Adjournment A PLANNING COMMISSION VIDEO WILL BE SHOWN FOLLOWING ADJOURNMENT o o ') -./ CITY of ANDOVER PLANNING AND ZONING COMMISSION JANUARY 26, 1988 The regularly scheduled Andover Planning and Zoning Commission meeting was called to order by Chairman Marjorie Perry at 7:30 p.m., Tuesday, January 26, 1988, in the Council Chambers of Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota. Commissioners present included Chairman Marjorie Perry, Becky Pease, Don Jacobson, Bill Bernard, Bev Jovanovich, and d'Arcy Bosell. Commissioner Wayne Vistad was absent. City Planner Daryl Morey was also present. APPROVAL OF MINUTES Mr. Jacobson and Ms. Bosell requested several 1-12-88 meeting minute changes: Page 2: The fourth complete paragraph should read: "Ms. Bosell added that it will be necessary to consider the lot split along with the rezoning at the next meeting. She-rurther recommended that the commission consider formal action to refund Mr. Gearhart's money, as the lot split was not necessary pursuant to Ordinance 10K. Page 3: First line typo, Wards Lake. Fifth paragraph: "Ms. Bosell noted that corners need to be radiused." Page 4: Third paragraph, third line: "If they extend Unity st. to Andover Blvd., there is..." Page 5: Fourth paragraph, last line: "...street that isn't fully utilized." Motion was made by Commissioner Bosell, seconded by Commissioner Jacobson, to approve the 1-12-88 meeting minutes as amended. All voted yes. Motion carried. GRACE LUTHERAN CHURCH LOT SPLIT PUBLIC HEARING CONT. The commission briefly reviewed the proposed lot split for Grace Lutheran Church, Tom Gearhart applicant. / ) '--- Motion was made by Commissioner Jacobson, seconded by Commissioner Bernard, to refund the lot split fee and filing fee to Mr. Gearhart C) Planning and Zoning Commission January 26, 1988 Page 2 \~ in that it is not required, referencing Ordinance 10, Section 14.01. All voted yes. Motion carried. GRACE LUTHERAN CHURCH REZONING PUBLIC HEARING CONT. Chairman Perry reported that the Planning Commission is requested to table this item awaiting City Council decision regarding the northerly extension of Rose Street. Staff is presently reviewing possible alter- natives for connecting Chapman's Addition to Bunker Lake Blvd. Motion was made by Commissioner Bosell, seconded by Commissioner Jovanovich, to table this matter to the 2-9-88 meeting. All voted yes. Motion carried. ORDINANCE 8 (Zoning Ordinance) AMENDMENT - Pertaining to Permitted and Special Uses in Limited and Neighborhood Business Districts, Public Hearing, Cont. City Planner Daryl Morey presented the commission with a list of items suggested for inclusion under the definition of "Personal Services", as noted in his memorandum dated 1-26-88. In addition, Mr. Morey deleted "Multiple dwellings with townhouses at an M-l density and others at an M-2 density" from the Special Uses section of the Limited Business District, as recommended by Mr. Vis tad at the 1-12-88 meeting. Mr. Jacobson questioned the advisability of listing items to be included under Personal Services, as opposed to eliminating the list and having a definition of the types of uses allowed under Personal Services. Mr. Morey suggested that along with a definition, wording relating to the size of use could be included. Ms. Bosell felt that lot dimensions would narrow down uses to small operations. Chairman Perry stated that in order to be consistent with the city's ordinances, the commission should come up with a definition and not list specifics either included or excluded. She further stated that the size of the retail market to be served by these businesses is important in determining the district they are in. Ms. Bosell suggested changing the Retail Stores portion under Permitted Uses, Neighborhood Business to Convenience Stores and Per- sonal Services. A definition for Personal Services would be created and examples given, rather than a list. Motion was made by Commissioner Jacobson, seconded by Commissioner Bernard, to continue further discussion of this matter to the next reg- ular meeting, directing staff to look at narrowing terms in a definitions section rather than producing a list of uses. Ms. Bosell strongly felt that Urban Agricultural should not be within the Limited Business, Permitted Uses section of the ordinance. u / "\ \~) Planning and Zoning Commission January 26, 1988 Page 3 \ ) Ms. Bosell offered a friendly amendment to the motion which would then table this matter to allow staff to come up with a definition of Personal Services; make the changes to have the two categories, con- venience stores and personal services, included; and to delete Urban Agricultural from the LB section of the ordinance. Commissioners Jacobson and Bernard concurred. All voted yes. Motion carried. Because of a reported precinct caucus on 2-23-88, a regularly scheduled Planning and Zoning Commission meeting date, the commission concurred that the 2-23-88 meeting be cancelled.
