REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES
December 4, 1986
The regularly scheduled Andover Park and Recreation Commission Meeting
was called to order by Chairman Kinkade at 7:30 p.m., Thursday, December
4, 1986 at Andover City Hall, 1685 Crosstown Boulevard N.W. Andover, MN.
Commissioners Present: Kinkade, Sabel, McMullen, Strootman
Also Present: Terry Hausam, Tony Arellano
APPROVAL OF MINUTES
The November 20, 1986 minutes were amended to read under Report from Public
Works...they did a good job curving the trail so it would not be seen by
canoers. Also in Motion for increase in per diem for park commissioners, a
discussion should have been included explaining mileage for outside meetings
(such as DNR etc.) being reason for requesting increase in per diem.
MOTION by McMullen, seconded by Sabel to approve the November 20, 1986
minutes as amended. Motion carried unanimously.
CITIZENS FORUM
Tony Arellano, 13929 Nightingale St., requested use of hockey rink at City
Hall for the District #11 Blaine hockey team (1st & 2nd graders). Most of
the kids on the team live in the Andover area.
MOTION by McMullen, seconded by Kinkade to schedule the District #11 team
on Tuesday and Thursday evenings from 5:30 to 7:00 p.m. at the City Hall
rink. Motion carried unanimously.
Discussed possibilities for next year--expanding to two hockey rinks at city
hall and possibly a rink at Fox Meadows.
Terry Hausam, 3731 l72nd Lane, inquired as to maintenance of the rinks, how
often they are flooded etc. The Andover News will have a list of rinks,
and maintenance is taken care of by Public Works. They have a new water
truck which should make flooding the rinks easier. As far as maintenance
is concerned, a regULar schedule will probably be followed but becomes low
priority in case of snow/ice because the same personnel would be involved
in snow removal. Frank Stone from public works would be better equipped to
give this information.

NAME THE PARKS
MOTION by McMullen, seconded by Kinkade to name the park at Woodland
Meadows, Pine Hollow. Motion carried unanimously.
The naming of Hidden Creek East was tabled until the next meeting.
REPORT FROM PUBLIC WORKS
Frank Stone was not present but sent report that lights at Ice Rink would
run about $250 per light and $7 per month electric. If pole is there it
would be less (approx. $100). Terry Hausam felt the prices for installation
of lights were not correct. He also suggested the park board do the planning
for the winter in the summer.
MOTION by McMullen, seconded by Sabel to request the city council direct
Frank Stone to proceed with installation of lights at Cedar Crest Pond
and two at Prairie Knoll with cost not to exceed $700, as soon as possible.
Motion carried unanimously.
Discussion: Lights will be on from dusk to dawn and the possibility of
having the lights disconnected in the summer was discussed. It was thought
that the recent donations of $150 from Bonestroo and $100 from Dargis Lot
Split should be put toward the purchase of lights for the skating rinks.
REPORT FROM PARK CHAIRMAN
The park fund received $26,950 from final plat of Woodland Meadows with the
money to be used for development of this park and Hawkridge. Chairman Kinkade
had questions regard the park money report from the accountant and will
clarify this before the next meeting.
Gretchen Sabel said the DNR won't be putting a boat landing on Round Lake.
It had been discussed as a possibility. Top Priority for the Kelsey-Round
Lake park will be killing the weeds and planting prairie vegetation.
The park board also discussed having a liaison person between the County and
Andover Parks.
