(612) 755-5100 REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES May 7, 1987 The regularly scheduled Andover Park and Recreation Commission meeting was called to order by Chairman McMullen at 7:30 p.m., Thursday, May 7, 1987 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, MN. Commissioners Present: Sabel, Strootman, Kinkade, McMullen, Kieffer Also Present: John R. Peterson, Frank Stone APPROVAL OF MINUTES MOTION by Strootman, seconded by Kieffer to approve the minutes of the April 16, 1987 meeting. Motion carried unanimously. HIDDEN CREEK BERM John R. Peterson, Good Value Homes, attended the park meeting to clarify what is expected for fencing at Hidden Creek. Initially it was agreed that Good Value would install post and cable across the length of the down side of Bunker Lake Boulevard. It was later suggested that landscaping be done in lieu of post and cable for the same dollar value. The reason for the berm and post and cable was safety--a block of some type between Bunker Lake and the park. The cost of the post and cable is approximately $1800. Landscaping of this dollar value would not cover the length of the berm in a safe manner. It was decided to go with the initial plan of post and cable. The park board requested that Good Value touch up the seeding on the north 9~ acre park on the west side and the smaller park be seeded by September 1, 1987. They also requested that the two walkways between the park and road (20 ft. long, 6 ft. wide, 2 in. deep) be paved with seed on either side from southwest and east. Frank Stone requested that the park board decide at the next meeting exactly where the post and cable should be installed. Public Works needs to mow the berm to see where the cable should be installed for maintenance purposes. The park board may landscape along the post and cable. Mr. Peterson said to inform him of the decision and stake where the post and cable should be installed and he would take care of it. FOX MEADOWS Tabled until the next meeting. It was requested by the city council that the park board decide what can be done with this park, if anything. It appears the park would be too expensive to develop. Larry said he would contact the University of Minnesota Parks Department for possible ideas. Marc will locate the original plans for the next meeting. The option was brought up that the park could also be returned to the developer. ~) " '\ \,j . \ U Park & Recreation Meeting Minutes May 7, 1987 Page Two REPORT FROM PUBLIC WORKS Frank reported that he received three bids for repair of Northwoods Tennis Court. The court is in terrible shape. The three bids ranged from $3,434 for cleaning and filling cracks, and paint to $10,550 to $14,999 for complete renovation. There has been $4,000 budgeted for this project. Discussion on incoming park dedication money that was not alloted for other development. Park board requested balance for park dedication account. Frank received a bid from MN Playground for park equipment. Total bid with freight and discount is $18,999. Other bids should be coming in. Frank Stone reported that a fence was installed at Rose Park. Frank requested money from the park board for a summer person at minimum wage. More parks require more help. The park board said they would need to look at the budget. Frank said this would require about $2,000. Jeff said he will meet with the Anoka H.S. football players to supervise their work day. Other park board members could not attend. Marc said he would be able to attend for a short time. Chips will be ordered from Anoka Electric for trails. Discussed meeting at various parks before the park meetings to assess needs and be more visible in the community. Meeting time would be 7:00 p.m. with meetings starting at 8:00 p.m. for the summer. On May 21, 1987 the park board will meet at Hidden Creek park at 7:00 but the meeting will start at 7:30 p.m. at City Hall.
