Adjournment '-J 1 ,.-J ~ o / \ o o o ~ Park and Recreation Commission Meeting June I, 1989 CITY of ANDOVER The regularly scheduled Andover Park and Recreation Commission meeting was called to order by Commissioner Jeff Kieffer at 7:35 P.M., Thursday, June I, 1989 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, MN. Commissioners Present: Jeff Kieffer, william Mamlock, Jim Lindahl, Tom Anderson Chairman Marc McMullen Todd Haas, Assistant City Engineer Frank Stone, Public Works Supervisor Melanie DeLuca, Community Ed Coordinator Absent: Also Present: Residents Forum Andover resident and property owner John Burgeson proposed a plan for the city to fence the south end of Fox Meadows Park where it adjoins his property. Commissioner Kieffer felt this matter would be most appropriately reviewed under Agenda Item IV - 1990 Budget. There being no further issues under Residents Forum, discussion was turned toward Agenda Item IV - 1990 Budget. 1990 Budget Commissioners reviewed item proposals for additions and improvements to Andover parks to be considered for the 1990 Capital Budget. Fox Meadows: Original recommendations include playground equipment, fencing, basketball court, soccer goals, shelter and concrete slab. Mr. Burgeson requests the commissioners include approximately 800 - 900 feet of fencing for the south end of the park adjoining his property. Mr. Burgeson believes that without a division, ball players and children will frequently cut across his property and possibly cause damage to his property and seedlings. Todd Haas noted that residents with property bordering Hidden Creek Park will likely request city provided fencing if such fencing is provided for Mr. Burgeson. Tom Anderson states that past policy has been to plant trees to define boundaries. Jeff Kieffer acknowledged that snow fencing has been provided in certain situations, but never in an amount as large as would be necessary to accomodate Mr. Burgeson's request. Commissioner Mamlock questioned the price of requested fencing. It was estimated that snow fence would be approximately $30.00/50 feet not including posts. Mr. Burgeson would prefer a 12 1/2 " gauge welded wire fence at an approximate cost of $57.00/100 feet, not including posts. He is willing to contribute $400.00 toward the cost of the fencing, and pick up and deliver the fencing, with the agreement that the city would provide posts, installation and maintenance. (- " '--.I ( ) '--../ \J Park and Recreation Commission Meeting June 1, 1989 minutes Page 2 Todd Haas will check with the city attorney to see if this arrangement could be considered a donation by Mr. Burgeson, thus discouraging the concept of city provided fencing to property owners. Commissioner Kieffer suggests checking anY required safety features, such as visability (color) of fence. Frank Stone will price compatible posts. Todd Hass asked that a special meeting be scheduled for Thursday, June 8, 1989 at 7:30 P.M. to finalize 1990 budget. At that time specific decisions regarding Mr. Burgesons fence will be made. All commissioners agreed to the special meeting. Hidden Creek: Original recommendations include sidewalk from Bent Creek Estates to Hidden Creek Park, snow fence for outfield of ball park, benches and topsoil. Benches and topsoil were eliminated from list as benches are made by Public Works Department and will be in this year, and Frank Stone feels additional topsoil is not necessary. Mr. Stone feels chain link fence would be preferable to snow fence. He will price chain link for Hidden Creek outfield. ~J Strootman Park: Original recommendations include wildlife pond, chain link fencing, canoe rests, grading, topsoil, and a backstop. A wildlife pond could double as an ice rink in the winter. It was determined that Strootman would be the first park to get chain link fencing. Frank Stone will price chain link for the entire ball park. A letter will be sent to the DNR to remind them to provide canoe rests. Topsoil will be eliminated from recommendation at this time. Grading will be minor. Backstop needs upper lip. It was decided to request an entire new backstop, and transfer existing backstop to another park. Creekridge Estates Park: Original recommendations include clearing and grubbing, grading, playground equipment, shelter, snow fence and crosswalk. It was felt that residents of the golf course would not favor a snow fence. It was also agreed that a tot lot with swings would best serve the age group the park is serving. Specifics need to be determined for price and design of a small shelter. Hills of Bunker Lake Park: Original recommendations include backstop, benches, playground equipment and ag lime. Ag lime will be eliminated from 1990 budget because it is being done in 1989. It is felt that playground equipment should be a step up from tot lot, to serve an older age group. Fox Meadows: Original recommendations include playground equipment, fencing, basketball court, soccer goals, shelter and concrete slab. Commissioner Kieffer questions that a basketball court would