REGULAR PLANNING AND ZONING COMMISSION MEETING- MINUTES
FEBRUARY 24, 1987
The Regularly Scheduled Andover Planning and Zoning Commission meeting
was called to order by Chairman Apel at 7:30 P.M., Tuesday, February
24, 1987 at the Andover City Hall, 1685 Crosstown Boulevard N.W.,
Andover, MN.

Approval of Minutes
January 27, 1987
MOTION by Rogers, seconded by Jovanovich to approve the minutes of
January 27, 1987 as written. Motion carried on a 5 yes, 1 present
(Vistad) vote.
February 10, 1987

Winslow Hills Sketch Plan
Winslow Holasek, developer - stated that the sketch plan has been
reviewed by the City Council, city staff and the Andover Review
Committee and they don't like all of the cul-de-sacs.
Chairman Apel noted that one of the first items that the Review Committee
recommended was to eliminate as many of the cul-de-sacs as possible.
There are two pieces of commercial property. The City has recommended
that we don't have exits onto Hanson and Crosstown Boulevards. The
developer plans to build an attractive entrance into the plat from
Hanson. Mr. Apel noted that most of the objections the Review Committee
had have been met.
Todd Haas, Assistant Engineer - felt that Crosstown Boulevard should
be moved so that the exit is not so dangerous. This could be accomplish-
ed by swapping land with the developer.
Commissioner Vistad stated that his main objection is the number of
butt lots. Mr. Apel noted that the Council was not concerned with
the butt lots.

Commissioner Bosel1 asked if the plat will be developed all at once
or in phases. Mr. Holasek stated that it will be done in phases.
Ms. Bosell noted that the commercial property needs to either be
rezoned or a Planned Unit Development needs to be applied for.
