WWW.CI.ANDOVER.MN.US REGULAR ANDOVER OPEN SPACE ADVISORY COMMISSION MEETING July 8, 2009 MINUTES The Regular Meeting of the Andover Open Space Advisory Commission was called to order by Chairman Deric Deuschle, July 8, 2009, 8:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Gretchen Sabel, Jody Keppel's, Kim Kovich, Winslow Holasek, and Bruce Perry Commissioners absent: Jim Olson Also present: City Planner, Courtney Bednarz APPROVAL OF MINUTES June 10, 2009 0 Motion by Kovich, seconded by Perry, to approve the minutes as presented. Motion carried on a 6-ayes, O-nays, O-present, I-absent (Olson) vote. WOODLAND CREEK GOLF COURSE SITE VISIT The Commission discussed the site visit and the interest of the property owner to establish a wetland bank and develop a portion of the site. The Commission generally agreed that a walking trail through the area would be a benefit to the city. It was determined that any ideas should be brought forward to the Council for their consideration. CONTINUE 2009 SITE SELECTION PROCESS Chairman Deuschle started the review of the site selections with the Commission. Commissioner Kovich stated that the north Round Lake Boulevard area and the area south of South Coon Creek Drive had the most potential. The Commission agreed. The Commission discussed an area south of Ward Lake and indicated that the property owners 0 had previously not been interested in preservation. Commissioner Kovich asked if the area west of Roanoke Street NW should be considered further. There was some discussion about the wetland to the north and the difficulty of providing public access. 0 Regular Open Space Advisory Commission Meeting Minutes - July 8, 2009 Page 2 The Commission resolved that staff should contact the owners of all three of these areas to determine if there was any interest in pursuing preservation. Chairman Deuschle stated that the Commission could discuss the sites further once it was known ifthere was interest by the property owners. Mr. Bednarz indicated that he would contact the, owners and bring back an updated property list. DISCUSS 2009 ANDOVER FAMILY FUN FEST The Commission finalized its plans for the event including which members would setup, staff and take down the booth. OTHER BUSINESS 0 a. Lower Rum River Watershed Management Organization Discussion The Commission discussed the information provided on the third generation plan. Commissioner Perry stated that the watershed is working with a consultant to complete the plan. It was noted that an open house would be held on July 30th at the Ramsey City Hall. Chairman Deuschle stated, based on the Commission's discussion, that their response to the information would be one of support for the goals of the organization and interest in any regulations that may be changed as a part of this process. a. Next Meeting August 12, 2009 Motion by Kovich, Seconded by Keppers, to adjourn. Motion can-ied on a 6-ayes, O-nays, 0- present, I-absent (Olson) vote.
