PARK AND RECREATION COMMISSION
AUGUST 18, 1988
The regularly scheduled meeting of the Andover Park and
Recreation Commission was called to order at 8:04 p.m., Thursday,
August 18, 1988, in the Council Chambers of Andover City Hall,
1685 Crosstown Boulevard N.W., Andover, Minnesota.
Commissioners present included: Ron Ferris, Marc McMullen,
Stuart Kinkade, Larry Strootman (late 8:25 p.m.)
Staff present included: Assistant City Engineer Todd Haas.
and Public Works Director, Frank Stone.
APPROVAL OF MINUTES
The approval of minutes (for regular meetings of July 28 and
August 4) was tabled until the end of the meeting.
RESIDENTS FORUM
No residents were present to address any new issues.
BENT CREEK ESTATES PARK DEDICATION. CONT.
Todd Haas said the recommendation by staff was to accept
cash in lieu of land, as there are three parks within walking
distance. There was discussion about putting in a sidewalk for
access into Hidden Creek Park (for residents in the 10 homes to
be built). Paul Ruud, representing the County, stated that the
County does allow sidewalks in the right of way and one could be
put in along Bunker Lake Boulevard, as long as drawings are
submitted and permits received.
Todd Haas said money from the park dedication fees could be
used to cover the cost of the sidewalk.
Marc McMullen asked if the City could use asphalt for the
sidewalk. It was suggested that by using asphalt, they'd be more
maintenance involved, although the initial cost would be less
expensive.

Motion was made by Commissioner Kinkade, seconded by
Commissioner Ferris to accept cash in lieu of land for Bent Creek
Estates, equivalent to be 1.2 acres of the raw market value of
the land to be determined by Mr. Haas, pursuant to standard
procedure. All voted yes. Motion carried unanimously.

HARSTAD PROPERTY SKETCH PLAN PARK DEDICATION
Todd Haas stated that the Park and Recreation Commission was
requested to review and recommend park dedication for the
proposed Harstad Property sketch plan and noted that there were
two parks within walking distance already (Red Oaks East and
Hills of Bunker Lake).
Commissioner Ferris shared some concern that there is not
that much park area in that particular area of 110 acres.
Commissioner McMullen stated that the Commission would
probably like about two acres of the development for a park, and
the balance would be in cash. Mr. Kinkade stated that the area
next to the protective wetland area might be a good area for the
park. Mr. Harstad stated he would be returning with another
updated sketch plan on September 1st.
FOX MEADOWS PARK. CONT.
Chairman McMullen reported that it was the City Council's
request that the Park Commission reconsider the development of
Fox Meadows.

An entrance from County Road would be allowable but the City
have to make the determination on where the entrance would
The options are:
1. To develop the master plan that was approved in May of
1987 (scheme "lc").
2. To go with the proposed layout of Mr. Rankila (scheme
"ld") .
3. To develop the plan where the entrance is off County
Road 58 and the parking lot located at the existing
intersection ("scheme 1e").
4. To do nothing until the decision of the possible
relocation of County Road 58 happens.

Mrs. Rankila stated her concern with the option to have the
parking lot right in front of her property. She felt it would be
better for the whole neighborhood to have the parking lot off the
center of the park, off of Fox Street, as originally planned.
Mrs. Rankila presented a new plan to the Park Commission.

