PARK AND RECREATION COMMISSION
MEETING MINUTES
DECEMBER 7, 1989
The regularly scheduled meeting of the Andover Park and Recreation Commission was
called to order at 7:35 P.M. by Chairman Marc McMullen on Thursday, December 7,
1989 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN.
Commissioners Present: Chairman McMullen, William Mamlock,Jeff Kieffer,
Jim Lindahl, Tom Anderson, Darrel Delarco, David Woods
Others Present: Todd Haas, Melanie DeLuca
Residents Forum
No residents/representatives were present at 12/07/89 meeting for business
other than as scheduled on agenda.
Approval of Minutes
MOTION made by Commissioner Kieffer to approve minutes of the 11/02/89 Park
and Recreation meeting.

Chairman McMullen requested minutes be amended to include his name listed with
Commissioners Present.
Second to motion by Darrel Delarco.
All commissioners favor motion; MOTION passed. Minutes of 11/02/89 approved.
Amend Hockey Rink Schedules
The Park and Recreation Commission was requested to amend the Andover Hockey
Rink Schedule as follows -
Add: Tuesdays and Thursdays at Crooked Lake School from 7:30 P.M. - 9:00 P.M.
for Blaine Youth Hockey and Fridays at Hawkridge Park from 6:00 P.M. - 9:00 P.M.
for St. Francis Youth Hockey.
Commissioners received a revised hockey rink schedule to review. Revised schedule
attached to original minutes. As sufficient time remains on schedule for open
skating, MOTION made by Darrel Delarco to approve revision. Second to motion
by Commissioner Anderson. All commissioners favored motion; MOTION passed.
Mr. Kevin Paranteau indicated an interest in organizing an Andover Hockey
Association. Commissioner Kieffer suggested Mr. Paranteau contact the Andover
Athletic Association to request this discussion re scheduled as an agenda item.
Todd Haas will check with Frank Stone to determine if Andover Park and Recreation
is responsible for purchasing nets at Crooked Lake; or if the Crooked Lake
~~ parents will purchase nets.

Rose Park Discussion
Andover resident Jim Joslyn attended meeting to present a request for lights
at Rose Park skating rink. Mr. Joslyn cited safety and increased skating time
as reasons a park light is necessary.
A written request signed by Laurie Joslyn for park light was included in packet
to commissioners. Copy of letter attached to original minutes.
Chairman McMullen stated the park budget has been shut off for remainder of year.
Mr. Haas stated Frank Stone is willing to present this request to City Council.
Haas estimated maximum expense for pole and installation will be $150.00.
McMullen questioned if light would shine into neighboring homes.
Mr. Joslyn replied the home nearest proposed light does not have windows facing
direction light would shine.
Kieffer stated a petition from neighboring residents should be presented to
commission if request is for light to be sensor type from dusk to dawn.
commissioner Kieffer questioned the energy cost per month for light.
Haas believes the cost to be minimal and not to exceed $4.00 - $5.00 per month.
Next scheduled meeting of the City Council is 12/l9/89.
Commissioner Mamlock made a MOTION that Chairman McMullen present request to
the Andover City Council for approval to spend up to $200.00 for installation
of a light at Rose Park.
Commissioner Kieffer seconded the motion and requested that petition requesting
light be circulated among surrounding residents and presented to City Council.
Chairman McMullen asked Mr. Joslyn if he would be willing to take responsibility
for circulating petition. Mr. Joslyn agreed to circulate petition.
All commissioners favor motion as amended. MOTION passed.
Chairman's Report
McMullen reported that Pleasant Oaks residents have expressed interest in
improvements for their park.
Chairman McMullen explained the budget constraints to residents. Residents
request that Park Commission be aware of their interest and the possibility
that commissioners may be asked to attend a neighborhood meeting.
The park budget was approved with no additional changes by City Council.
Park dedication was received by Echo Hills for $6920.00. Wandersee park
dedication for $3185.00 was also received.

Chairman McMullen explained to commission the recommendation made by Planning
and Zoning Commission regarding metes and bounds. Planning & Zoning Commission
has recommended to City Council that park dedication fee on all metes and bounds
lot splits be based on 10% of fair market value on newly created lots of parcels
that are less than 20 acres. Planning and Zoning Commission recommendation is
based on legal advice from City Attorney Bill Hawkins.
Melanie DeLuca reports that number of basketball teams has increased from 12 last
year to 19 this year.
commissioner Kieffer questioned Ms. DeLuca regarding community interest in
vOlleyball. Ms. Deluca replied open vOlleyball did not prove to be successful.
She suggested anyone interested in league volleyball contact Fritz Anderson.
Chairman McMullen noted he has been advised to contact Metro U for recruitment
of an intern to work with Parks Department.
A holiday party at Commissioner Kieffers home will follow the December 21st
meeting of the Andover Park and Recreation Commission.
Commissioner Lindahl made a motion to adjourn. Second to motion by Commissioner
Kieffer. All Commissioners favor motion.. Meeting adjourned at 8:15.