get much use at that location. Combination football/soccer goals will be requested. The parking lot will be complete in 1989. Suggested shelter will be 24 x 24', with concrete slab, two grills, and three picnic tables with one of the tables placed outside the shelter. ~ ) Pleasant Oaks: Original recommendations include ag lime, re-grading, seeding, fencing, new playground equipment. Frank Stone does not recommend new playground equipment until traffic and vandalism problems are controlled. Cedar Crest: Original recommendations include re-grading banks. In addition, request will be made to seed and mulch in an effort to eliminate erosion. Terrace Park: Original recommendation is for Class V for parking area. No additions or eliminations. Red Oaks East: Original recommendation is for benches, backstop and ag lime. Todd Haas requests that as a cost effective plan ag lime be hauled in this year, since we are currently hauling for other locations. Funding could come from Park Dedication money if balance is adequate. MOTION by Tom Anderson, seconded by Mamlock, to haul in ag lime for Red Oaks East and Rose Park in 1989, if money available. Motion carried. Hartfields Estates: Original recommendation to build wildlife pond. Commissioner Mamlock questioned why a wildlife pond was recommended. Todd Haas feels the council must consider developing city parks for wildlife as well as sports. 'I , J Andover City Hall Complex: Original recommendation is for trail system. Frank Stone recommends Class V and a thin coat of ag lime on trail system. Additional suggestions include finish existing fencing, installing permanent combination soccer/football goals on large field and transferring existing portable goals to other fields. It was noted that the field to t!le-'east of the parking lot is full of mole hills and should be re-graded and re-seeded. As far as additional fencing, Commissioner Mamlock suggests seedlings. Commissioner Kieffer feels more trees are needed in this park and that poplar would be a good choice as they are fast growing and hardy. Frank Stone said that with a tree spade he could transplant large trees. Frank Stone will check the price to install one hockey rink. Oak Hollow: Original recommendations include clearing and grubbing, grading for soccer field, softball and playground area. Todd Haas states area is about half developed and consists of high ground that would be good for a soccer field. A possibility is to use existing portable soccer goals from City Hall. It was decided to set up area for playground but not install equipment out of 1990 budget. A softball field will be set up at same time if one can physically fit in the area. Oak Bluff: Original recommendation includes soccer goals and playground equipment. Jeff Kieffer believes playground equipment should be a moderate size that can be added on to. Commissioner Anderson feels swings and slides are well liked by children and would be in frequent use. Rose Park: Original recommendation includes installation of ag lime. This is being done in 1989. There were no other recommendations for Rose Park. , ) Timber Trails: Original recommendation to remove shelter. This has been done and there were no other recommendations for Timber Trails. \ , ~ \ \ ) '\ '- / u u Park and Recreation Commission Meeting June 1, 1989 minutes Page 4 Meadowood: Original recommendation includes a tot lot. Commissioner Kieffer questions the appropriateness of a tot lot in that area. He suggests getting input from area residents. Possibly an alternative such as a volley ball court would get more use. Approval of Minutes Minutes from the May 18, 1989 meeting were approved with the following amendment: The motion made for the Agland from Rose Park Lunds North was stated incorrectly. It should have read that the Park and Recreation Commission will pick up the amount in excess of $1500.00, but $1500.00 will be paid by the Andover Athletic Association. Renaming Hills of Bunker Lake Park Commissioner Mamlock questions what expenses would be involved. There should be no expense as there are no existing signs that would need to be changed. MOTION made by William Mamlock, seconded by Tom Anderson to change the name of Lost Hills Park to Hills of Bunker Lake West Park. Motion carried. Soccer Game Scheduling Todd Haas reports there are no conflicts of game scheduling. Jeff Kieffer wants schedule saved for future reference. Frank Stone will post schedule. Other Items Strootman sign: Melanie DeLuca reported that a 4 x 6' redwood sign with routed lettering could be made for approximately $192.00 (labor and material) by an Andover school employee. The sign would say STROOTMAN PARK and include dedication to Larry Strootman. Commissioner Mamlock suggested that all commissioners put in writing their ideas regarding wording, size of lettering, additional artwork or de~ign for sign and present to Melanie at the next regularly scheduled meet~ng. Melanie Deluca also presented to commissioners a memo outlining the 1990 Andover Community Education Budget. copy attached.
