Adjournment o o C) ...'r7\ .,r\ CITY of ANDOVER PARK AND RECREATION COMMISSION REGULAR MEETING MINUTES OCTOBER 20, 1988 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:35 p.m., Thursday, October 20, 1988, in the Council Chambers of Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, ~Jinnesota . Commissioners present included: Marc McMullen, Stuart Kinkade, Ron Ferris, Tom Anderson, Gretchen Sabel Staff present included: Assistant City Engineer Todd Haas and Public Works Director Frank Stone. RESIDENT FORU~! Larry Montclair, 2521 179th Avenue, stated he had a concern regarding Hawkridge Park. He has had a problem with the kids and some adults going through his yard riding laHn mowers to gain access to the park. Stuart Kinkade stated that the City does not fence in parks. It was suggested that he could call the police when these events occur. Marc McMullen suggested that perhaps the City could try to mark the easement area and develop a definite pathway so residents could use it as an access to the park. This could be achieved by fencing the ten-foot walkHay with a snow fence. It was felt that this would be the least expensive route to try, and see if the residents would in fact use this pa thh'ay. A motion was made by Commissioner Ferris, seconded by Commissioner Anderson, that the Andover Park and Recreation Commissioll recommends that on Lot 3 and Block 3, and Lot 1 and Block 4, the City put up a snow fence across both sides of the easement entrance and a Park Entrance sign on the interior of that easement. All voted yes. Motion carried. o There was discussion if Mr. Montclair had a snowblower and if he could assist in keeping the walkway open during winter. He stated that he could try to assist the City. Stuart Kinkade suggested writing the developer a letter listing the problem areas, and that the Park Board is recommending to the City Council to stop work orders, and he should come before the Council to explain these discrepanc-ies. \ Mr. Ferris felt that the developer shoHld be notified of the problem areas and that he should be given the opportunity to complete the job in a satisfactory manner before going to the City Council. If the developer is not willing to complete the job sati~;f'actorily, then at that time this could be brought to the Council's attention. '- ../ o \ Andover Park and Recreation Commission October 20, 1983 Meeting Minutes Page Three Tom Anderson also suggested that it would be reasonable to send the developer a letter listing the problem areas and ~ive him a cllance to correct them. It was Todd Haas' opinion that the developer sllould have known these requirements before this time. A motion was made by Commissioner Ferris, seconded by Commissioner Anderson. that the Andover Park and Recreation Commission directs staff to send a letter to the developer, Hills, Inc., pointing out the five deficiencies as stated on the first page of these oinutes; and that it is a requirement that these deficiencies be corrected and that the Park Board has scheduled a Special Meeting on Tuesday, October 25 at 8:30 p.m. to discuss these discrepancies with the developer. It is further recommended that staff also be directed to oake a site visit with the developer on October 21th to ensure that both the staff and developer see all five of these discrepancies. If the developer does not wish to complete the five requirements, he sllould so state that to the city staff and in this case, this item will be forwarded directly to the City Council for the November 1st meeting. It should also be pointed out in the letter that it is required that all five of these corrections should be completed; otherwise the Park Board recommendation to the City Council wili be to withhold the developer's building permits until the corrections are made. All voted yes. Motion carried unanimously. The Special Park Board Meeting was scheduled for 8:30 p.m. on October 25t_h. A motion was made by Ron Ferris, seconded by Gretchen Sabel to amend the above motion to include the completion date of :\ovember 7 for the developer to meet the five requirements. All voted yes. Motion carried. The Park Board also directed Todd Haas to hand-deliver the letter to the developer on Friday, October 21st. Marc McMullen stated that the piles of dirt on the east side of tho:> park should also be removed and included in the letter as an additional item to be completed. \ J , \ \- ) '--~ , , Andover Park and Recreation Commission October 20, 1988 Meeting Minutes Page Four Commissioner Ferris referred back to the minutes of September 8, 1988 in which he had motioned to direct Todd Haas to delete Section 10.26 from the City of Andover Park Specifications because it disputed the entire purpose of tile Park Development Plan. Todd Haas talked with Jim Schrantz who wrote this specification, and Mr. Schrantz stated that the "grading and seeding" was for negotiation and if a developer wanted to grade and seed, he could do it. Otherwise, once a motion was made to request the developer to do grading and seeding, he is required to do that. Commissioner KillLlde ,-;j,atpd that tlw paragraph just above Section 10.26 indicates that if a developer does not do a good job with the grading and seeding, it then becomes an option of the City to complete the grading and SeeQlng on their own or require the developer to come back and do the job right. Commissioner Ferris stated that this Section could be used against the City because it is unclear. Mr. Ferris stated he \wllle! like to see the City staff notify the Pari, members at times like this when a motion is made, but is impossible to carry out. Also, Mr. Ferris questioned the interpretation of Section 10.26. He stated that if the section is intended to be used as a nego~iatioll, it should be written more clearly. Commissioner McMullen asked if Todd could get a response from Jim Schrantz on this item. Todd stated that he could put this on an agenda item for \ovember. REPORT FROM PUBLIC WORKS Frank Stone reported that the City Conncil had authorized the bidding process for bid lights for Hawkridge Park. They approved up to 510,000 for this project. There was some discussion on the sidewalk near Hidden Creek. ~arc Mc~ullen stated they're building a sidewalk across from Crooked Lake School, and it might be an ideal time to do the sidewalk near Hidden Creek as it's only three blocks away, It would be cost-effective and the sidewalk could be uniform with the one by Crooked Lake School. He also stated thaL the plat might be ready in a couple of days and dedication is given at the time when the plat is submitted to the County. There was some discussion on whether this area is indeed city land, and not park land. Todd Hais stated that this was a county right-of-way, and to do the sidewalk, the City WOllld need a permit. Todd Haas will talk with Jim about this Issue. Frank Stone indicated that he did not have a final budget report but that the Council did approve 555,000 for next year for the Park Board. REPORT FROM PARK CHAIRMAN Marc McMullen asked if the City had received bids from Red Oaks. Todd Hans stated that he received a permit to grade thi" area. rodd has already been directed to go out for bids for grading and seeding on this park. It was recommended to send a letter to the o~ner of Kensington Estates to pay the park dedication fees in order to get tile grading and seeding completed this fall. Mr. Ferris asked about the status of the Comprehensive Plan, and wondered why it was not here tonight as previously agreed upon. It was originally due October 10, but Westwood had asked for an extension to meet the October 2Uth meeting deadline. Todd Haas stated that the Plan was not here at the time the agenda was prepared and sent to the newspaper. The letter from Westwood was dated October 11th. Todd Haas made copies of this and passed it out to the members. Todd Haas stated that this document "-'as never signed. It was agreed to ~lt this item on the agenda for the ne~t Park meeting, and that the missing members should be mailed their copies of this Plan. Also Todd was requested to send a copy of the original tasks that ~estwood Planning had prepared to each of the members before the next ~eeling.
