REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES
March 19, 1987
The regularly scheduled Andover Park and Recreation Commission meeting was
called to order by Chairman McMullen at 7:30 p.m., Thursday, March 5, 1987
at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, MN.
Commissioners Present: McMullen, Strootman, Kieffer, Kinkade

APPROVAL OF MINUTES
MOTION by Strootman, seconded by Kinkade to approve the minutes of the
March 5, 1987 meeting. Motion carried unanimously.
KELSEY ROUND LAKE DISCUSSION
MOTION by Kieffer, seconded by Kinkade to request the city council to approve
a method of removing thistles from Kelsey Round Lake Park, which according to
Minnesota State Code must be controlled. Their first choice would be a
controlled burn and then spraying 2,4 D when growth comes up (about 8 inches).
The other alternative is hiring Brad Dillon to disc the area, wait for it to
mulch (2-3 weeks) and then spraying 2,4 D when new growth appears (about 8
inches). The section of Kelsey Round Lake Park where thistle problem needs
to be controlled covers approximately 20 acres on the south east corner of
the park. If this area was burned it would be burned in sections. They also
noted that this problem needs to be moved on soon before nesting. Motion
carried unanimously.
Discussion: The park board discussed with Brad Dillon that his farming
operation had extended to Kelsey Round Lake Park (which he was unaware).
Bob Palmer, fire chief, said the fire department would burn the area of
Kelsey Round Lake where thistles need to be controlled as a drill if the
council would approve it. Mr. Dillon suggested that the best control for
the thistles would be burn or disc the thistles and when new growth reaches
about eight inches it should be sprayed with 2,4 D. Burning would be the
best method since it would not leave residue. He also said 2,4 D is fairly
cheap. The park board asked Mr. Dillon what the cost is for discing and
plowing. Discing is about $15/acre and plowing about $7.50/acre. If the
park board decided to go with discing and spraying they should allow for
extra time because he would disc the ground, wait for it to mulch for 2-3
weeks, plow, and then spray when growth reached about eight inches.
The park board told Mr. Dillon they would let him know what the council
decided. Also Jeff Kieffer mentioned that the mayor thought Lyle Bradley
may wish to be involved. Jeff has tried to reach him on many occasions
and has left messages but hasn't been able to talk to him.

) ANDOVER COMMUNITY ADVISORY COUNCIL
Melanie DeLuca gave a little background information on the Andover Community
Advisory Counci1--a group of volunteers from Andover concerned with community
education needs. They also have a committee concerned with school issues.
The ACAC has offered to donate $500 for bike trails and challenge other
community organizations to do the same. They feel major county roads have
a critical need. The park board is looking at bike trails in terms of long
range plans but do not see any time soon that they would be looking into this.
Larry Strootman said Crosstown and Crooked Lake Boulevards are FAU roads and
can have bike trails added at a minimum cost if the roads are upgraded but
that this must be requested by the county. Frank Stone said that there are
plans for Crosstown Boulevard. Melanie said she would need to know fairly
soon if the park board was interested in accepting this money for bike
trails, otherwise the council would allot this money for another project.
Ms. DeLuca also said the council is working on a community directory. They
would like to add park information, highlighting major parks and facilities
such as, City Hall, Crooked Lake facilities, tennis courts, etc. They are
working on this now and would like this information by the second meeting in
April.
She also brought up that the new school will be operational by July 1988
and she presented the Andover Community Education Long Range Plan (attached).
MOTION by Strootman, seconded by Kieffer to recommend to the council, the
concept of the Andover Community Educaton Long Range Plan. Motion carried
unanimously.
Frank Stone reported the Crooked Lake School ballfields have been prepared
for use. The school district will drag fields, etc. while school is in
session and public works will prepare them in the summer. The school will
not supply bases. AAA will have to buy their own bases because public works
only has the peg bases which the athletic association does not want to use.
Public works will also supply a back stop box for storage of bases.
PARK PLANNING
MOTION by Kinkade, seconded by Strootman to advise the council that the
$17,000 originally requested for grading at Fox Meadows has been redirected
for Prairie Knoll as per March 5, 1987 park meeting--$8,300 for a ball
diamond, $6,000 for park equipment (shelter, picnic tables, grills, swing
set, slide, spring rides, spinner ride), and $2,700 to upgrade skating rink
and parking lot and park lights.
Discussion: Fox Meadows is too costly to develop fully--the $17,000 would
not even completely grade the park. River Forest will be completed this
year and is close to Fox Meadows. The money would be more efficiently used
at Prairie Knoll. Frank Stone said he would have a sketch plan for the park
by the next meeting.

PROPOSED SCHOOL SITE
MOTION by Kinkade, seconded by Kieffer to make the following recommendations
to the mayor and council (per request) regarding the new school site field
plan:
1) Proposed soccer field #1 be changed to a parking lot
2) That there be 70 feet between fields (foul ball line)
3) Ball field #4 be moved into southeast quadrant of pie
4) Soccer field 2 be moved directly west of soccer field 3
5) Allow space for an indoor hockey arena
6) Change soccer field 5 to a football field with a cinder track for
track and field.
Motion carried unanimously.
Frank Stone said there may be a new road going through Lund's Evergreen
Park. He suggested that the park put a hold on the scheduled upgrading
of the park. Depending on how the park is affected by the road, the
park could be used as the Creative Play Area.
MOTION by Strootman, seconded by Kieffer to adjourn at 9:45 p.m. Motion
Carried unanimously.
