WWW.CI.ANDOVER.MN.US REGULAR ANDOVER OPEN SPACE ADVISORY COMMISSION MEETING JUNE 10, 2009 MINUTES The Regular Meeting of the Andover Open Space AdvisOlY Commission was called to order by Chairman Deric Deuschle, June 10,2009, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Gretchen Sabel, Jody Keppers, Kim Kovich, Jim Olson, Winslow Holasek, and Bruce Perry Commissioners absent: None Also present: City Planner, Courtney Bednarz Others 0 APPROVAL OF MINUTES May 13, 2009 Commissioner Keppers suggested in the first paragraph of the 2009 Site Selection Process they should adjust the wording slightly. Commissioner Sabel suggested the wording should be: " . .. those would likely score lower". Motion by Keppers, seconded by Kovich, to approve the minutes as presented. Motion carried on a 7-ayes, O-nays, O-present, O-absent vote. CONTINUE 2009 SITE SELECTION PROCESS Mr. Bednarz updated the Commission on the progress of the sites currently being pursued for purchase. Chairman Deuschle started the review of the site selections with the Commission. Commissioner Keppers stated he saw six or seven location as possibilities when he reviewed the information. It looked to him that the ones most desirable was the Dl, Al & Bl. He thought 0 they should take a poll of the Commission to see which each thought most desirable. Chairman Deuschle thought those properties were most desirable also. Chairman Deuschle reviewed these parcels with the Commission. Commissioner Kovich stated the properties he liked were D, H, N and 11. He stated he took the 0 Regular Open Space Advisory Commission Meeting Minutes - June 10, 2009 Page 2 ones with houses and crossed them off. Commissioner Olson thought E was pretty contiguous with D and may work well. Commissioner Keppers ruled out D and E because to him they looked like sod farms but N had a possibility because of the woods in the middle of it. Commissioner Olson asked ifP, Q and S were open along the tracks. Commissioner Keppers thought these had a nice area of trees on them but also had a home on it. Chairman Deuschle stated Q also has an access across the railroad tracks. The majority of the site is undeveloped. P is fifty/fifty and S is mostly open land. He thought they had the potential for further investigation. Commissioner Olson stated he liked the parcel by Ward Lake. Commissioner Keppers thought that the land in the study area is more desirable. He also thought there was some possibility in V but it is fairly landlocked so there might be some issues there. Chairman Deuschle thought G was a possibility because most ofthe property is wooded with a house on it. There is easy access to it also. 0 Commissioner Keppers thought another one that had possibilities was MM. It looked like it was substantially wooded and right off the road. The Commission reviewed and discussed possible sites to look at in depth. The Commission thought they could score the possible sites before going to the property owners to discuss purchase. DISCUSS 2009 ANDOVER FAMILY FUN FEST Chairman Deuschle stated there was some discussion whether they should have a booth and if so how they are going to advertise for it. Commissioner Perry asked if they do set up a booth what are they going to do while at the booth and would it accomplish anything. Commissioner Sable thought it might be helpful for them to be available to answer questions for residents. Commissioner Keppers thought they should have some specific information available for the public like aerial photos of areas they are looking at. Commissioner Kovich thought they might want to have a blank map of Andover asking people where they would like to see open space 0 being located at. The Commission discussed who would be able to go to the Fun Fest and work the booth along with what supplies they would need. Newsletter Commissioner Sabel reviewed some ofthe items she is planning on putting in the next newsletter. Commissioner Keppers indicated he will do an article on the nature walk. b.
