REGULAR PARK AND RECREATION COMMISSION MEETING
APRIL 2, 1987 - MINUTES
The Regularly Scheduled Andover Park and Recreation Commission meeting
was called to order by Chairman McMullen at 7:30 P.M., Thursday, April
2, 1987 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover,
MN.
Commissioners Present: Kieffer, Sabel, Kinkade, Strootman (arrived at
8:15 P.M.)
Also Present: Lary Carlson; Lloyd Knutson, DNR; Frank Stone,
Public Works Supervisor
Approval of Minutes - March 19, 1987
MOTION by Kinkade, seconded by Kieffer to approve the minutes of March
19, 1987 as written. Motion carried.
Resident Forum
Richard Germundsen, 14129 Quay Street N.W. - asked if a fence could
be put up by the water tower as people keep driving on his grass. He
also asked if the sand points in the park could be removed.
Frank Stone noted that the sand points are scheduled for removal this
year. He will also check on the cost of fencing for the water tower.
Sketch Plan - Colonial Creek
Lary Carlson, developer - stated that he is proposing a golf course in
the plat. The entry to the course would be off of South Coon Creek
Drive. The property for the course is in the flood plain and a golf
course is one of the allowable uses in a flood plain. The golf course
would be owned by a non-profit sector but it would not be a private
course. Mr. Carlson noted that in other cities, a course like this is
done in conjunction with the city. It will be a part of the park
system. He stated that their concern tonight is whether the Park
Board is interested in this use.
Richard Germundsen - stated that he has been watching that property
over the last 19 years and there is standing water there.
Stuart Kinkade asked Mr. Carlson if he is planning to give the city
some rights for the golf course in lieu of park dedication fees. Mr.
Carlson said yes.
Gretchen Sable suggested developing the park along South Coon Creek
~ , Drive at the same time as this is developed.

Chairman McMullen stated that the Mayor is a little more agreeable

to burning the thistles as the Fire Department is confident that they
can handle the burn.
Jeff Kieffer noted that Bob Palmer was more than willing to burn the
thistles as a training drill. The Mayor, however, wanted more research
done. The Department of Natural Resources had no problem with the
burning.
Lloyd Knutson, Department of Natural Resources - felt that plo\ving it
up and planting might be a better option, although either way it's done,
something is going to have to be planted. Some of the things that could
be done in that area are nesting cover for wildlife, planting non-native
species or native grass. Prairie grass would have to be burned every
three to five years and is more expensive to plant. It would be beneficial
if the Fire Department could use it as a training area for burning.
Ms. Sabel suggested planting trees and letting it go back to forest.
Mr. Knutson suggested that some trees could be planted but some corn
should be planted as winter feed. If alfalfa is planted, nothing would
have to be done with it for at least 10 years. He felt that 20 acres
planted with something would be a good start. Fire breaks need to be
around the area that is going to be burned if that is the route they
are going to take.
Bob Palmer, Fire Chief - stated that the Fire Department would burn
it as a training drill.
Chairman McMullen asked the Commission if they are in agreement with
the following: The lower 20 acres will be burned, disced and soybeans
planted this year with prairie grass being planted next year. If it
can't be burned, it'll be disced, plowed and soybeans will be planted.
For the upper section where the trees will be planted, grass should be
planted as soon as possible.
AMENDMENT TO MOTION of March 19, 1987 by Kinkade, seconded by Sabel
that the Park Board's first choice would be a controlled burn followed
by a soybean crop planted by Brad Dillon, if he agrees, with the crop
to be harvested in the fall of 1987 followed by prairie grass planting
in 1988. The second alternative would be as stated in the first motion.
Discussion:

This change came about after discussions with Bob Palmer,
Chief, and Lloyd Knutson of the Department of Natural
Motion carried unanimously.
Chairman McMullen asked Frank Stone if he would plant the grass. Frank
stated he doesn't have any way to see it; they will have to contract
for it.

MOTION by Sabel, seconded by Kieffer to authorize Frank Stone to have
the area seeded within the next two to three weeks.

Discussion: There are 1500 trees coming within the next month

Prairie Knoll
Frank Stone presented a sketch of how the park should be laid out.
He questioned if swings should be installed. It was noted that at
the last meeting, the Commission made a motion to include swings in the
park.
Chairman McMullen noted that the Andover Athletic Association has the
Crooked Lake School baseball diamond straightened out and they want the
city to buy the implanted bases. It was decided that the city not buy
equipment for fields that are not ours.
MOTION by Kinkade, seconded by Kieffer to adjourn. Motion carried.
Meeting adjourned at 9:45 P.M.
