REGULAR PARK AND RECREATION COMMISSION MEETING MINUTES
July 9, 1987
The regularly scheduled Andover Park and Recreation Commission meeting was
called to order by Chairman McMullen at 7:30 p.m., Thursday, July 9, 1987
at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, MN.
Commissioners Present: Strootman, McMullen, Sabel, Kieffer, Kinkade
Also Present: Frank Stone, Lary Carlson, Dave Spaulding, Melanie DeLuca
APPROVAL OF MINUTES
The June 18, 1987 minutes were amended under Prairie Knoll discussion
(page two) to read that the park board thought the original estimate from
TKDA of $40,000 was too high to consider for grading Fox Meadows. The
latest estimated quote was $25,000 which could be considered for 1988.
MOTION by Sabel, seconded by Strootman to approve the June 18, 1987
minutes as amended. Motion carried unanimously.
COMMUNITY EDUCATION
Melanie DeLuca reported that the community education program has about
530 children in the summer recreation program. Chairman McMullen asked
her to notify the summer programmer at Fox Meadows to keep the children
off the equipment as it is in the process of being installed and is not
cemented in yet.
COLONIAL CREEK

Woodland Development reported that they met with Planning and Zoning and
the plat is about 99% approved. There was concern with traffic control
which has been taken care of and approved by the engineer. Frank Stone
suggested the parking lot by the tower for the walkway to Colonial Creek
be eliminated. Dave Spaulding, Woodland, presented possible means of
park dedication per letter of June 29, 1987. Their first proposal was
cash in lieu of land of $18,000 which they felt substantially exceeded the
standard park dedication. Their second proposal was service in lieu of
cash: 1) For five years, 1989 through 1993--residents of the City of
Andover would receive a $1 discount per round of golf. This figure
represents an approximate 15% discount for all Andover residents. Based
on their projections, this would be a $25,000 savings to the residents of
our city. They would also provide group lessons to Andover residents on a
half price basis in three four-week sessions for four categories: Age 12
and Under, Juniors, Adults, Seniors. This savings to residents would value
$24,210 to their best estimated calculations. Additionally, they would
provide a twenty foot access and assist in cleaning a portion of the park
south of Coon Creek Drive.

MOTION by Kieffer, seconded by Strootman to accept cash in lieu of land
as determined by the city engineer for park dedication for Colonial Creek.
Woodland Development would provide a twenty foot walkway between Lot 4,
Block 2 and Lot 1, Block 3 with chain link fence and assist with the cleanup
of Creekridge Park, fifty feet on either side of the proposed entrance.
Motion Failed (VOTE: 2-yes, 3 no [Sabel, Kinkade, McMullen]).
Discussion Larry Strootman did not feel that the park commission should ever
be involved in accepting service of any kind as park dedication.
MOTION by Kinkade, seconded by Sabel to accept as park dedication for
Colonial Creek, $10,000 in cash, payable at time of final plat; reduced
green fees ($1 discount) for Andover residents for five years; a twenty
foot walkway between Lot 4, Block 2 and Lot 1, Block 3 of Colonial Creek
with hedging; and assistance with cleanup of area that would be used as a
proposed entrance (fifty feet on either side of entrance located at Creek-
ridge Park). Motion carried. (VOTE: 4-yes, I-no [Strootman]).
Discussion: Larry Strootman felt park dedication should be land or cash
for parks, not service) He stated that the park commission does need money
for development of existing parks and accepting service may leave the
commission open to criticism from other developers.
LANGSETH PARK
Fencing for Langseth park, located on l74th Street off of County Road 9
has been estimated at about $900.
MOTION by Kinkade, seconded by Strootman to request Frank Stone to order
chain link fence for east side of Langseth Park with cost not to exceed
$950. Motion carried unanimously.

REPORT FROM PARK CHAIRMAN
Sales are running now on play equipment. City Hall has $4,000 alloted for
equipment and it was decided that Frank will prepare an order from Mexican
Forge--the money has been approved. Frank will also bring catalogs for
the next park meeting. This will be an agenda item.
