REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES
November 20, 1986
The regularly scheduled Andover Park and Recreation Commission Meeting
was called to order by Chairman Kinkade at 7:35 p.m., Thursday,
November 20, 1986 at the Andover City Hall, 1685 Crosstown Boulevard N.W.,
Andover, Minnesota.
Commissioners Present: Kinkade, Sabel, McMullen, Kieffer, Strootman
Also Present: Frank Stone, Terry Hausam
APPROVAL OF MINUTES
MOTION by McMullen, seconded by Sabel to approve the minutes of the November
6, 1986 meeting. Motion carried unanimously.
SKATING RINK LIGHTS
Terry Hausam, 3731 172nd Lane, requested some type of lighting at Cedar
Crest Pond (behind his house). There is a light pole close to the pond
and he suggested a mercury vapor light with a timer. The kids have been
shoveling the snow off the rink and maintaining it. A lot of children in
the neighborhood use the pond and it is a great source of entertainment for
the kids. Because of early darkness, they are very limited in their time
to skate.
MOTION by McMullen, seconded by Sabel to request Frank Stone, Public Works
Supervisor, to get prices on lights for the skating rinks. Pine Hills, Cedar
Crest, Terrace Park, Rose Park and Prairie Knoll would also need lights.
Prairie Knoll would need two lights--one for the rink and one for the sliding
hill. Motion carried unanimously.
NAME PARKS
MOTION by Sabel, seconded by Kieffer to name the east park at Hills of Bunker
Lake, Redwood Park and the west park at Hills of Bunker Lake, Lost Hills Park.
Motion carried unanimously. The remaining unnamed parks will be named at the
next park meeting.
REPORT FROM PUBLIC WORKS
Frank Stone met with Ken Kranz from the DNR. Mr. Kranz thought the idea of
a dock at Crooked Lake was a good idea. They will need to know the depth of
the lake to put in a fishing pier for non boat access. This would be done
through a DNR grant if approved by the fisheries department.

They went to Round Lake and DNR seems to think they can put in a cement
boat landing. The park commission discussed requesting DNR to put a limit
on the horsepower for boats on Round Lake so as not to disturb the wildlife
and hours for snowmobiling, etc. Gretchen Sabel volunteered to discuss this
with the DNR.
Frank Stone and Ken Kranz also went to River Forest and Mr. Kranz said they
did a good job curving the trail so it would be be seen by canoes. He
recommended not using wood chips on the trail as they wash away by the river.
Class 5 with lime would be better for the trails. DNR requested grills and
picnic tables for canoers. DNR plans on including this area as a canoe rest
area on the map.
Frank reported that the gas money was paid to the Audette family for fuel
reimbursement for their tractor use at Forest Meadows.
The City Council approved the purchase of hats for Andover Park Volunteers.
The park commission asked Frank to check prices for purchase.
HOCKEY RINKS
Frank Stone is advertising for four warming house attendants. Hours are
4-9 p.m., Monday through Friday and 1-9 p.m. on Saturday, Sunday, and School
Holidays. Hours will be posted in the warming house.
Two requests for reserving hockey rink were received, St. Francis Hockey
Association requested three days per week and Mark Soderquist requested Wednesday
evenings. It was discussed and decided the hockey rink should not be scheduled
more than three days per week for organized groups so that it would be
available for non-organized hockey part of the week. Mark Soderquist requested
Wednesday evening and the St. Francis Hockey Association requested Monday,
Tuesday and Thursday.
MOTION by Kinkade, seconded by Kieffer that weather permitting, three nights
per week be scheduled for organized hockey. If Mark Soderquist is an organized
group, he can schedule one evening and St. Francis can schedule two evenings.
Motion carried unanimously. If this is not sufficient, they will need to
notify the park commission.
REPORT FROM PARK CHAIRMAN
The park board received a $150 contribution from Bonestroo, Rosene, Anderlik,
and Associates, Inc., a $100 donation from a lot split from Elmer Dargis and
a park dedication check from Tree's Unlimited for Goodridge Acres. It was
suggested that this money could go towards lights for skating rinks.

Copies of Ordinance 47A were distributed as amended per request from the
Park Commission changing the hours at Red Oaks Park from sunrise to
sunset; sunset being not later than 10:00 p.m.
Chairman Kinkade requested the park secretary request the city accountant
give the park board a balance sheet on park dedication money for 1986.

increase per diem for park meetings from $10 to $15 for member and from
$15 to $20 for chairman. Motion carried unanimously.
MOTION by Kieffer, seconded by Strootman to adjourn at 9:00 p.m. Motion
carried unanimously.
