Adjournment , "\ o o o o () ~,"~ ''''''':~"''')' --~. -", /' """~ \~~ -ifa< ."",,:~{::;:~,::L" CITY of ANDOVER Park & Recreation Commission Meeting-September 21, 1989 The regularly scheduled Andover Park and Recreation Commission meeting was called to order by Chairman Marc McMullen at 7:30 P.M., Thursday, September 21, 1989 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, MN. Commissioners Present: Lindahl, Anderson, Mamlock, Keiffer Woods Commissioners Absent: Delarco Also Present: Frank stone, Public Works Superintendent Resident Forum Eugene Benson, 1291 - 148th Lane - questioned the lack of progress with the park in Oak Bluff stating that there is a huge brush pile there that was left by the developer and there is a sticker patch also. Frank Stone reported that a different contractor has bid for the completion of the park and he will grade the entire park. The city will remove the brush pile. Mr. Benson asked if the park equipment would be installed next year. Chairman McMullen noted that the equipment was originally budgeted for next summer but the City Council at their budget meeting removed it from the budget. MOTION by Woods, seconded by Keiffer to award the bid for the tilling of the complete Oak Bluff Park for $450.00 to Burt Kraable based on the fact that the soccer filed is level. Discussion: Commissioner Lindahl asked if we could check to see if we can go back to the original contractor to collect for the poor workmanship. Motion carried unanimously. Approval of Minutes - September 7, 1989 Commissioner Mamlock stated that the minutes reflect that he and Dave Woods were not at the meeting but they were. MOTION by Anderson, seconded by Mamlock to approve the minutes of September 7, 1989 as corrected. Motin carried unanimously. Commissioner Lindahl suggested that the Park Board take a look at the area before a decision is made. The area should be staked out before that time. Chairman McMullen noted that the city has a policy against improving the homeowner's property. No action was taken on this item. J Andover City Hall Tennis Court Chairman McMullen reported that he and Frank Stone went through the budget to see what has been spent to date. There is $475.10 left from what was budgeted for Hidden Creek North; $325.10 left for Rose Park and $948.84 left from Timber Trails. $2,401.64 was spent for Strootman Park and nothing was budgeted. The Athletic Association was supposed to give us about $1,600 but haven't as yet. Todd Haas will be asked to check into that. AS of January 1, 1989 there was $76,410.00 in park dedications; $58,840.00 was spent in 1989, leaving a balance of $17,574.00. There is $15,000 left in the capital budget and $10,000 left for Kelsey Park. Chairman McMullen noted that the proposal for the tennis court was given to the Commissioners last week and now we have to figure out where the money will come from. Frank Stone suggested that the money be taken out of the capital budget. Mr. McMullen also noted that the contractor has recommended that the tennis court be done this fall as weeds are starting to grow through the cracks. MOTION by Lindahl, seconded by Anderson that the bid for the tennis court be put forth through the capital budget. Motion carried unanimously. At this time the Commission went through the proposed 1990 capital budget with the following being recommended: City Park Complex - $14,200 Hidden Creek North - $3,700 (park dedication fee) Creekridge Estates Park - $12,825 Hills of Bunker Lake - $14,200 (Park dedication fee) Strootman Park - $8,520 Forest Meadows Park - $2,550 (expansion of parking lot) Fox Meadows park - $2,000 (Goal posts) Pleasant Oaks Park - $1,000 Cedar Crest - $2,000 Terrace Park - $4,000 Red Oaks East - $1,700 J , / \ / Park & Recreation Commission Meeting September 21, 1989 - Minutes Page 3 MOTION by Anderson, seconded by Keiffer that we accept the revised proposed 1990 park capital budget as discussed for a total of $48,795.00. Motion carried unanimously. Commission discussed the picture of Larry Strootman that is proposed to be put into the sign at strootman Park. Dave Woods will check into the cost. Commissioner Keiffer requested that a Deputy be at the next meeting to talk about hunting in parks and riding motorized vehicles in the parks. MOTION by Lindahl, seconded by Keiffer to adjourn.
