PARK AND RECREATION COMMISSION
SEPTEMBER 8, 1988
The regularly scheduled meeting of the Andover Park and
Recreation Commission was called to order at 7:35 p.m.,
Thursday, September 8, 1988, in the Council Chambers of
Andover City Hall, 1685 Crosstown Boulevard N.W., Andover,
Minnesota.
Commissioners present included: Ron Ferris, Marc
McMullen, Stuart Kinkade (late 8:00 p.m.), Jeff Kieffer, Torn
Anderson, Gretche Sabel (late 8:05 p.m.)
Staff present included:
Haas.
Assistant City Engineer Todd
APPROVAL OF MINUTES
Motion was made by Commissioner Ferris, seconded by
Commissioner Anderson to approve the minutes for the regular
meetings of August 18, 1988 and August 25, 1988. All voted
yes, Motion carried.
Motion was made by Commissioner Kieffer, seconded by
Commissioner Ferris to approve the minutes for the regular
meeting of August 4, 1988. All voted yes. Motion carried.
Todd Haas was directed to locate the minutes for the
regular meeting of July 28, 1988 and to make sure all the
board members received a copy of these minutes.
RESIDENTS FORUM
None.
JIM SAHATOO/SOCCER CLUB DISCUSSION
Todd Haas explained that Mr. Sahatoo was interested in
creating "Andover Soccer Club." Also he wanted to use the
soccer fields on Fridays, Saturdays and Sundays for the rest
of the year.

Mr. Sahatoo stated his interest in establishing a Soccer
Club in Andover was because this City seems interested in
promoting the sport of soccer and Andover is centrally
located. Mr. Sahatoo wants to develop a high-quality soccer
team at the international level. He has been coaching soccer
for the last 10 years.

Mr. Sahatoo would be starting with one team this year
and would need one field available for use about three times
a week. His interest is in first getting good, qualified
coaches, training them and then finding players for the team.
In discussion of this topic, Marc McMullen stated that
Andover currently has two full-size soccer fields, one 1S
designated for kids under 10 years of age, and one is
designated for kids under 8 years of age. Also, Hawkridge
would be available by next summer.
Marc McMullen also explained that Andover is currently
being represented by North Metro Soccer Association. Skip
Lion, President of North Metro has a concern on the use of
the Andover soccer fields and stated that Andover has been
most supportive when it comes to use of its fields. He has a
problem with one or two teams using the fields 3/4 times a
week.
Ron Ferris thought the concept of having an Andover
Soccer Club would be a good one and it would be positive for
the kids to have alternative choices, besides having Andover
being recognized for high-quality soccer.
Mr. Kinkade asked Mr. Sahatoo what the future needs
would he anticipate for his soccer teams. Mr. Sahatoo stated
that this year he would have one team but next year there
would be a possibility of two teams and he would probably
needs a couple of fields 3/4 times a week.
The current dates used by North Metro are Monday -
Thursday nights and the fields are available Fridays,
Saturdays and Sundays.
Motion was made by Commissioner Kinkade, seconded by
Commissioner Ferris to alloH Mr. Sahatoo to form an Andover
Soccer Club and to use the Andover soccer fields on Fridays,
Saturdays and Sundays for the rest of this year, starting
Hith Saturday, September 10 except for the dates of September
24 and October 8 (where the fields are already scheduled).
All voted yes. Motion carried.

It was stated that the scheduling for soccer fields was
done 1n March and Mr. Sahatoo Hould need to put in his
request for scheduling Andover soccer fields for 1989 by the
first Thursday in March, 1989.

Mr. Sahatoo will send Todd Haas a copy of his plans in
developing the Andover Soccer Club. Commission will then
review the plan in one of its upcoming meetings.
NORTHWOODS TENNIS/VOLLEYBALL COURT DISCUSSION CONT'D.
This item is already in process. Two volleyball courts
are to be put in by Frank Stone this fall in the Northwoods
park area.
HILLS OF BUNKER LAKE PARK DISCUSSION
Mr. Jerry Green, developer of the property at Hills of
Bunker and Mr. Tony Emmerich were both present to discuss the
letter sent to Mr. Green on August 30th.
Mr. Green stated that he was surprised to receive the
letter about grading and seeding from the City of Andover.
He felt there was a misunderstanding between him and the City
as to the whose obligation it was to seed the Hills of Bunker
Lake Park. The minutes of the meetings from November 6, 1986
and February 4, 1988 both state that the park was to be
graded and seeded in accordance with the City of Andover
specifications for park development.
Mr. Green and Mr. Emmerich both felt that they had done
their fair share by giving land (40 acres) for park
dedication and "donating" $11,500. Also, they spent
approximately $14,600 to grade the area and felt they did a
good job.
Gretchen Sabel stated that the grading and seeding of a
park is a standard procedure required pursuant to the city
ordinance, and it is the responsibility of the developer to
pay for this cost.
Motion was made by Commissioner Anderson, seconded by
Commissioner Kinkade to have the developer prepare the field
by grading it to be ready to be seeded and clean up the other
areas as stated in the letter of August 30th to Jerry Green.
The City will do the seeding and instruct Frank Stone to get
the park completed for fall.
Although Commissioner Kinkade seconded the motion, he
was apprehensive because his intent was not to set a
precedent on this issue.

Ron Ferris did not feel he could vote yes and was
concerned about setting a precedent and there did not seem to
be a legitimate reason for changing past decisions.

Gretchen Sabel stated she also could not vote ln favor
of this motion and that seeding should be required as it is
standard procedure for developers to complete this
requirement.
Marc McMullen also indicated he could not vote yes on
this motion. It was his understanding that the $11,500 was
park dedication fees and that the grading and seeding should
be done in the parks by the developers.
Tom Anderson withdrew his motion, and this was okayed by
the seconder.
Jerry Green then stated that he would elect to perform
under Section 10.26 of the City of Andover Park
Specifications. This essentially means that he would
purchase the seeding and the City would perform the actual
grading and seeding responsibilities.
Ron Ferris then stated that Section 10.26 should be
deleted from the specifications as it gives the developer a
way to get out of the grading/seeding responsibilities of the
park development.
Motion was made by Commissioner Ferris, seconded by
Commissioner Kieffer to direct Todd Haas to delete Section
10.26 from the City of Andover Park Specifications as it
disputes the entire purpose of the park development plan.
All voted yes except Marc McMullen. Motion carried.
ANDOVER ELEMENTARY SCHOOL - USE OF SOCCER FIELDS
Stuart Kinkade wanted to point out that someone from the
Andover Elementary School should be present to discuss this
item. There are issues such as safety for the kids walking
to the City parks and also the issue of using parks jointly
between the City and schools in the area.
Motion was made by Commissioner Sabel, seconded by
Commissioner Anderson to allow Andover Elementary School to
use the City fields during regular school hours until
December 31, 1988, provided they would be off the fields no
later than 3:30 and strongly recommend safety and caution be
used in walking the children to the City parks. All voted
yes. Motion carried.

Motion was made by Commissioner Kinkade to adjourn at
10:15, seconded by Commissioner Sabel. All voted yes.
Motion carried.
