Haas " Auqust 19, 1988 Park Board Meetings A Special Park Board Meeting is scheduled for Thursday, August 25th, 7:30 P.M. at City Hall to discuss the 1989 Capital Budget. (612) 755-5100 PARK AND RECREATION COMMISSION SPECIAL MEETING MINUTES AUGUST 25, 1988 The Special Park and Recreation Commission meeting was called to order at 7:40 p.m., Thursday, August 25, 1988, in the Council Chambers of Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota. Commissioners present included: Ron Ferris, Marc McMullen, Stuart Kinkade, Gretchen Sabel, Tom Anderson, Jeff Kieffer. Staff present included: Public Works Director, Frank Stone. CAPITAL BUDGET FOR PARK COMMISSION Frank Stone passed out a computerized sheet listing the park names, the amount of money that has been spent in each park, and a list of the equipment that has been purchased. For each park, a capital budget amount for 1988 was included and the total actual cost was also listed. Frank noted the items of equipment that have been installed (items marked with an asterisk on his list) and the items which have not been installed as yet. The Park Commission went over the list, reviewing each park area to determine the specific needs (equipment, grading, parking lots, etc.) that should be included in the capital budget. PRAIRIE KNOLL This park is a regional park and is completed, except for a few items of equipment left to be installed. The commissioners agreed that a three-sided wind break structure would still need to be put in. HAWKRIDGE Frank is getting some prices for hockey rinks and portable and permanent warming houses which he should receive tomorrow. He mentioned that they're going to need some lights for the hockey rinks this year (four hockey lights -- 2 of which could be pointed out to skating area). Frank will have some prices on lights at the next meeting. The commissioners wanted to add soccer goals to this park. , HIDDEN CREEK SOUTH This park has been completed. All the equipment has been purchased and installed. , \ ~~ o , / Andover Park and Recreation Commission Special Meeting Minutes Page Two HIDDEN CREEK NORTH This park will need aglime, a backstop and some shrubs from the DNR. Also, it was agreed to could add 4 swings (1 infant swing). It was agreed to use the backstop and benches (purchased for Hills of Bunker park) and put them to use in Hidden Creek North. Also, the park commission suggested relocating the Northwoods Tennis Courts to Hidden Creek. This amount would come out of park dedication fees. Also, extending the outlot entrance on the south end of the park would be an item for 1989. HILLS OF BUNKER LAKE The equipment originally purchased for this park will be used at other parks so Frank will need to reorder a twister slide, a backstop and player benches for Hills of Bunker for next year. Also the twister slide previously purchased will be used at Rose Park. Also two grills and two small picnic shelters will need to be reordered. WILD IRIS All the items have been purchased but have not been installed. It was recommended to put in Class V trail system for 1989. CITY PARK COMPLEX Chairman McMullen had a request to blacktop the parking area for the City Park Complex. Frank will check into prices for this. For 1989, it was agreed to put in about 10 trees (if enough money in budget), extend the ball diamond fences, permanent fencing for soccer, and rails for the bleachers. It was also agreed to cancel the sand lot volleyball for this year. The commissioners felt that it would be a good idea to have two hockey rinks in the city so it could be staffed more easily. WOODLAND MEADOWS / Again, all items have been purchased but not installed. There was discussion that a big shelter should have been ordered plus a concrete slab. The two small picnic shelters could be moved to Hawkridge and River Forest, '-./ , 'J \ J Andover Park and Recreation Commission Special Meeting Minutes Page Three NORTHWOODS WEST TENNIS COURT Frank Stone estimated the cost for two sand pit volleyball courts at $3,000 and will be done this year. The one grill from Hills of Bunker could be put in this park. A small picnic shelter could be taken from the one originally planned for Hills of Bunker Park. FOX MEADOWS PARK The estimated grading and seeding and Class V would be included in the $24,000 price. Also for 1989, the following items are needed: soccer goals, a big shelter, two tables/grills, benches, the 5680 swingset/playground. OAK BLUFF Grading and Seeding will be added to the park dedication. Goals, small playground set, one small shelter, bleachers, park benches and grills should be added to this park. KELSEY Trails should be cut and wood chips used (for hiking/ski trails). Also needed are benches. Two small shelters should be put here. Also a sign should be used for boat landing. RED OAKS EAST Needs to be graded and seeded (1989). CARLSON PARK A note was made for Todd to put this item on the agenda for the next regular Park meeting. Also this park will need bleachers, fencing. TIMBER TRAILS This park will need bleachers, fencing, aglime and Class V on parking lot. OLD COLONY / This is a new park by the creek. , '-..J \ U \ / Andover Park and Recreation Commission Special Meeting Minutes Page Four Gretchen Sabel suggested putting a bike trail up from Bunker Hills Park through Hills of Bunker and over/under Hanson Boulevard and then along the creek and along some of the county roads that aren't so busy. PINE HILLS This park is completed. CREEK RIDGE Entrance to the golf course needs to be cleaned up. LUNDS EVERGREEN SOUTH Everything is done and completed in this park. OAK BLUFF There was some discussion as to whether the City had received the park dedication fees. TERRACE PARK This park has been completed. ----------------------------------------------------------------- City will pay this year: $51,664 + Oak Bluff grading/seeding Capital budget total: $55,000 The Comprehensive Plan was sent to the City Council. The Park Commission would like this item to be added to the next Park agenda. / There was some discussion on the Community Education plans. Gretchen Sabel had talked with Melanie of Community Education Department about working with the residents on developing plans for each of the parks. She wondered if more staff would be available to work with Park Board and residents in development of such plans. This is another item for a future park agenda; it might be a good idea for Melanie to come to one of the park meetings to discuss her budget also. '-..J , ) '-....J Andover Park and Recreation Special Meeting Minutes Page Five Commission Ron Ferris asked if the playground (at Hidden Creek Park) could be moved to another location because of the problems associated with the one resident having kids constantly walking across his yard. Again Marc McMullen stated that we should determine if and where the tennis court will be located first. Ron Ferris asked, though, if we could at least put enough money in budget to cover the relocation of the playground for now. There was a question about the other Hidden Creek Parks and whether we had received the park dedication fees or land. This is another question for Todd to check out for the Park Board. Frank will update his list, adding this new information, and will prepare a new cost analysis for the 1989 budget. It was agreed by the Park Commission members that Frank Stone should ask the City Council for $70,000 for the Park Capital Budget for 1989 to cover the costs for all the items listed above and to add a few thousand dollars into the comprehensive plan costs.
