Adjou,rnment Note: * Meet at 7:00 P.M. at Hills of Bunker lake to discuss park grading and Layout. , '1 o u o o i/(i1' o 1'\ CITY of ANDOVER PARK AND RECREATION COMMISSION AUGUST 4, 1988 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:43 p.m., Thursday, August 4, 1988, in the Council Chambers of Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota. Commissioners present included: Larry Strootman, Ron Ferris, Marc McMullen, Jeff Kieffer, Gretchen Sabel. Staff present included: Assistant City Engineer Todd Haas. APPROVAL OF MINUTES This item was tabled as the minutes were not available to review at this time. FOX MEADOWS PARK. CONTINUED Chairman Marc McMullen had asked if an answer was received from Mr. James, owner of the Tom Thumb Store. Todd indicated that he had not heard from Mr. James by letter or by phone. Ken Rogers, 15901 Fox Street, stated the problem was the placement of the driveway for the Fox Meadows Park. He agreed with Bob Rankila's suggestion of putting the driveway off of County Road 58. He was concerned with the level of traffic and the speed of the traffic (55 mph) on his gravel road, and the dust that it creates. Tom Larson, 15921 Fox Street, also stated the problems associated with traffic along Fox Street. Bob and Sherry Rankila were also present. stated that Paul Ruud and Natalie Haas-Steffen would be no problem in receiving a variance to exit off of County 58. Todd Haas indicated it decision to approve the request. Bob Rankila indicated there put a driveway to was the County's u , / ',J '_/ Andover Park and Recreation Commission August 4, 1988 Page Two Commissioner Ferris stated his concern that there are so many "ifs" in this discussion -- if the neighborhood wants the park, if a decision is made on where the road will be located to the entrance to the park. Mr. Ferris also spoke of his concern that there are a lot of parks in Andover, but only a small budget. So, it was Mr. Ferris' opinion that this item be tabled until next year when some of the "ifs" are answered. Motion was made by Commissioner Sabel, seconded by Commissioner Ferris to table the development of the Fox Meadows Park for this rest of 1988 and reconsider the development for next year and redirect the funds previously allotted for this park to another park. There was discussion on this motion. Todd Haas felt that the Commission should wait a couple of weeks before tabling this item as there could be an answer from Tom Thumb very quickly and that if the park could be graded this year, it might be usable for next spring for soccer. The commissioners thought it might be better to wait to do the grading until all the "ifs" are answered. Jeff Kieffer had a concern that if we did hear from the County soon, that the park could be developed this year. 4 - Yes votes, 1 - abstained. Motion carried. RESIDENTS FORUM Bob Pobbel, 2577 136th Avenue NW stated that he and the other neighbors present had a concern about the development of Hidden Creek Park. He thought the backstop was budgeted for this year. Marc McMullen indicated that Frank Stone would know the answer to that question and he was not present tonight. Mike Olson, a neighbor, would like to see swings added to the playground equipment. Marc McMullen stated that swings are a possibility but usually, the City buys the equipment all at once to get a better price. Dwayne Hager, was concerned that his yard was turned into a public access since Hidden Creek Park had opened and he asked if his yard could be fenced. Marc McMullen indicated that the City could not fence it, but perhaps the City could plant some shrubs and bushes if they were available from Anoka County Extension Services. '. / \ \ / '.J Andover Park and Recreation Commission August 4, 1988 Page Three Chuck Thompson stated that this park was his idea, and the plans submitted and accepted by the Park Board. Some of the neighbors requested "baby" swings be added to the playground equipment at Hidden Creek. Commissioner Ferris asked where the funds originally allocated for Fox Meadows should be allocated now. The commissioners agreed to discuss this further at the next Park Board meeting.
