HomeMy WebLinkAboutJune 8, 1989 u () o 'CJ\'"L'C">, ie"~! ! ,'I CITY of ANDOVER Park and Recreation Commission Meeting June 8, 1989 An additionally scheduled meeting specifically for discussing the 1990 budget of the Andover Park and Recreation Commission was called to order by Chairman Marc McMullen at 7:35 P.M., Thursday, June 8, 1989 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, MN. Commissioners Present: Chairman Marc McMullen, Jeff Kieffer, William Mamlock, Jim Lindahl, Torn Anderson Also Present: Todd Haas, Assistant City Engineer Frank Stone, Public Works Supervisor The only agenda item for this specially held meeting is the 1990 Park and Recreation budget. Chairman McMullen opened discussion by informing commissioners that City Council approved the expenditure of $14,000 for play- ground equipment at Crooked Lake School to corne out of Capital Budget in 1990. Chairman McMullen felt the council was not indicating the Park and Recreation Budget, but has placed a call to the mayor to confirm. o Mr. John Burgeson was present to discuss fencing request at Fox Meadows. A total approximate cost for welded wire fence to separate park land from Mr. Burgeson's property was determined to be $1100.00. Mr. Burgeson feels this is a high estimate and reminded commissioners he is willing to make a contribution toward cost. Chairman McMullen expressed concern with fencing request as park is not fully developed and at present time Mr. Burgeson's problem with trespassing is only anticipated. Commissioner Kieffer stated that commissioners have in the past turned down resident's request for fencing even where there was a proven problem with trespassing. Commissioner Mamlock warned that fencing for one resident will set a precedent. All commissioners agreed. commissioner Kieffer suggested buying seedlings through DNR to provide a barrier. Todd Haas suggested Mr. Burgeson contact city council to request an increase in park budget, as reasons for denying fence request are due to lack of funds in park budget. Commissioners expressed regret that Mr. Burgeson's request must be denied at this time. Commissioner Kieffer stated that if a situation arises requiring fencing in a park with proven problems, the commissioners will consider fencing as a possible solution. Mr. Burgeson thanked commissioners for consideration of his plan. u Chairman McMullan proposed a part time park coordinator position be added to the 1990 budget. Todd Haas supports proposal and recommends the position be for 15 - 20 hours a week. Frank Stone states position should be funded from City employee salary budget. MOTION made by Jeff Kieffer, seconded by Torn Anderson that Frank Stone recommend to city part time clerical position for Park and Recreation Coordination be implemented. Revised budget with explanation of eliminated items follows: City Park Complex: Rebuild Hockey Rink Fence Crosstown Soccer Field Trees Eliminated were soccer & football goals, leveling and seeding of area east of City Hall. Creekridge Estates Park Clearing, grubbing, grading and seeding one acre Two standard picnic tables Wood railing fence Class V walkway One Durascape No. DE6828 (includes swings) Installation of Durascape Timbers & sand around equipment \ , ) Original proposed table shelters revised to standard picnic tables. Swing set eliminated and Durascape model changed to model that includes swing. Strootman Park One backstop with fly shield Canoe rest 450' of 4' outfield fence 460' of 4' side fence and gate 150' of 6' fence 60' of 6' fence players guard Backstop with fly shield necessary as field intended for baseball rather than softball. DNR will supply labor for canoe rest installation. Soderville association may provide dug outs. Commissioner Kieffer states traffic problem must be controlled before money is expended on improvements. Cedar Crest Regrade and seed banks No additions or eliminations. Timber Trails No improvements or expense planned or eliminated. Meadowood Tot lot inappropriate for area. No improvements or expense added or eliminated. Commissioners adjourned for ten minutes from 9:15 - 9:25. Chairman McMullen informed commissioners that Andover has no policy of penalizing contractors for work not completed on schedule. Commissioner Lindahl feels strongly such a policy should be established. MOTION by Tom Anderson, seconded by Jeff Kieffer to adjourn meeting. Motion carried. Meeting adjourned at 9:45 P.M.
