Consider Application for Scheduled Use of Recreational Facilities/Constance Free Church DATE: January 7,2010 INTRODUCTION This item is in regard to considering approving the attached Application for Scheduled Use of Recreational Facilities for use of the hockey rink as requested by Constance Free Church. DISCUSSION The day that has been requested is as follows for your review: . Wednesday, February 24, 2010 from 6:30 pm-9:30 pm at Prairie Knoll Park. Note: Since the rinks is already scheduled to be closed that night, the church will need to check out the necessary keys and put up a deposit for each key that is checked out. Since this is a one-day request, the Commission may want to consider waiving the requirements that are to be submitted as part of the Guidelines to use the facility. Also attached is the proposed revised 2009-2010 hockey rink schedule. ACTION REQUIRED The Park & Recreation Commission is requested to approve the Application for Scheduled Use of Recreational Facilities for use of the hockey rink at Prairie Knoll Park as requested by Constance Free Church. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first~come, first-served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations haying first priority. Consider 2010 Softball/Baseball Tournament Applications DATE: January 7,2010 INTRODUCTION This item is in regard to considering the attached softballlbaseball tournament application forms for the upcoming 2010 softball/baseball season as requested by the Andover Athletic Association and the Andover Baseball Association. DISCUSSION The earliest the associations can submit is December 15th for the following summer. . The City has received applications from the Andover Athletic Association and Andover Baseball Association for tournaments for the upcoming season, Listed below are the Andover Athletic Association and Andover Athletic Association tournaments and the dates of tournaments that have been requested. (Example: Include the location/distance of pitching rubbers and/or base locations,) All requests for tournaments must be submitted by December 15, The application will be considered by the Park & Recreation Commission at the first Thursday meeting in January, Any tournament application after that will be on a space available basis and must be submitted at least eight weeks prior to the tournament date, A penalty of 50 percent of the field usage fee will be assessed for applications made less than eight weeks prior to the tournament date, All fees must be submitted with the application no later than eight weeks prior to the tournament date For any late application, the late fees must also be submitted with the application, including the penalty fee, Late applications must be approved by the Park and Recreation Commission at ieast two weeks prior to the date of the tournament The sequencing of scheduling will be considered with City Youth Associations having first priority, A $500,00 damage deposit fee (or $250,00 deposit fee for non-profit organizations) is due eight weeks before the tournament date, Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee, The $500,00 (or the $250,00), less any money for damages, will be returned after inspection by the Public Works Parks Department SuperviSaL . If the tournament organization is requesting a Non-Intoxicating Liquor License, it will be necessary to request Attachment A The City Council has adopted the following refund policy: "Fees for tournaments shall be paid no later than eight weeks prior to the tournament date, If the tournament is cancelled, neither the Tournament Fee, Field Usage Fee nor the Non-Intoxicating Liquor License Fee will be returned, In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City," If further information is needed, please contact the Parks Coordinator at (763) 755-5100. The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc. . During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed, . Update Community Garden Plots/Grace Lutheran Church, cant. DATE: January 7, 2010 INTRODUCTION This item is in regard to continue discussion on community garden plots in city park areas. DISCUSSION As discussed at the last meeting, Grace Lutheran Church has indicated that they are willing to do a joint effort with the city on having a community garden plot. Attached is site drawing showing the size that the church and the staff would like to start with for the upcoming 2010 growing season. The total size of the plot is approximately 0.75 acres in size (the previous plan was 1 acre). There. are two reasons for the reduction in size. First, the church is not sure how much topsoil will be donated or can be purchased due to limited funds that are available. Second, the church and the staff are not sure what kind of interest we will get to rent the plots from residents, so we didn't want to get to big. Staff has determined the total estimated costs and a proposed cost for each of the different size plots that would be available to the residents. Listed below is the estimate breakdown of start up costs of each: . Water connection service parts ~ $2800 . Irrigation parts - $750 . Topsoil $5500 (assuming that the church is not able to receive a donation)- Delivered (city will be responsible to spread and prepare garden for planting) . Water usage - $500 of municipal water (estimating no more than about 200,000 gallons to be used) At this point it is proposed that the Public Works Department staff would prepare the site. The total start up cost with contingency of 10% is about $10,000. The payback on this if the city was to charge the following rates would be 7 years. The cost of each plot is recommended as following: . $30 per year for a 10' x 15' plot . $50 per year for a 25' x 35' plot . $60 per year for a 20' x 75' plot Note: The discussion about the community garden plots will be discussed with the City ~ Council at their next workshop on Tuesday, January 26,2010. DISCUSSION The Park Commission members should have received in your last packet a copy of the draft plan. We have now included 2 versions in the side pocket of this packet (Phase 1 and 2). Not a lot has changed from the last plan but the staff wanted to make sure that everyone understands what is proposed to be done in Phase 1. Phase 1 will include the relocation of the hockey rink, grading of the site (including the parking lot expansion), install storm sewer and irrigation (including the well and the controls for the irrigation system). Phase 2 will include the construction of building, septic system and construction of the trail along the west side and north side of the park. We have also clarified in the Phase 1 plan the location of the existing playground equipment, existing shelter, and the existing and proposed relocation of the swing set. We have also added a new trail segment along the west and north side of the park as part of Phase 2 to allow easier access to the fields or to allow individuals to just take a walk or ride through the park. Note: Ultimately at some point there could be a Phase 3, which is pave and curb the parking lot and drive areas. The estimated costs are still be evaluated and we hope to have them available at the next meeting on January 21st, Staff has also tentatively scheduled the draft plans to be on the City Council workshop agenda that is scheduled for January 26, 2010. Discuss Skate Park for Upcoming 2010 Season Date: January 7,2010 INTRODUCTION This item is in regards to discussing the skate park for the upcoming 2010 season. . DISCUSSION As previously mentioned this past fall, the surface boards of the half pipe (surface is made of skate lite material) needs replacement already due to the damage that has occurred due to the high use of boarders this past summer. We did replace some of the ramp boards last summer but it took a while to receive (almost 2 months) the replacement boards. Staff would like to order the material soon as possible so the ramp can be repaired later this winter so it is ready to go for the upcoming season. Note: As you know, there has been issues with some vandalism such as picnic tables that were placed at the site for the boarders along with barricades that were used to keep vehicles from driving near the equipment (in fact we had a vehicle drive up one of the steel quarter pipe this past summer and damaged a portion of the ramp). Also we have had some issues with youth hanging out and causing some issues and litter was still an issue. Once the items are completed and the exe'cuted agreement has been signed, Andover Baseball Association (ABA) will be able to occupy the building for storage upstairs. Note: ABA has contacted staff about installing 2 batting cages installed between the west and middle field closer down to the outfield fence. Also staff has been talking with baseball about netting around the building/concession area, as there have some concerns with foul balls. Staff has received a price quote from Beacon Sports and has forwarded this on to ABA for their review. Note: Just so you know, Andover Baseball Association has a new President, Joe Ruhland. Kevin Starr and Todd Haas met with him last week to go over a few items. At some Mr. Ruhland will attend a future meeting to introduce himself. . The Park Commission has agreed to meet with neighborhood informally to discuss the future redevelopment the park that could potentially include a couple hockey rinks and a free skating rink at some point in the future. . Hartfiel's Park- The project is on hold until the property considers their option but the city at this time does not have the funds to buy it. . City Hall Campus Hockev Outdoor Hockev Rink - The retaining wall that was necessary to allow for the construction of the warming house has been completed. Otherwise the project is on hold until the hockey association is able to receive enough donations to start construction of the rinks and building.
