Adjournment o u CJ ....:.'.'.'.'17\" 11'\ CITY of ANDOVER SPECIAL PLANNING COMMISSION MEETING 7 JUNE 1988 The Special Meeting of the Andover Planning & Zoning Commission was called to order at 7:30 pm by Chairman Marge Perry, on Tuesday, June 7, 1988, at the Andover City Hall, 1685 NW Crosstown Boulevard, Andover, MN. Commissioners Present: Perry, Jacobson, Jovanovich, Pease and Bosell Commissioners Absent: Bernard, Vistad Also present: Jeff Caine, Todd Haas, Assistant Engineer, and Daryl Morey, Planner RED OAKS 5th ADDITION Preliminary Plat: Todd Haas has reviewed the plat and all of the revisions requested have been made and the plat is complet~. On the Grading Plan, the zoning on the M. R. Olson property was to be changed to I for Industrial. The right-of-way on Thrush Street should have a thirty (30') foot radius on the grading plan. Lots 3 and 4 of Block 3 shall have 11,400 square feet in area. Lot 1, Block 3 shall show a twenty-five (25') foot setback. The 100 year Flood Elevation line is 878 and that has been indicated on the plat. The drainage easement line needs to follow the 878 contour line including where it overlaps onto Outlot B. To develop Outlot B, the drainage easement will need to be vacated. Regarding the cul-de-sacs, tangent intersections should have a twenty (20') foot radius on both plans. On the typical street section that should show four (4") inches of topsoil and sod. The ARC was concerned about the grading plan, however, the property to the east is now going to be developed so that the grades will work together. Jeff Caine of Caine & Associates brought a proposed layout of the easterly property so that the Planning Commission could see how it would look. On Quinn Street there is a high spot of about ten (10') feet which will have to be cut down so that the streets and lots will layout better and the sewer won't be so deep. Comments on the sketch plan will be taken at th", ,"JOP 2AI-" m",pt ing_ The property is presently zoned Limited Businco3s an~ wIll [p'Juire rezoning. ~ ) '----' In regard to Outlot B, Art Raudio has requested that the rezoning be tabled indefinitely. The "long neck" will be cleaned off for fill on that outlot and then turned back to the DNR for a drainage pond. o o .- , '--.) Page Two Planning & Zoning Commission Meeting 7 June 1988 There was concern on the east side of the plat where the drainage plan goes into the next property. There has been a purchase agreement executed on the property and they intend to develop it next based on the sketch plan presented. In regard to Outlot B, it is the intent of the developer and the understanding of the Commission that the long neck portion will be used for fill purposes too and a trade off with the peat from Outlot B going into Outlot A. Then the ownership of the neck will go to whomever owns Outlot A and at such time as the rezoning for Outlot B is resolved, they would proceed with the proper documentation as to its buildable status, etc. The question was raised in regard to the location of Verdin street on the west side of the plat and Jeff Cain advised that the entire right-of-way for that street is west of the plat. , There will be a considerable amount of fill taken off the site and erosion control is a serious matter as well as the truck traffic generated th~refrom. The access to Outlot C is of concern to the Planning Commission especially if Outlot A is dedicated to the DNR for drainage and wetland purposes. ORDINANCE 8 AMENDMENT DISCUSSION NB Zone Size - Chairman Perry stated that at a recent City Council meeting Councilman Ortte1 was concerned that the 2 acre minimum district size encourages strip shopping centers. Councilman Ortte1 further felt that a smaller minimum district size would encourage more Mom and Pop type stores. Commissioner Jacobson stated that he likes the 2 acre minimum district size because it allows for green space, which makes the site less cramped. He would like to look at the NB needs for the city in the future and determine where they should go and what size they should be. It was decided to discuss this matter further at a special meeting related to long range planning issues. Thoroughfare Setback - City Planner Daryl Morey discussed the discrepancy that exists in Ordinance 8 related to building setbacks adjacent to thoroughfares. He stated that Section 4.15 requires a 40 foot setback while Section ~n2 requires a 50 foot setback, except in R-4 which requires 40 feet. / " , ) '-.... Chairman Perry stated that there is also a discrepancy in terminology, with Section 4.15 using the term "thoroughfare" and Section 6.02 using the term "arterial". o o , , ~) Page Three Planning & Zoning Commission Meeting 7 June 1988 Commissioner Jacobson felt that thoroughfares refer to County roads and arterials refer to those streets which are not County roads but have higher traffic volumes than City (collector) streets. The Commission members agreed that the thoroughfare setback should be 50 feet and the arterial setback should be 40 feet. Chairman Perry felt the terminology used in Ordinance 8 should be changed. She felt the term "thoroughfare" should be changed to "County road" and a definition for the term "arterial" should be added to Ordinance 8. She referred to the Comprehensive Plan for a definition of the term "arterial". Commissioner Jacobson felt that the wider the road, the greater should be the setback. Chairman Perry Rauen/Wicklund Mr. Morey referenced Ordinance 8, Section 4.05, which requires that accessory buildings not exceed 100% of the lot coverage of the principal structure on lots less than or equal to five acres but greater than one acre in size, or 75% of the lot coverage of the principal structure on lots of one acre or less. Mr. Morey felt that correct interpretation and enforcement of this ordinance would be effective, given the current wording. Commission Jacobson stated that to effectively increase the accessory building setback, it may have to be in the middle of the back yard due to the large lot sizes in R-1 districts. The Commissioners agreed to consider an amendment to Ordinance 8 to allow no more than 2 accessory buildings in all residential districts, subject to the existing 75%-100% provisions of Section 4.05(B) .
