called to order by Chairman Apel at 7:30 P.M., Tuesday, January
1987 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover,

Approval of Minutes - January 13, 1987
MOTION by Jacobson, seconded by Rogers to approve the minutes of Jan-
uary 13, 1987 as written. Motion carried on a 6 yes, 1 present (Bosell)
vote.

Jerry Windschitl, Developer - stated that because of the proposals for
sewer and water and petitions received from Shady Knoll and other areas
he is platting his property as the sewer line will run in front of his
property. The area where his tree farm is located will be the last area
that he plats. Mr. Windschitl noted that his property has been cut up over
the years so there are pieces that he does not own. He has had several
discussions with the county regarding what they want and a letter has
been received from them. At one time there was discussion about having
joint driveways.

Windschitl noted that it is and that it should either be vacated or left

Commissioner Jacobson noted that he would like to see the strip of
land by the triangular shaped park eliminated as it butts up to the
landfill. He felt that maybe this area should be looked at more
closely because of the landfill. He also noted that he would like to
see the cul-de-sac on the east side of the plat have a 60 foot radius.
The 20 foot walkway to the park is a good thing because the children
will have a way of getting to the park. Mr. Jacobson questioned the
area shown as Neighborhood Business as the Speedy Market property, along
with several vacant lots, is just down the street. Also, the Conroy
property is zoned Neighborhood Business. Mr. Windschitl's property
proposed for Neighborhood Business will have to be rezoned.
Mr. Windschitl stated that it is his understanding that he can apply
for a Planned Unit Development and then he won't have to have the
property rezoned.
Commissioner Bosell stated that the property should be identified as
"proposed Neighborhood Business".
Mr. Jacobson noted that on this end of South Coon Creek Drive the width
is shown as 60 feet and on the west end it's 66 feet. He felt that
the road should be consistent.
Mr. Windschitl stated that 60 feet meets the criteria for a state aid
street.

Todd Haas showed the Commission a drawing with all of the lots exiting
onto city streets instead of onto Crosstown Boulevard. He stated that
by doing it this way, he would lose three or four lots.
Ms. Bosell felt that the lots on South Coon Creek Drive are going to
be a problem. She suggested combing lots 22 and 23 to eliminate frontage
on South Coon Creek Drive. She also felt that the 10 foot strip by
the landfill should be eliminated.
Mr. Haas felt that the 10 foot strip might be a good idea so that it
can be used as a bike trail.
Ms. Bosell noted that we need to look at whether we want a Neighborhood
Business district in this area. It doesn't need to be a Tom Thumb
store, but could be an office building or some other use.
Chairman Apel noted that there are some configuration problems. We
realize the developer wants to get as many lots as possible and we may
have to compromise to make the plat as attractive and safe as we can.
Ms. Bosell stated that the northern lots can be restricted to front on
interior streets.

Commissioner Pirkl noted that she likes the 10 foot strip that connects
the parks. It makes good sense because of the number of people who
like to bike and cross country ski. She also noted that the Neighbor-
hood Business area is a good idea. That area of Crosstown Boulevard
is a natural place for businesses.

Mr. Windschitl noted that one possibility for the NB area is a fresh
meat market along with other types of service oriented businesses.
Commissioner Jacobson felt that this parcel should be rezoned rather
than a PUD because if it's a rezoning, people are notified and come in
and express their views. With a PUD, you really don't have the people
aware of it and in fact, it's a back door rezoning. He didn't know
if this is the best site for NB zoning. Mr. Jacobson also would like
to know how the county feels about building right up to the edge of
the landfilL
Mr. Windschitl stated that about a million dollars has been spent in
testing the landfill and the surrounding properties and there have been
no problems other than in the landfill and the county doesn't expect
that there will be any problems in the future.
Chairman Apel declared the meeting adjourned.~