The Rodgers, owners of lot 6, expressed a desire in plan
"le" but would like to see a dirt berm built up so noise and view
of the parking lot and its traffic would be lessened. Mrs.
Rodgers did not agree with Mrs. Rankila's new plan, and feels the
parking lot should be not be on Fox Street, and wanted to see the
access onto County 58.
Commissioner Ferris restated the purpose of the resident's
original concern was to keep traffic off of Fox Street. The only
safe access off of 58 would be Plan "le".
Paul Ruud stated that after meeting with the City officials
and the Rankilas, it was agreed that there could be an access off
of County 58 in the northeast corner of the park.
There was discussion on scheme "ld" and it was determined
that Id would not have a safe entrance, and therefore not a
feasible choice.
Commissioner Ferris raised the question if the park entrance
was off of Fox, would the speed limit be changed from the current
55 mph to a lower speed limit. Paul Ruud of Anoka County stated
that the City would probably need to send a resolution to the
Department of Transportation and request for them to study the
flow of traffic and ask for a recommendation. The DOT would
probably look at the current speed of traffic, the number of
driveways, the alignment of the road, the amount of curves, etc.
Also Mr. Ruud stated that the key to the possible relocation of
County 58 will be a cooperative effort from both the City and the
County.
Larry Strootman, is in favor of "lc" to the put the entrance
on Fox Street and a parking lot going away from the residence
will be less visible. If the parking lot is put too close to
County 58, it may ruin the sliding hill.

Ron Ferris wants to do what's best for the city and that the
City has a safe entrance into the park. He has no problems with
the original plan with the entrance off of 158th, but would be
opposed to putting the parking lot off of 158th because of costs
involved in having to move it. The original plan has probably
the safest entrance and already has the parking lot aligned in a
north-south direction and cuts down on the direct impact to any
of the neighbors. The only way to get the traffic off of Fox
Street would be go to with plan 1e, but otherwise he sees no
reason to changing the original plan.

Stuart Kinkade is in favor of plan "le" and thinks the Park
Board should investigate what the costs are in putting the
parking lot in a north-south direction.
Marc McMullen has no problems with plan "lc". His concern
with 1c is the residents' concern to keep the traffic down on Fox
Street. He feels that the parking lot as shown on 1e is the only
way it could be located. He feels he could live with either
plan.
Todd Haas believes the safest plan would be the one off of
Fox Street.
Motion was made by Commissioner Ferris, seconded by
Commissioner Kinkade to adopt Plan "le", however in doing so, we
ask the Engineers to get bids and determine what the cost
differential would be to have the parking lot east-west and also
if it the parking lot was turned as currently shown on "le" 90
degrees so that it would be run north-south and take a look at it
at the Park Board's next meeting; and what the impact would be to
the layout--specifically to the sliding hill and also to the
typography that's below the sliding hill in what's called the
free play area in scheme "le"; and also to get a bid on putting a
6-foot berm on Fox Street side of the parking lot (north-south),
which would have to be at the proper grade for maintenance. All
voted yes. Motion carried.
HIDDEN CREEK PARK
Ron Ferris had visited the site and did notice that the kids
go through the one resident's yard to get to the tot lot.
Commissioner Ferris asked if the Park Board could consider moving
the tot lot over to another location, to the northwest corner and
it would not be in anyone's backyard.
Frank Stone expressed concern about moving the tot lot and
for the Park Board to be sure this is what they want to do.
Frank thought it might cost $1,500 to take apart and $300 to re-
cement it.
Commissioner McMullen stated that the residents were also
interested in swings for their park. He also recommended that
the City should hold off moving the tot lot until further plans
are known regarding the placement of the tennis court.
This item will be put on the agenda to review the plan for
the park.

RESCHEDULING OF REGULAR PARK AND RECREATION COMMISSION
Motion was made by Stuart Kinkade, seconded by Commissioner
Ferris to move the regularly scheduled meetings of September 1st
and 15th to September 8th and 22nd. All voted yes. Motion
carried.
MONTHLY REPORT - FINANCES OF PARK
The Finances of Park - Monthly Report prepared by Shirley
Clinton was reviewed.
1989 CAPITAL BUDGET
A special work session was scheduled to review the 1989
Capital Budget for August 25th at 7:30 p.m.
ADJOURNMENT
Motion by Commissioner Kinkade, seconded by Commissioner
McMullen to adjourn at 10:00 p.m. All voted yes. Motion
carried.
