MEETING MINUTES
SEPTEMBER 7, 1989
The regularly scheduled meeting of the Andover Park and Recreation Commission
was called to order at 7:30 P.M. on Thursday, September 7, 1989 by Chairman
Marc McMullen at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN.
commissioners Present: Chairman McMullen, Tom Anderson, Darrell Delarco,
Jeff Kieffer, James Lindahl
Others Present: Todd Haas, Assistant City Engineer
Approval of Minutes
Jeff Kieffer made a MOTION to approve minutes from the 8/17/89 meeting of the
Andover Park and Recreation Commission. Second to motion by James Lindahl. All
commissioners favored motion; MOTION passed.
Wandersee Addition Park Dedication
Todd Haas stated the Park Commission previously reviewed Wandersee Addition park
in February of 1988. The indication at that time was to accept cash in lieu of
land. The site is 3.1 acres in size; all area is high ground.
MOTION was made by Jim Lindahl to accept cash in lieu of land for Wandersee Addition
Park. Second to motion was made by David Woods.
Chairman McMullen questioned if acreage should be inspected. McMullen recommended
amending motion to add that Todd Haas arrange for land to be appraised before
final plat.
Amendment to motion was agreeable to Lindahl and Woods. All commissioners favored
motion; MOTION passed.
Finch/Michette, Construction of Pond
The Park and Recreation Commission was requested to consider a request by Lewis Finch
and Mark Michette for the development of a pond in Coon Creek Park.
Attached to minutes is a letter and map from the applicants regarding the develop-
ment of the pond.
Chairman McMullen noted that surrounding area may be used for bike trails in
the future.
Commissioner Mamlock questioned topography of proposed pond area. Todd Haas states
area is swampy and marshy.
McMullen asked if Coon Creek Watershed will have involvement. Haas replied that
agreement would have to be reached between Finch, Michette and city, providing that
Finch and Michette be responsible for obtaining all necessary permits from all
involved agencies.

McMullen noted that proposed pond involves four lots. Kieffer asked if owners
of lots on either side of Finch/Michette properties have been contacted.
Haas replied that owners have been contacted and favor idea of pond.
Mamlock asked if dredging will have affect on wetlands.
Haas feels there will not be an adverse affect on wetlands.
Mamlock is concerned that water run off will be affected.
Anderson asked if there is a limitation on how far back pond can extend. Haas
recommends that attorney draft agreement between city and property owners detailing
encroachment into park, liability, permits, etc.
Anderson stated restrictions must be determined as to size of pond. Anderson
noted that valuable resources (black dirt) will be affected.
Kieffer asked if lowland extends across all property on north side. Kieffer questioned
if other property owners on north side will make future request for approval to
develop ponds.
Mamlock asked if pond design could be narrowed and run along all lots on north
side.
Darrell Delarco states all four landowners currently affected by proposed pond
should develop a specific proposal to present to board.
Kieffer stated Park and Recreation commission will need a legal opinion before
recommendation can be made.
Todd Haas noted a grading plan must also be submitted.
Kieffer wants to further examine the issue of setting a precedence for ponds along
entire north side. Delarco suggested agreement be reached that developer sell
lots with limitations to ponds.
Commission required Finch and Michette (developers of proposed pond) submit in
writing a plan that details size of pond, grading, agreement by neighboring
property owners, and plan to decrease liability by discouraging swimming/trespassing.
Finch and Michette must also contact DNR and Corps of Engineers.
McMullen stated that city cannot give black dirt without receiving benefit of some
type in return.
Anderson asked if Finch and Michette could develop pond on their property only
without encroachment onto city land. Michette conceded that is an option but
would in his opinion cut down on natural beauty of area.

Andover Tennis Courts, Northwoods and Related, City Hall
Northwoods - Burt Kraabel of Kraabel Construction, Inc. was present to discuss
with commission completion of Northwoods Tennis Court.
Chairman McMullen stated that court was to have been completed 6/15/89. He asked
Kraabel why completion date was not met and when court will be completed.
Kraabel answered that completion date was not met because Blacktop Repair Service
was over-scheduled.
Kraabel stated that surface of court cannot be painted for two weeks. Court can
be completed within two days of fence being erected.
Chairman McMullen directed Todd Haas to contact Arrow Fence Company on 9/08/89.
Mr. Kraabel is to call Todd 9/08/89 to make arrangements for completion of court.
Commission determined they had no recourse for project not being completed in
timely manner because contract does not address that issue.
Related - Kraabel Construction, Inc. incurred additional costs of $3,400.00 for
tilling and seeding of Fox Meadows. Bid was made on estimate of 4 1/2 acres of
park land. Tilling and seeding actually consisted of approximately 13 acres.
Mamlock asked if measurements were on map that was given to bidders. Haas replied
that measurements and clear specs were given. Haas feels that city cannot make
consideration for underbidby Kraabel Construction, Inc.
Lindahl and Delarco agreed with Haas, stating it is the responsibility of the
bidder to contact the city if there are questions regarding the measurements or
specs.
Mr. Kraabel made recommendation to city that future specifications are more clearly
outlined.

Todd Haas recommends the commissioners examine the condition of the court.
McMullen stated that three bids must be obtained for repair of tennis court. It is
felt repairs should be made now because condition of court will continue to
deteriorate. Court was built in 1978-79 and has never been resurfaced.
Commissioners stated they need to know balance of park budget before making
recommendation on repair of tennis courts.

motion by Tom Anderson. All commissioners agree to motion; MOTION passed.
1990 Budget, discussion
Chairman McMullen reported that the city has been incorrectly estimating revenue.
Due to deficit, Finance Director has recommended a Park Budget of $55,000.00 for
1990.
Chairman McMullen and Frank Stone propose moving a 24' x 24' shelter scheduled
for Woodland Meadows to Shady Knoll. They feel there is not an appropriate area
in Woodland Meadows Park for shelter.
Shady Knolls is a park off South Coon Creek Drive. The developer in area states
that neighborhood residents have requested park be developed. Current plans are to
erect a durascape on south end of Shady Knoll.
Mamlock asked what would replace proposed shelter for Woodland Meadows. At this
time there are no plans for replacement of proposed shelter. Lindahl noted that
most lots are larger than park area and it is unlikely park shelter would get
much use from area residents.
Mamlock stated that Hidden Creek could use a shelter.
McMullen stated that Terrace could use a shelter near proposed new playground
equipment. Proposed playground equipment would be purchased instead of constructing
a parking lot. This plan has not been promised to residents and may be cut from
budget.
Commissioner Kieffer made a MOTION that the large shelter slated for Woodland
Meadows be moved to Shady Knolls. Four small shelters currently owned by city be
located as follows:
2 at Terrace Park
1 at Hidden Creek South, tot lot
1 at Iris on northwest corner near playground
Second to motion by Jim Lindahl. All commissioners favor motion; MOTION passed.
MOTION made by William Mamlock to adjourn. Second to motion by Jeff Kieffer.
All commissioners agreed; meeting adjourned at 9:10 P.M.

pond in the City of Andover. The pond will be located partially on private .
property and partially on city property dedicated as a natural park. The.
attached map may be referenced for more information about the proposed
location.
The pond is intended to serve two purposes, .conservation (water and
wildlife) and to enhance the esthetic value of the area, including the park.
The Department of Natural Resources and other appropriate agencies will
be consulted in planning and construction of the pond.
