Adjournment (] o o o u r}\" CITY of ANDOVER Reguiar Park & Recreat10n Comm1SS1on Meet1ng May 18, 1989 The regularly scheduled Andover Park & Recreation Commisison meeting was called to order by Chairman Marc McMullen at 7:35 P.M., Thursday, May 18, 1989 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, MN. Commissioners Present: Commissioners Absent: Also Present: Lindahl, Anderson, Kieffer, Mamlock Flamo Todd Haas, Assistant City Engineer; Melanie DeLuca, Community School Resident Forum Pat Chapman, AAA Baseball Director - asked for help in cleaning up the infield at Lund's Evergreen 2nd Park. The athletic association will provide the ag lime if the city will provide the manpower and equipment. When the field is finished it could also be used for softball. He also noted that they are associated with the Soderville Athletic Association. Chairman McMullen asked what it will cost to do Strootman Park. Todd Haas said it will be approximately $5,000. He explained that Hidden Creek, Rose Park, Timber Trails, Strootman Park and the Hills of Bunker Lake are scheduled to be done this year. Frank Stone suggested that Rose Park be taken off the schedule until next year and Lund's be done in its place. Mr. Chapman stated that the Athletic Association has $1,200 to $1,500 available. Motion by Anderson, seconded by Mamlock to switch $2,400 for ag lime for Rose Park to Lund's North for completion as soon as possible and that any cost in excess of $2,400 will be paid by the Andover Athletic Association. Motion carried unanimously. Mike King and Jeff Brown, Troop 418 - stated that they are looking for an Eagle Scout project to do. Mr. King noted that a baseball field is a possible project and is something he has done before. After discussion of possible projects, it was decided that Mike King would do the field at Timber Trails and Jeff Brown would do the Kelsey Park trail. / \ : ) V \J ) Park & Recreation Commission Meeting May 18, 1989 - Minutes Page 2 Approval of Minutes - April 20, 1989 MOTION by Kieffer, seconded by Anderson to approve the minutes of April 20, 1989 as presented. Motion carried. May 4, 1989 Commissioner Anderson noted that the motion regarding the Crooked Lake Playground should read that the money should be paid out of the city's general fund and not the park fund. MOTION by Lindahl, seconded by Mamlock to approve the minutes of May 4, 1989 as amended. Motion carried. Echo Hill Park Land Dedication, Cont. It was noted that Mr. Heliker has never paid a park dedication fee on his property and the city wants his house included for park dedication purposes. \ ) Mr. Heliker asked if this is done in phases and the house is part of phase II, will park fees be assessed on the whole plat or only Phase I. Mr. Haas explained that it would be assessed for park dedication in phases. Chairman McMullen noted that he asked the city attorney about the appraisal that Mel Allen had done on the property and the attorney said that appraisal could not be used; we would have to use one of the five appraisers on our list. Mr. Heliker will be notified when we hire the appraiser. Ordinance Regarding Crooked Lake Todd Haas reviewed the ordinance that Maple Grove has regarding Weaver Lake. The City posted 'No Parking' signs on the streets to discourage too many people from using the lake at the same time. It was noted that there are six or seven parking spaces at the boat landing and a concern of the residents is that people can park on the side streets. Commissioner Kieffer didn't feel that the Park Board should do anything and it was suggested that the Park Board advise the Crooked Lake Homeowners Association to go to the City Council. No action was taken on this item. Chairman McMullen noted that stuart Kinkade has officially resigned from the Park Board. \ '- ) v 0 \ ) Park & Recreation Commission Meeting May 18, 1989 - Minutes Page 3 1990 Budget Discussion Mr. Haas stated that he and Frank stone discussed the budget and came up with the list provided to the Park Board. The commissioners went through the list, made several changes and came up with the following: Hidden Creek Park - in addition to the sidewalk from Bent Creek Estates to Hidden Creek Park, a fence at the ball diamond and benches were added. Creekridge Estates - clearing and grubbing, grading, playground equipment and a shelter. Hills of Bunker Lake Park - backstop, benches, playground equipment and ag lime. Mr. Haas stated that the ag lime will be done this year and depending on the cost, he would like to see the Class 5 and blacktopping of the parking lot done also. Strootman Park - wildlife pond, chain link fencing, canoe rests and backstop. Fox Meadows - playground equipment, fencing, basketball court, soccer goals, shelter and concrete slab. , ) Pleasant Oaks - regrading, seed, ag lime. Cedar Crest - regrade banks Terrace Park - Class 5 for parking area Meadow Creek Boat Landing - dredging Red Oaks East - benches, backstops, ag lime Hartfiel's Estates - build wildlife pond Andover City Hall Complex - trail system Oak Hollow - clearing and grubbing, grading for soccer field, softball and playground area Oak Bluff - soccer goals Rose Park - ag lime Timber Trails - fencing Meadowood - tot lot \ , j , " , '''-.."./ '1 , / Park & Recreation Commission Meeting May 18, 1989 - Minutes Page 4 Mr. Haas explained that the proposed budget needs to be submitted to the Finance Department by June 16, which gives the Park Board June 1st and June 15th to complete the budget.
