Adjournment ::J o ~ u o ":~~ CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES OCTOBER 5, 1989 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:30 P.M. by Chairman Marc McMullen on Thursday, October 5, 1989 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. commissioners Present: Chairman Marc McMullen, Darrell Delarco, Jeff Kieffer, Jim Lindahl, William Mamlock, David Woods Others Present: Mr. Frank Stone, Mr. Todd Haas Approval of Minutes MOTION made by Commissioner Kieffer to approve minutes of the September 21, 1989 meeting of the Park and Recreation Commission. Second to motion by Mamlock. All commissioners favor motion; minutes approved. Terrace Park City residents Judy Reier (13420 Narcissus Street N.W.) and Ellen Kohn ( 13415 Narcissus Street N.W.) attended meeting. A letter to the Park and Recreation Commission written by Reier and Kohn regarding Terrace Park was submitted and discussed. The letter outlines three areas of concern and requests the Commission consider these concerns when making future Park and Recreation budget recommendations. The first that park service. to budget concern is that Terrace Park is dry and weed filled. Mr. Stone stated is not irrigated and therefore lawn services such as Chern Lawn will not It is very unlikely that park will be irrigated for several years due constraints. The second concern is the bushes around the pumphouse are not trimmed and are unkempt looking. Mr. McMullen stated that area is city property, not park property. Mr. Stone said he would remove dead bushes and prune healthy bushes. The third concern is dead trees in Terrace Park. Chairman McMullen explained that the dead trees are located on outlots that were only recently acquired by city. Mr. Stone said the outlots will be mown but due to a shortage of manpower other improvements will not be made at this time. Ms. Reier stated the park has been a disappointment. She wants Park Board to know there is resident concern. Ms. Kohn feels playground equipment will be placed too close to the pumphouse. This may subject users to chlorine smell. Mr. Stone stated it is not dangerous to be near the chlorine odor. Mr. Kieffer stated equipment won't be placed close enough to pumphouse to cause problems. Chairman McMullen stated budget does not allow for additional funds to be transferred to Terrace Park. Commissioner Kieffer said a possibility is surplus trees from DNR but these are seedlings and again maintenance (watering) will be a concern. Mr. Stone stated the DNR will notify city in spring of sale of seedlings. Mr. Stone asked if it is worth putting an ice rink in outlot. Ms. Reier stated ice rink is used by many people. Discussion concluded with Mr. Stone offering to assist residents with concerns, questions and problems in city parks. 1990 Budget Update Chairman McMullen reported that Park Dedication was pulled from budget write-up and is now presented as a separate budget. The Park and Recreation budget was cut back to 48,795.00. Commissioners reviewed the budget. There was no further discussion of 1990 budget at this time. Chairman's Report Crooked Lake School is putting in a hockey rink 10/16/89. Scheduling of ice time will be the responsibility of the Park Board. Additionally, Crooked Lake needs $7,000 for the hockey rink and is conducting a special fund raiser. Mr. Stone reported that resurfacing of tennis court cannot be done until spring when temperatures permit. Mr. Delarco recommends that a signed contract be obtained to guara~tee price of resurfacing and to commit city funds for the project. Todd Haas will make arrangements with resurfacing company. Ordinance 62, Hunting Discussion An officer from the Anoka County Sheriff's Department was present to discuss Andover City Ordinance #62 and address current issue of hunting in prohibited areas. Commissioner Kieffer confirmed that no hunting is allowed in any city park. Kieffer relayed a recent incident involving goose hunting in Kelsey Park. Hunters had a valid permit, but permit would not override local ordinance. Officer Parks stated the proper authority to report such an Sheriff's Department, not the DNR. Chairman McMullen believes the City Council is considering changes to the ordinance. Commissioner Kieffer asked is in regard to illegal hunting. a particular park with higher certain area parks have more problems than others Officer Parks replied there does not seem to be rate of complaints. Officer Parks believes the City of Andover should develop an Ordinance that relates to hunting and a separate Ordinance that relates to the use of fireamms. Kieffer asked Parks if the unlawful use of motorized vehicles in city parks has increased or decreased. Parks does not know of a significant trend either way. Parks stated the problem is largely one of ignorance of the law. In most cases the problem is solved when a warning is issued. Repeat offenders are tagged, however, tagging does not affect the driver's license of a juvenile. Officer Parks stated the Sheriff's Department is willing to help the City of Andover in reviewing amended ordinance for hunting and/or firearm use. Other Business Chairman McMullen stated that scheduling of hockey rinks will be an agenda item for the next meeting. At that meeting a list of ice rinks will be available. Frank Stone reports there are 14 ice rinks in Andover. Locations will be printed in the next Andover Newsletter.
