PARK & RECREATION COMMITTEE MEETING
September 18, 1986 Minutes
The regularly scheduled Andover Park & Recreation Commission meeting was
called to order by Chairman Kinkade at 7:30 p.m., Thursday, September 18,
1986 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, MN.
Commissioners Present: Kinkade, McMullen, Sabel, Strootman, Kieffer
Also Present: Mayor Windschitl, Jerry Green, Ron Smith, Tony Emmerich
MOTION by Kieffer, seconded by Strootman to approve the August 28, 1986 and
September~ 1986 minutes. Motion carried unanimously.
Hills of Bunker Lake
It has been proposed that a section of Hills of Bunker Lake be dedicated to
Andover Park Commission and used as a site for new elementary school.
Mayor Windschitl said several sites have been investigated. The school would
have the capacity for 800 students with the ability to be converted to a midle school.
It has two full gymnasiums and is identical to the school being built in Champlin.
The mayor and school district are working with Mr. Green, Mr. Smith and Mr.
Emmerich to carve out a piece of property from this plat that would be a school site.
About 16 acres would be designated for public use and sold to the school district
for equivalent of cash donation. An agreement would also be made to put that
money back into this plat. The school needs a minimum of fifteen acres. A
minimum access of 40 feet would be needed for park maintenance. The park board
was asked how they felt about this plat. Some of their concerns were traffic
control, tot lot near ponds, accessibility of park area. There will be a school
meeting on Monday, September 22, 1986 at the district office where some decisions
should be made.
Report from Park Chairman
MOTION by McMullen, seconded by Sabel to recommend that the City Council amend
Ordinance 47 changing the hours of Red Oaks West Park from sunrise to sunset;
sunset being not later than 10:00 p.m. Motion carried unanimously.
Park Dedication money was received from Esther Olson, Nightingale Estates--Third
Addition in the amount of $4,875.00.
The park board asked the mayor if they could present a gift of appreciation to
the volunteers who helped install the sprinkler system. He suggested that the
board check with the city attorney, Bill Hawkins, to see if it is acceptable
to present a gift.

Scheduling of ball fields, etc. were discussed. It was decided that guidelines
should be established this winter--to be used for next year.
Mayor Windschitl told the park commission that the city purchased the 68 acres
across from city hall. Marc McMullen said he would be interested in serving
on a planning committee for this property.
McMullen said that Forest Meadows was re-Ieveled last weekend. The parking lot
was posted. The park was seeded and equipment has been ordered for installation
in October.
Gretchen Sabel submitted an article for the newsletter regarding a Kelsey-
Round Lake planning meeting.
Budget hearing for 1987 will be held on September 23, 1986.
Meeting adjourned at 9:00 p.m.
