WWW.CI.ANDOVER.MN.US PARK AND RECREATION COMMISSION MEETING - DECEMBER 17,2009 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on December 17, 2009, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Ted Butler, Tony Kowalewski, Vice Chair Jim Lindahl, Mark Miskowiec, Shan Ramnath and Shaun Van Vark. Commissioners Absent: Bill Hupp. Also Present: Assistant City Engineer, Jason Law. RESIDENT FORUM There were no comments at this time. Motion by Ramnath, Seconded by Lindahl to close the resident forum. Motion carried on a 6-ayes, O-nays, I-absent (Hupp) vote. APPROVAL OF MINUTES Chair Butler indicated Mark Lindell is listed as present and no longer on the board. Motion by Kowalewski, seconded by Lindahl, to approve the November 19,2009 Park Commission minutes as presented. Motion carried on a 6-ayes, O-nays, I-absent (Hupp) vote. CONSIDER APPLICATION FOR SCHEDULED USE OF RECREATIONAL FACILITIES/COON RAPIDS EVANGELICAL FREE CHURCH Mr. Law explained that this item is in regard to considering approving the attached Application for Scheduled Use of Recreational Facilities for use of the hockey rink as requested by Coon Rapids Free Church. Motion by Lindahl, seconded by Miskowiec, to proceed with approve the Application for Scheduled Use of Recreational Facilities for use of the hockey rink at Prairie Knoll Park Regular Andover Park & Recreation Commission Meeting Minutes - December 17, 2009 Page 2 as requested by Coon Rapids Free Church. Motion carried on a 6-ayes, O-nays, I-absent (Hupp) vote. CONSIDER APPLICATION FOR SCHEDULED USE OF RECREATIONAL FACILITIES/ANDOVER HIGH SCHOOL Mr. Law explained that this item is in regard to considering approving the attached Application for Scheduled Use of Recreational Facilities for use of two (2) of the ball fields at Sunshine Park as requested by Andover High School. Motion by Ramnath, seconded by Kowalewski, to approve the Application for Scheduled Use of Recreational Facilities for use of2 of Sunshine Park ball fields on Friday, April 30th from 3pm until I Opm. Motion carried on a 6-ayes, O-nays, I-absent (Hupp) vote. UPDATE COMMUNITY GARDEN PLOTS IN PARK AREAS, CONT. Mr. Law explained that this item is in regard to continued discussion on community garden plots in city park areas. Commissioner Kowalewski asked how many garden plots will be in this. Mr. Law referred the Commission to map indicating the parcel is approximately .75 acres in size and will have varying plot sizes. Commissioner Kowalewski asked ifthere is parking would they be able to get designated parking for this. Mr. Law stated there really is no parking except street parking. He thought they could drive over the curb and park on the plot. He stated they will come up with a schematic for parking. Commissioner Lindahl asked if it has been determined on who will be able to use the land for gardens. Chair Butler stated he has talked to Mr. Haas and thought something will go into the newsletter regarding this but nothing has been formalized. REVIEW OUTSTANDING ITEMS Mr. Law reviewed outstanding items. CHAIR'S REPORT Commissioner Kowalewski updated the Commission on City sports. Chair Butler stated he appreciated the Community Center survey that was done by residents.
