(612) 755-5100 REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES July 24, 1986 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order by Chairman Kinkade at 7:30 p.m. at Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. MEMBERS PRESENT: MEMBERS ABSENT: ALSO PRESENT: Kinkade, Strootman Sabel, McMullen John R. Peterson, Joanne Audette APPROVAL OF MINUTES MOTION by Strootman, seconded by Kinkade to approve the minutes. FOREST MEADOWS Joanne Audette attended the park meeting for her son who was sick. He had questions concerning Forest Meadows Park: Parking Lot--Will public works grade the parking lot and deliver Class 5 and posts? Yes, they will grade parking lot and deliver class 5. Posts will be delivered after the grading and class 5 is complete. Public works does not have the manpower at this time to grade the whole park. Seed & Fertilizer--Tom Audette, Jr. plans on seeding and fertilizing around August 15th. Seed and fertilizer can be picked up at the public works building. Long Grass--There is a large area of tall grass that is beyond the tractor to cut. Can public works cut this. At this time it is too wet and long to cut. The public works tractor has gotten stuck three times. It would help if it was cut by hand down to a level to dry. Gas Reimbursement--The Audettes would like to be reimbursed for gas they have used in their tractor in grading. Chairman Kinkade said this would have to be discussed with a full board at the next meeting on August 31st. HIDDEN CREEK EAST Hidden Creek East Sketch Plan was presented by John R. Peterson. This is an eighty acre property--park dedication would be eight acres in land or cash. He presented three sketches with variations of park area for review. Discussion: A motion cannot be made on a sketch plan but was discussed and Chairman Kinkade requested a 2.5 acre park in the middle with a northwest and southeast access as drawn on the sketch plan and one tot lot on the east as marked on the sketch plan and one tot lot on the west, with the number of houses bordering park reduced as marked on the sketch plan. Mr. Peterson said they would grade, top soil and seed park area. u u Page Two July 24, 1986 , , L' Mr. Peter~on brought up that Hidden Creek berm was modified and would the park :ommlssion prefer plantings to a fence for area across the berm. The p~antlngs ~ould be of equal dollar amount as fence. There is less maintenance wlth pla~tlngs. He was requested to find out for the park board what amount of plantlngs could be purchased for the price of a fence. He said he would report back on the figures. Blacktop will be done on walkways when driveways are d?ne. Mr. Peterson will return with preliminary plat for Hidden Creek East In August. REPORT FROM PARK BOARD CHAIRMAN Cub Scouts have put up signs for the park at various parks as a community project. Frank Stone will order park equipment. Request for council action on exchange of land at Forest Meadows brought up two problems. The land would have to be redeeded by Lary Carlson'who originally gave the land for park dedication and the neighbors would have to agree with this. It was discussed that Mr. Magnuson only wanted to use the land for about five more years, until he retires. It may not be worth the trouble. This will be tabled until the next meeting when the entire board will be present for a decision. Langseth Park--Frank Stone, Public Works, put snow fence up as requested by neighbors to stop three wheeler traffic. Watering System--progressing well. Soccer fields will be done next weekend. A softball tournament is scheduled for the weekend of August 1st so they will not be able to install equipment on fields until the following weekend. Stephen Nemeth paid $200 for park dedication fee for a lot split. The Andover Park & Recreation Guide was completed for the Andover Newsletter. The next park meeting, July 31st, will be budget planning for 1987. A work sheet was discussed for the next meeting.
