Adjournment o o ,--'\ '-../ CITY of ANDOVER REGULAR PLANNING AND ZONING COMMISSION MEETING - MINUTES OCTOBER 27, 1987 The Regularly Scheduled Andover Planning and Zoning Commission Meeting was called to order by Chairman Marge Perry at 8:01 P.M., Tuesday, October 27, 1987 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, MN. Commissioners Present: Commissioners Absent: Also Present: Pease, Vistad, Jacobson, Bernard Bosell, Jovanovich Todd Haas, Assistant City Engineer; Daryl Morey, City Planner Approval of Minutes - October 13, 1987 Several typographical errors were noted in the minutes. MOTION by Jacobson, seconded by Bernard to approve the minutes of October 13, 1987 as corrected. Motion carried on a 4 yes, 1 present (Vistad) vote. Jay Clemens Special Use Permit, COnt. Chairman Perry reopened the public hearing. F ') MOTION by Vistad, seconded by Jacobson to close the public hearing. Motion '- carried. Inasmuch as Mr. Clemens had not notified the city of his intentions and did not attend this meeting, the Planning Commission concensus ,"Ias to act on the request. MOTION by Jacobson, seconded by Vistad to reinstate Mr. Jacobson's motion of October 13, 1987 denying the request of Jay Clemens for a Special Use Permit. Also noting that under Item 3 of the motion, the following will be added: The Planning and Zoning Commisison does not regard a seven month operation as temporary. Motion carried unanimously. Louis Pankonin Variance Chairman Perry noted that an amendment to Ordinance 10 allows property owners to move lot lines with the approval of the Zoning Administrator. Therefore, she felt that this variance is not required. The Commissioners agreed with her. MOTION by Jacobson, seconded by Bernard that the Andover Planning and Zoning Commission recommends that the variance request of Louis Pankonin be sent back to the Zoning Administrator for review under Ordinance 10K. The Planning Commission feels that the zoning Administrator has the authority to approve this moving of lot lines. ~) The Planning Commission also recommends that the filing fee be refunded if () f ) \J Regular Planning Commission Meeting October 27, 1987 - Minutes Page 2 (L. Pankonin Variance, Cont.) the Zoning Administrator finds there is no detrimental affect to the property. Motion carried. The Chairman declared the meeting adjourned. Meeting adjourned at 8:19 P.M.
