The regularly scheduled meeting of the Andover Park and Recreation
Commission was called to order at 7:30 p.m., Thursday, November 19, 1987,
in the Council Chambers of Andover City Hall, 1685 Crosstown Blvd. N.W.,
Andover, r1lJ.
Commissioners present included: Chairman Harc llcl1ullen, Lary
Stroo~~an, Gretchen Sabel, and Jeff Kieffer. Commissioner Stuart Kinkade
was absent.
APPROVAL OF HINUTES
Motion was made by Commissioner Sabel, seconded by Commissioner
Strootman, that the meeting minutes of November 5, 1987, be approved
as printed. Hotion carried unanimously.
RESIDENT FORUM
Caroline Dixon, representing the District 11 In-House Hockey Associa-
tion, addressed the commission requesting that their two teams be allowed
to use the ice skating rink at City Hall for practices on Tuesday and
Thursday nights from 6:00 - 7:30 p.m. and from 7:30 - 9:00 p.m. Ms. Dixon
can be reached at 755-6559. The other coach or coaches were asked to call
the city leaving a number where they can be reached.
Don Sivigny, telephone number 753-5632, requested the use of the ice
for broomball on Wednesday nights from 6:30 - 9:00 p.m.
Public Works Director Frank Stone stated that any time there is over
two inches of snow, the ice rinks will be the last to be taken care of.
However, if anyone starts to clean the ice surface, please finish it be-
cause it is extremely difficult to remove hardened snow. Staff prefers
that teams cancel play and wait for city employees to clear the surface.
l1r. Stone reported that Crooked Lake Elementary School will also
have a skating rink with lights. However, construction of the rink will
be done by the Parents' Association. Should any individuals or groups
volunteer to help, more skating may be scheduled there. The city main-
tains that ice also. It was further reported that next year there could
be a third such rink at Hawk Ridge Park.

Motion was made by Commissioner Kieffer, seconded by Commissioner
Sabel, to approve Don Savigny's request for broomball on Wednesdays from
6:30 p.m. - 9:00 p.m. and the request from Blaine's District 11 Youth
In-House Hockey Association for Tuesday and Thursday night play from
6:00 - 9:00 p.m. Motion carried unanimously.
HIDDEN CREEK - DISCUSSION/FIELD CONDITIONS
Hidden Creek residents Bob Pobul, l1ike Olson, and Chuck Thompson
were present to discuss the Hidden Creek Park development and field
conditions.
11r. Pobul queried the possibility of flooding the open area for
skating purposes. Com~issioner Sabel and Mr. Stone replied that open
area flooded for skating should have a clay bottom, whereas Hidden Creek's
is sandy.
11r. Pobul stated that if something isn't done to eliminate the weeds
in Hidden Creek, they will be overrun by cocklebur next year. }tr. Stone
stated that the city will probably spray next spring after cutting it.
If necessary, they will sprinkle black dirt over the area.
Upon discussion of borders around the lot lines, Mr. Stone stated
that there will be 25-30 ft. borders around the fields. The soccer fields
have already been cut to the minimum width to avoid overlapping into the
ball diamond.
}tr. Olson requested there be some type of privacy barrier shielding
their home from the park area. }tr. Stone stated that fast growing bushes
could be planted in the area. It is not city policy to construct privacy
fences. There will reportedly be no plantin~s around the softball field.
}tr. Pobul questioned the possibility of planting evergreens or some type
of shrubs. Cormnissioner Sabel added that there has been discussion about
some type of vegetation on the berm. Chairman McMullen reported that
money has been received for that purpose.
Hr. Thompson discussed the possibility of setting a curfew for the
parking lot area, questioning whether the park hours will be signed.
Chainnan McMullen stated that this will not be done unless there is a
problem.
Itr. Pobul questioned whether the lime ag area could be flooded for
skating. Mr. Stone replied that it is a possibility.
Chairman McMullen reported that there has been no decision regarding
the tennis court issue or the possibility of moving it to Hidden Creek
Park. He added that the kiddie park area has been budgeted for next year.

Commissioner Kieffer reported that should area residents wish to
work together and plant some type of shrubs along the park border, seed-
lings may be obtained through the Department of Natural Resources for 500
for $50.00. Commissioner Sabel stated that the city can buy them but can't

put then in. 11r. Pobul felt this could be a possibility. Commissioner
Sabel pointed out that it is important that they be kept watered.
Mr. stone stated that he could get some black dirt for them if residents
see that the seedlings are planted. Chainnan McMullen felt the city
could provide wood chips to be placed around each seedling. Residents
were asked to contact the city in February should they wish to obtain
some trees. Chairman McMullen reco~~ended that the group discuss this
action with neighbors to see if they would be willing to take care of them.
Mr. Pobul queried the procedure for petitioning for street lights.
Mr. Stone reco~nended that they contact city staff to receive a formal
petition which must be signed by over 51 per cent of the area. This
signed petition should then be returned to the City Administrator who
will place it before the City Council for their consideration.
ICE SKATING ATTENDM~TS
}tr. stone reported that two of the four attendants needed have already
applied. However, it would be preferable to have five attendants available.
They will be paid $4.00 per hour.
}tr. Stone added that the skating rink at River Forest will not be
available this year.
The computer print out of ice rinks within the system was briefly
reviewed.
Ice rink attendants will probably begin the second week in December
with the same hours as in recent years.
Commissioner Sabel reported that the Andover Advisory Council will
be meeting at Crooked Lake School the second Tuesday of the month. She
felt that someone from the Park Board should attend these meetings.
REPORT FROM PUBLIC WORKS
l1r. Stone reported that the city has sent in payment to Anoka Electric
Cooperative for the lighting of Barnes and Cedar Crest in the amount of
$1,300 and $324 respectively.
It was reported that the free skating pond at Hawk Ridge is too deep
and will have to be corrected at a cost of approximately $600 to $700.
In answer to Co~~ssioner Sabel's query, Mr. Stone stated that the
hockey rink lights have automatic timers.
Hawk Ridge will be seeded next spring and not available for summer
use. Class 5 for the parking lot will be put in next spring.

Chairman McMullen noted that ball schedules are received from the
Athletic Association in January to be voted on the first meeting in
March. This should be placed in the city's ne"sletter as soon as possible.

Mr. Stone reported that there may soon be another Park Board member.
Com~ission confirmed that playground equipment for Wild Iris should
be located in the northwest corner.
Commission concurred that meetings be set up with city council mem-
bers to review the city's 25 maintained parks.
ADJOURXHENT
There being no further discussion, motion was made by Commissioner
Kieffer, seconded by Commissioner strootman, and unanimously carried,
that the meeting be adjourned at 8:20 p.m.
