CITY of ANDOVER Park and Recreation Commission Meeting May 4, 1989 The Regularly Scheduled Andover Park and Recreation Commission meeting was called to order by Chairman McMullen at 7:35 P.M., Thursday, May 4, 1989 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, MN. Commissioners Present: Commissioners Absent: Also Present: Mamlock, Kieffer, Lindahl, Anderson Flamo Todd Haas, Assistant City Engineer; Frank Stone, Public Works Supervisor Residents Forum Darrell Delarco explained that Strootman field was designated for use by the Andover Traveling Team. The games are normally Tuesday and Thursday, with makeup games on Friday and Sunday. Practices are on Mondays and Wednesdays. For the past two weeks they have been sharing the field. Mr. Delarco noted that his concern is that they would like to obtain a priority type permit for the entire week and if they don't use the field, another team could do so. Melanie DeLuca, Community School - stated that in the past she has run into the same situation and has been giving out a permit to use facilities. Mr. Delarco noted that their games and practices now start at 6:00 p.m. and from 9:00 a.m. to noon on saturdays. Starting June 1st, the games will start at 6:30 p.m. Commissioner Kieffer asked if it would work if they were given a permit, leaving Friday and Sunday open and if they need the field those days, they would be issued one. Mr. Delarco was agreeable to Mr. Kieffer's suggestion. MOTION by Kieffer, seconded by Mamlock that we give the traveling baseball team a permit to use Strootman field from 5:00 on on Monday through Thursday and from 8:00 a.m. to noon on Saturdays. If other permits are requested, they are to obtained from City Hall. Motion carried. Jack Ferguson, Fox Meadows - lives directly south of the park and would like a snow fence or row of trees along the property line so that people do not walk through his property. Chairman McMullen noted that the snow fence could be considered as a budget for next year. He also noted that in the past, we have planted trees as a buffer. \ J \ ',-.-J \, ) Park & Recreation Commission Meeting May 4, 1989 - Minutes Page 2 MOTION by Kieffer, seconded by Anderson that we look at trying to get as many trees as we can and table the fence until we go through the budget. Motion carried. Echo Hill Park Dedication Discussion Todd Haas, noted that he, Jeff Kieffer and Bill Mamlock met with Mr. Heliker on the site to determine where the park dedication could be taken. The value isn't going to be any different from one area to another. Mr. Heliker has two concerns: one is that he has a stretch of county road that is included in his gross land area and; 2) he has two lots he did not want included in the park dedication. Mr. Heliker also had his land appraised and asked if the Commission could use that appraisal to determine the park dedication. Chairman McMullen explained that an appraisal can be used; however, it has to be done by one of the parties on the city's list of appraisers. Mr. Heliker stated that Mel Allen was the appraiser. It was noted that Mr. Allen is not on the city's list. \ Mr. McMullen asked if Mr. Heliker could come back in two weeks so that research could be done so that we can see what has been done in the past. Mr. Heliker agreed. MOTION by Lindahl, seconded by Anderson to table Item 5 until after discussion on Item #6. Motion carried. , / Crooked Lake Playground Mary Judd, Parent Advisory Council, Crooked Lake Sohool - they have proposed new playground equipment for Crooked Lake School and would like the city to participate in the cost. The school district would pay $14,000, the parents would pay $14,000 and they would like the city to pay $14,000. Mr. McMullen asked how long the prices are good for. Ms. Judd stated 30 days. She noted that they would like to do this in the summer. Mr. McMullen explained that the Park Commission doesn't have the money in the budget. Ms. Judd stated that they would go to Phase I only at this time, which would cost $23,421. Commissioner Kieffer felt that this is definitely aiding a school and we might have the Andover School come to us and ask for the same thing. \ J \ , ) \ ~/ Park & Recreation Commission Meeting May 4, 1989 - Minutes \ Page 3 ) Chairman McMullen asked if need to have $40,000 worth of playground equipment. A man in the audience stated that this will be a neighborhood park as well as a school park. Commissioner Anderson noted that we have 50 parks which need to be developed and maintained and this is not one of them. The Park Commission has to be concerned with the budget dollars. Ms. Judd also noted that the existing equipment at the site will be saved. MOTION by Mamlock, seconded by Lindahl that the Crooked Lake School Advisory Council go to the City Council on behalf of the Park and Recreation Commission for consideration of the purchase of playground equipment at a cost of $42,000 to be split three wasy, with the city's investment to be $14,000. Discussion: Frank Stone noted that we still have been furnishing warming house attendants and ice at the school but we haven't seen the volunteers to help with the hockey rink. Mr. Stone would like to see this completed also. Amendment to Motion by Mamlock, seconded by Lindahl that the dollars come out of the regular Park Board budget. \ Vote on Motion: Carried unanimously. Vote on Amendment: Carried unanimously. , / Mr. McMullen noted that he attended the Crooked Lake Homeowner's meeting last night and they were concerned that there will be too many boats on the lake this year. The boat landing was designed for 6 or 7 parking spaces. Mr. Stone noted that the overflow parking was to be at Crooked Lake School. Discussion centered on whether we could restrict parking at the school so there aren't too many boats on the lake. Mr. Lindahl suggested that we check on who they restrict the numbers at Weaver Lake as their system seems to work well. Todd Haas will obtain a copy of the ordinance that deals with Weaver Lake and this will be discussed at the next meeting. Melanie DeLuca presented the summer program brochure and noted that she has arranged for an activity bus for the participants. MOTION by Kieffer, seconded by Anderson to reserve the City Hall fields from 8:30 a.m. until 12:30 p.m., Monday through Friday, June 29 through July 28th for community education programs. Melanie DeLuca will check with the art departments at the schools to see if anyone there could make the sign. The sign would read: strootman Park, In Memory of Larry Strootman, with the date. Frank stone reported that the Andover Athletic Association is concerned that we don't have signs that say "No Alcoholic Beverages" at the parks. It was noted that these signs are required by our insurance company and they should be installed. The fencing bids went up higher than last fall. The cost for the four ballfie1ds will be $6,480, which puts the commission $1,200 over budget. MOTION by Anderson, seconded by Kieffer to adjourn. Motion carried. '. Meeting adjourned at 9:25 P.M.
