line) as shown on attached map as #1 for sod
farming, at least through September 1987. In exchange, he will mow park
property when accessible. He will reseed this piece of property in September
of 1987 if at that time his request for the legal exchange of land in the next
motion is not approved. Motion carried unanimously.
MOTION by Strootman, seconded by Sabel to request the city council to allow
the legal exchange of a triangular shaped piece of property at Forest Meadows
park (southeast of ditch line as shown on attached map as #1), for the piece
of property M. Magnuson owns of equivalent square acreage (as shown on the
attached map as #2). This will be beneficial to the park department because
it will allow maintenance of the ditch by M. Magnuson for the park and it will
make the park more useful by squaring off the soccer field.

FOREST MEADOWS PARK-UPDATE
The Audettes have graded the park and plan to seed in August. Frank Stone
will have seed available (with notice in advance). Park equipment will be
installed in October (when grass has had time to take hold). Still to
be completed: Staking, playground equipment installation, class five for
parking lot, posts. The soccer field will be ready for Fall soccer. Chairman
Kinkade requested that Tom Gustafson from North Metro Soccer be informed that
another field will be available. It is an under-eight field. Frank Stone said
that public works would have the soccer field marked before the next meeting.
NIGHTINGALE ESTATES-Preliminary Plat
MOTION by Sabel, seconded by Strootman to accept money in lieu of land for
Nightingale Estates. Amount of cash to be determined at the time of final
plat. Motion carried unanimously.
Discussion: Total acreage of Nightingale 38.94 acres. Lot sizes 2~ acres.
OAK BLUFF-Preliminary Plat
MOTION by Kinkade, seconded by McMullen to accept 3.7 acres for park as drawn
on preliminary plat revised 7/8/86 with remaining 3.9 acres in cash in lieu of
land to be determined and payable at the time of final plat. Motion carried
unanimously.
Discussion: Total acreage--76 acres, but only 43 acres are being developed
at this time. The park dedication in the motion is for total 76 acres.
This will take care of further platting of outlot B. Money will be earmarked
for the park.
MOTION by McMullen, seconded by Sabel to name the park, Oak Bluff Park.
Motion carried (3-Yes, I-No).
ANDOVER PARK & RECREATION GUIDE
Sabel mailed the park guide to Jim Schrantz for approval and inclusion in the
next Andover Newsletter. It was also requested that extra copies of the
hand out be printed in the office.
REPORT from Public Works-Frank Stone
The park board complimented Frank Stone on how nice the city hall grounds,
fields, etc. look. They have received other similar remarks.
Frank Stone presented bids for equipment for Forest Meadows, River Forest,
Lund's Evergreen Park & Pleasant Oaks.

MOTION by Kinkade, seconded by Strootman to request the city council to
instruct Frank Stone to purchase the equipment for the parks as listed
above. Motion carried unanimously.
REPORT FROM PARK CHAIRMAN

North Metro has contacted Stuart Kinkade inquiring as to how the installation
of sprinkler system will affect their soccer tournament July 21, 22, 23, & 24.
The park board did not feel that the installation would disturb the soccer
fields for some time. Chairman Kinkade asked if benches could be moved off
of boundary line The field is too small, but Frank Stone will check to see if
the boundary lines can be remarked.

Park Dedication money has been received from the following:
Good Value Homes, Inc. for Hidden Creek Park - $2500
Carlson, Dropps & Assoc. for Creekridge Estates - $825
Woodland Development for Woodland Terrace-5th Add. - $730
Discussion: Creekridge Estates Park. Trees need to be cleared for a ballfield.
Reference to October 17, 1985 meeting. It was thought that when Creekridge
removed fill from Lot 1, Block 5 it would be graded and seeded for ballfield.
So far this has not been done. They should be contacted before the next park
meeting to see what will be done.
Also discussed were projects for the Cub Scouts. Frank Stone said that during
the week, in the morning, there is trash to be picked up from previous night's
ballgames.
Meeting adjourned at 9:30 p.m.
