Present: Commissioners Don Jacobson, Mike Knight, Julie Trude, Robert Nowak, Joyce Twistol Absent: Commissioner Sheri Bukkila Also present: Executive Director, Jim Dickinson Community Development Director, Will Neumeister Public Works Supervisor /City Engineer, Dave Berkowitz Others © APPROVAL OFMINUTES October 20, 2009 Regular Meeting: Correct as amended. Commissioner Trude stated on page 2, line 31, remove the word "sales" and add "activities in area." Line 38, after turn add "such as Station Parkway and Martin Street". Line 44, "Commission" should be "Commissioners ". Motion by Trude, Seconded by Jacobson, approval of the minutes as amended. Motion carried unanimously. ( Bukkila absent) PURCHASEAGREEMENTILETTER OFINTENTITROGRESS REPORT Mr. Neumeister gave an update on the following: Moose & Co. Grill House - The owners are working with a broker. Monument Signs — The sign agreement has been signed. Kwik Trip — They are hoping to move the closing date to December 1, 2009. Twins Ballgame Outing (Fall 2010 event) — Groups of 25 or more get a discount off tickets for © individual seats. More information will be brought back to a future meeting. ANDOVER STATION MARKETINGIMAINTENANCE DISCUSSION Mr. Neumeister summarized information gathered at the last meeting and introduced Wendy © Andover Economic Development Authority Meeting Minutes — November 4, 2009 Page 2 Aaserud from Northmarq, representing the association. Ms. Aaserud indicated she has talked to United Properties. The idea of holding events in this area is interesting however, more information is needed. Commissioner Trude indicated ($25,000) funds are set a side for improvements to the area. The EDA has discussed what could potentially be done in this area. Commissioner Trude suggested an area where people could pick up fast food and bring it there to cat. Ms. Aaserud does not see that type of area getting utilized. Commissioner Jacobson asked Ms. Aaserud her feeling of the EDA hosting an event once a month in the summer. Ms. Aaserud stated the idea is welcome but who would organize and fund the events. Event ideas were discussed. Commissioner Knight stated something needs to be done with the pond maintenance. Ms. Q Aaserud indicated the area around the pond has recently been mowed. Commissioner Twistol stated there are many garden clubs in the area and suggested devoting an area to them to do some planting. She also suggested putting an article in the City newsletter for input from the community. President Gamache stated Festival holds a Halloween event each year. Ms. Aaserud stated strip malls are hard places to hold events due to funding; usually there is a marketing fund that each tenant would contribute to. This area does not have a marketing fund. Ownership and associations in this area were discussed. Ms. Aaserud suggested getting a plan in place and talking to Target. Mr. Neumeister stated there are a lot of fine details that need to be discussed. More information will be brought back to a future meeting. Mr. Neumeister stated these improvements and events could easily cost the EDA $100,000- $200,000 in the next few years. Mr. Berkowitz stated rain gardens are usually located in a small area. The ponds are doing what © they are supposed to do. 2010 EDA BUDGET REVIEW Mr. Dickinson stated a couple of changes in the budget for 2010 are: Contractual Services budget went from $11,000 in 2009 to $31,000 for 2010 and Annual Dues /Licenses (Potential Partnership © Andover Economic Development Authority Meeting Minutes —November 4, 2009 Page 3 Opportunities) those dollars could be allocated somewhere else. There is opportunity to work with $36,000 more than what has been in the past. Mr. Dickinson indicated there is a fund balance however, be cautious on going deep into that because once the TIF districts expire in 2012 that is the operating fund. Everything else in the budget is the same as what it has been in the past. OTHER BUSINESS None. The EDA recessed at 6:55 p.m. to go to a closed session to discuss Parkside at Andover Station North negotiations. The EDA returned from the recess at 7:05 p.m. Motion by Jacobson, Seconded by Trude, to adjourn. Motion carried unanimously.
