REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES
April 16, 1987
The regularly scheduled Andover Park and Recreation Commission meeting was
called to order by Chairman McMullen at 7:30 p.m., Thursday, April 16, 1987
at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, MN.
Commissioners Present: Strootman, McMullen, Sabel, Kieffer
Also Present: Al Parent, Duane Johnson
APPROVAL OF MINUTES
MOTION by Kieffer, seconded by Strootman to approve the minutes of the
April 2, 1987 meeting. Motion carried unanimously.
RESIDENT FORUM
Al Parent and Duane Johnson (Anoka Sr. High Football Coach) attend the Park
meeting to explain their yearly program where the 150-160 football players
from Anoka Sr. High seek pledges from the community for five hours of service
to the community--cleaning parks, cemeteries, planting trees, etc. The work
is concentrated in the cities where the students live and they would like to
include Andover this year. They would prefer they work in the west side of
Andover since that is where the Anoka students live. There would be 6-10
boys available to work in the Andover area; they will need a supervisor and
equipment for whatever work they would do. The work day this year is May 9th
and they will meet at the Anoka City Maintenance building by Greenhaven at
7:30 a.m. Chairman McMullen said the park department will be receiving 1500
trees from the DNR and he will try to coordinate the tree planting with this
work date. If trees do not arrive prior to May 9th, there should be other
work to do...wood chip trails etc. Al Parent works for Anoka Electric and
he said they could supply wood chips if they were told where to take them.
REPORT FROM PUBLIC WORKS
Frank Stone was unable to attend the meeting but requested
approve purchas of grass seed for Kelsey Round Lake Park.
suggested the use of Minn.Dot for $2.20 per pound.

MOTION by Sabel, seconded by Kieffer to request Frank Stone to purchase
grass seed for Kelsey Round Lake Park. Motion carried unanimously.
Discussion: The park board wished Frank to check on the price of Dan
Patch before ordering Minn.Dot 555. They felt the price of Minn.Dot was
too high for an inferior grass seed.
~ REPORT FROM PARK CHAIRMAN
Chairman McMullen attended the City Council meeting with the park request
for eliminating the thistle problem at Kelsey Round Lake Park. The council

The council was also interested in how the Kelsey Round Lake Extensive Study
done by TKDA compared to present plans. Chairman McMullen reported that the
council agreed to equipment purchase and transfer of money from Fox Meadows.
It was requested, however, that the park board research Fox Meadows and
let the council know what can be done, if anything, at this park. They
would like this information in the near future. Discussion was tabled for
the next park meeting.
St. Francis
5th and 6th
October 15.
Quarterback Club has sent a letter of request for a field for
grade football for evenings and Saturday mornings, August 15-
It was not known what fields would be available.
MOTION by Sabel, seconded by Kieffer to allow the St. Francis Quarterback
Club use of a field for football when a field is located. Motion carried
unanimously.
Discussion: Chairman McMullen will check with Frank Stone to see what
park would be available and appropriate for football.
The park dedication fund received $5,150 from Oak Bluff.
Chairman McMullen received a letter which he read from the Commission
on Minnesota Outdoors encouraging support for the Land and Water
Conservation Fund program.
MOTION by Sabel, seconded by Kieffer to adjourn at 8:30 a.m.
