(612) 755-5100 REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES January 8, 1987 The regularly scheduled Andover Park and Recreation Commission meeting was called to order by Chairman McMullen at 7:30 p.m., Thursday, January 8, 1987 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, MN. Commissioners Present: McMullen, Sabel, Kieffer, Strootman, Kinkade Also Present: Bill Batson, Industrial Park; Dean Reno, North Metro Soccer; Frank Stone, Public Works APPROVAL OF MINUTES MOTION by Strootman, seconded by Kieffer to approve the minutes of the December 18, 1986 meeting. Motion carried unanimously. RESIDENT FORUM Dean Reno, North Metro Soccer, presented the dates for consideration for field scheduling to be done in February. Additional concerns presented: sprinkler heads are sticking up in the Under 8 soccer field and there are holes in the field. Frank Stone said they would be adjusted in the spring when the fields are prepared. He also stated that it is difficult to keep the Under 8 field free of holes because the younger kids dig with their feet while they are playing. It was brought up to Mr. Reno that the Forest Meadow soccer field will be available for scheduling this year. The soccer association needs a regulation field and the park board discussed making Forest Meadow a regulation field rather than an Under 8 field. Mr. Reno also asked Frank Stone about marking the fields etc. Frank stated that he can always use volunteer help with marking fields, etc. The North Metro Soccer also had two requests for tournaments which the park board requested be submitted by the first meeting in March. Industrial Plat--Bi11 Batson :' .'\ \..j Bill Batson is considering platting a small parcel (about 3 acres) for an industrial park on Bunker Lake Boulevard and was concerned what the park dedication would be. If it was too high, he wouldn't plat it. Mr. Batson said the Planning & Zoning Commission wanted him to dedicate 17 ft. along Bunker Lake Boulevard to the Highway Department and a ten ft. easement to the city. He said that this was 9 percent of the plat. He was concerned that in addition to the park dedication it wouldn't be worth it to him to plat it. The property has buildings on it and the park board could only guess what the dedication would be. They told Mr. Batson that they would check with the city engineer and let him know by Monday what the park dedication will be. o u Park and Recreation Meeting Minutes January 8, 1987 Page Two Tree Removal Permit MOTION by Kinkade, seconded by Strootman to request the City Council to approve a $10 fee for Tree Removal Permit. This permit is for removing dead trees from city parks. It is also requested that the fee be placed in the park dedication fund. Motion carried unanimously. Discussion: Justification for permit fee is based upon time involved by Public Works to select and verify the removal of dead trees by the permitee. Permit Application should be attached to Motion when sent to council. The fee would be paid when the permit was picked up after approval at city hall. Canoe Launch at River Forest Discussed the DNR proposal for canoe launch. The DNR has already done the paperwork and this is on their 1987 map for canoers. The material has been budgeted by the parks and Gretchen will call the DNR to confirm their plans. Application for Fishing Pier The water level at Crooked Lake has to be measured (out 100 feet) to proceed with application for fishing pier. Gretchen and Marc will meet Saturday morning to measure the water and notify Bruce Gilbertson at the DNR of the results. Report from Public Works Frank and Councilman Elling have been checking out lights at city parks. Lights for Andover parks have been approved but must meet ordinance guidelines. At this time they cannot rip frost for wiring. They are looking for lights on po1es--200 watt sodium. The pole would have its own meter and probably a timer. This would be more economical. Frank Stone also said that Terry Hausam had called Public Works thanking them for flooding Cedar Crest Pond. Wayne Davids from Crooked Lake school has been complaining about the ice. He has been leaving messages but Frank hasn't been able to contact him. Crooked Lake was to put boards up around the hockey rink but have not as yet. Public Works is maintaining rinks and supplying warming house attendants. It is hard to keep up the ice without the boards around the rink. The Parks also provides a satellite. Frank will contact Melanie DeLuca to see about getting someone from Crooked Lake Advisory group to come to the next park meeting. R~p~r!-f~om Park Board Chairman The park dedication fun received $100 from Alice Packer for a lot split. , / ./ '- ) I \ U o Park and Recreation Meeting Minutes January 8, 1987 Page Three The park board discussed getting grading bids for Hawkridge. The city council will have to go out for bids. They decided to table this discussion for another meeting when a grading plan is available. Gretchen said she received a bid for planting at Kelsey at $900/acre. Also they have identified the farmer who has been farming property on the city land. Todd Haas made a map of the Andover Parks. The park board asked Frank to post a no motorized vehicles sign on the island of Round Lake as soon as possible. MOTION by Sabel, seconded by Strootman to have Frank stone order 15 more large park signs (rules and regulations) and 15 no motorized vehicle signs. Motion carried unanimously. Chairman McMullen also asked Frank to go ahead and order 100 green caps that read "Andover Parks". The motion was approved by council to order them.
